AGRICULTURE AND FORESTRY -- HEMP GROWTH ACT -- RHODE ISLAND HEMP THC BEVERAGE ACT - Provides a licensed liquor retailer/cannabis retailer/or hemp consumable retailer that received an infused-beverage endorsement from the cannabis control commission the authorization to sell at retail THC infused beverages in accordance with this chapter.

HUMAN SERVICES -- FAMILY CAREGIVERS SUPPORT ACT OF 2013 - Provides workplace protection for family caregivers. It also provides for enforcement and remedies through the human rights commission.

TOWNS AND CITIES -- AUDIT OF ACCOUNTS AND INSTALLATION OF SYSTEMS - Amends the audit compliance requirements for municipalities' contributions to pension plans under the budget of accounts and installation of systems chapter.

INSURANCE -- ACCIDENT AND SICKNESS INSURANCE POLICIES - Mandates health insurance coverage for medically necessary hormonal/non-hormonal therapy to treat symptoms of peri-menopause/menopause, if therapy is recommended by qualified healthcare provider licensed in RI and has proven safe and effective.

BUSINESSES AND PROFESSIONS -- ELECTRICIANS - Transfers authority over the examination and licensing of telecommunications professionals to the state board of examiners of electricians and amends the composition of that body to require the inclusion of a telecommunications professional.

HEALTH AND SAFETY -- LICENSING OF HEALTHCARE FACILITIES - Requires hospital emergency rooms and free-standing emergency care facilities to offer and provide pregnancy prevention medication to victims of sexual assault.

CRIMINAL PROCEDURE -- EXPUNGEMENT OF CRIMINAL RECORDS - Permits the expungement of records 5 years after the imposition of sentence for misdemeanors and 10 years after the imposition of sentence for felonies, and if the sentence is greater than 10 years, then, upon successful completion of the sentence.

INSURANCE -- ACCIDENT AND SICKNESS INSURANCE POLICIES - Requires every individual or group health insurance contract effective on or after January 1, 2027, to provide coverage to the insured and the insured's spouse and dependents for all FDA-approved contraceptive drugs, devices and other products.

HEALTH AND SAFETY -- ASSISTED LIVING RESIDENCE LICENSING ACT - Requires annual inspections of those assisted living residences which contain units licensed to treat residents with Alzheimer's disease and other dementias.

LABOR AND LABOR RELATIONS -- WORKPLACE PSYCHOLOGICAL SAFETY ACT - Protects bullying/psychological abuse in workplace inflicted upon employees by employers/co-employees/provides civil remedies to affected employees/fines against employers/imprisonment/fines against co-employees.

LABOR AND LABOR RELATIONS -- LABOR RELATIONS ACT - Allows employees, not represented by a union, to create a group to collectively bargain with employers.

CRIMINAL PROCEDURE -- RAILROAD, STEAMBOAT, AND BRIDGE POLICE - Provides any police report involving a railroad fatality and all communications between railroad employees not be made public. Additionally, it makes a violation of this section a misdemeanor.

CRIMINAL PROCEDURE -- EXPUNGEMENT OF CRIMINAL RECORDS - Makes persons convicted of petty misdemeanors and convicted of simple possession of controlled substances, eligible to have their records expunged three years after completion of their sentence.

MOTOR AND OTHER VEHICLES -- SCHOOL BUS SAFETY ENFORCEMENT - Allows parents or guardians to have access to GPS data of the bus or other motor vehicle used to transport students to and from school.

LABOR AND LABOR RELATIONS -- LABOR RELATIONS ACT -- NO LIMITATION ON HEALTHCARE BENEFIT PROVIDERS - Repeals the law that prevents a collective bargaining agreement covering state employees, public school teachers and municipal employees from specifying a particular healthcare provider in it.

LABOR AND LABOR RELATIONS -- TEMPORARY DISABILITY INSURANCE -- GENERAL PROVISIONS - Expands the benefit definitions of temporary care giver leave to include a grandchild and care recipient and would increase a leave benefits period to 10 weeks for 2027 and twelve 12 weeks for 2028.

CRIMINAL PROCEDURE -- PRELIMINARY PROCEEDINGS IN DISTRICT COURTS - Allows someone convicted of a previous felony or a private complaint to be eligible under § 12-10-12 for a misdemeanor filing.

ALCOHOLIC BEVERAGES -- TEMPORARY EXTENDED SERVICE HOURS - Allows, but not require, local licensing authorities to grant temporary periods for extended indoor service hours under existing liquor licenses for certain 2026 FIFA World Cup Tournament matches.

EDUCATION -- HEALTH AND SAFETY OF PUPILS -- STUDENT AND TEACHER CLASSROOM SAFETY - Establishes provisions for student and teacher classroom safety and provides the authority to remove students from classrooms. This act provides for student and educator protections from said removals.

EDUCATION -- COUNCIL ON ELEMENTARY AND SECONDARY EDUCATION - Expands council on elementary and secondary education and board of education and makes teacher of year and student advisory chair voting members on each.

EDUCATION -- COUNCIL ON POSTSECONDARY EDUCATION - Beginning on July 1, 2026, allows state union employees to negotiate longevity payments in their collective bargaining agreements.
