Amendment
Permits licensed pharmacists to prescribe and order certain medications for the purposes of inducing abortion or expelling a miscarriage after the completion of a risk assessment questionnaire and delivering a factsheet to the person to whom the medication is being disbursed.
Requires health insurance plans to provide coverage for continuous blood glucose monitors for all children; requires coverage for glucose monitoring devices for all sugar disorders.
Enacts the "Empowering People in Rights Enforcement (EMPIRE) Worker Protection Act"; relates to the delegation of state enforcement authority to private actors; authorizes an affected employee, whistleblower, representative organization or an organizational deputy to initiate a public enforcement action on behalf of the commissioner for certain provisions of the labor law, or any regulation promulgated thereunder.
Establishes the commission to investigate foreign influence on governmental employees and elections.
Relates to establishing timeframes for the payment of claims to hospitals.
Requires Medicaid to cover gender-affirming care regardless of federal funding; prohibits discriminatory practices by health care entities including hospitals, certain professionals, and insurers; requires insurance coverage for services or treatments for gender dysphoria or gender incongruence.
Defines enforcement officers in a city with a population of one million or more for the purposes of regulating tobacco products, herbal cigarettes and smoking paraphernalia; provides that an enforcement officer for purposes of section 1399-ee of the public health law shall be the office of administrative trials and hearings.
Relates to dental laboratories; defines terms; requires any dental laboratory operating, doing business, or intending to operate or do business in this state to register with the department of health; makes related provisions.
Adds fetal alcohol spectrum disorders to the definition of developmental disability.
Requires a mitigation ratio of one acre for every acre of occupied grassland bird breeding habitat and one acre of mitigation for every acre of grassland bird wintering habitat included in a major electric transmission facility siting permit.
