TAXATION -- PERSONAL INCOME TAX - Eliminates the age requirement for modification on Social Security income.

STATE AFFAIRS AND GOVERNMENT -- OFFICE OF INSPECTOR GENERAL - Establishes the office of inspector general to investigate the management and operation of agencies in an effort to prevent and deter fraud, waste, abuse and mismanagement in the expenditure of public funds.

FOOD AND DRUGS -- SANITATION IN FOOD ESTABLISHMENTS - Adds pickles and relish to those foods not requiring refrigeration which are permitted to be manufactured and sold as a farm home food product.

EDUCATION -- BUILDING OPPORTUNITIES IN OUT-OF-SCHOOL TIME - Provides $100,000 to support the mental health and emotional well-being of children in OST settings.

HEALTH AND SAFETY -- SENSITIVE HEALTHCARE INFORMATION PRIVACY ACT - Creates the sensitive healthcare information privacy act.

STATE AFFAIRS AND GOVERNMENT -- STATE POLICE - Amends the pension benefits for both current and former Rhode Island State Police members.

STATE AFFAIRS AND GOVERNMENT -- DEPARTMENT OF CHILDREN, YOUTH AND FAMILIES - Establishes a procedure to permit DCYF to apply for benefits on behalf of children, who are eligible, that are within temporary custody or guardianship of the department.

STATE AFFAIRS AND GOVERNMENT -- DEPARTMENT OF CHILDREN, YOUTH AND FAMILIES - Mandates DCYF protection for benefits owed to foster children.

PUBLIC PROPERTY AND WORKS -- ACQUISITION OF LAND - Provides that cities or towns may, by ordinance, designate "special ways" throughout the city or town which would be subject to alternative regulations to preserve its cultural, historic or scenic character.

INSURANCE -- MOTOR VEHICLE APPRAISAL PROVISION - Requires an insurance company to directly pay the insured's chosen appraiser and the umpire appraiser, if applicable, upon receipt of a "direction to pay" executed by an insured or claimant.

HUMAN SERVICES -- THE RHODE ISLAND WORKS PROGRAM -- RHODE ISLAND CHILD CARE IS ESSENTIAL ACT - Increases income limits for eligible families and also increases the exit threshold.

BUSINESSES AND PROFESSIONS -- THE PRIMARY CARE PRESERVATION ACT - Prohibits health insurance companies or other payors from including in physician participation agreements any provisions that restrict or prevent a physician from charging patients reasonable administrative or operational fees to support overhead.

HUMAN SERVICES -- THE RHODE ISLAND WORKS PROGRAM - Amends the Rhode Island works program to increases the monthly cash benefit to one hundred percent (100%) of the federal poverty level effective July 1, 2026.

HEALTH AND SAFETY -- MATERNAL AND CHILD HEALTH SERVICES FOR CHILDREN WITH SPECIAL HEALTH CARE NEEDS -- EARLY INTERVENTION EXTENSION -- BRIDGE TO PRESCHOOL - Permits extended early intervention services for children with developmental disabilities whose third birthday is between May 1 and August 31.

TAXATION -- PERSONAL INCOME TAX - Establishes a child tax credit in the amount of three hundred thirty dollars ($330) for eligible taxpayers adjusted for inflation annually commencing January 1, 2027.

COURTS AND CIVIL PROCEDURE -- PROCEDURE GENERALLY -- CAUSES OF ACTION - Creates a cause of action for the replacement cost of a child restraint system that is in a motor vehicle at the time of a motor vehicle accident.

EDUCATION -- THE SUPPORT AND ACCESS TO BILINGUAL EDUCATION ACT - Requires DOE to establish a bilingual education support fund.

EDUCATION -- RESIDENCE OF CHILDREN FOR SCHOOL PURPOSES -- IN-DISTRICT ACCESS TO OPEN PUBLIC SCHOOL SEATS - Ensures any public school with available seats, after completion of the initial enrollment period for students, shall make all open seats available to other students residing within the same school district.

Approves charter amendments to the Warwick city charter subject to voter approval at the general election to be held in November, 2026.

TAXATION -- REAL ESTATE CONVEYANCE TAX - Requires that the tax imposed upon the conveyance of any real property that is located in more than one municipality to be allocated between or among the municipalities in proportions to the assessed value of the property located in each municipality.

AGRICULTURE AND FORESTRY -- FORESTRY AND FOREST PARITY ACT - Establishes sales and use tax exemptions for commercial forest product operations and creates a new motor vehicle registration for "forestry vehicles".

TAXATION -- COLLECTION OF TAXES GENERALLY - Adds the town of Tiverton to those towns specifically named to tax any person for either a mobile or manufactured home and automatically lien the a mobile or manufactured home.

CRIMINAL OFFENSES -- LAW ENFORCEMENT SEXUAL MISCONDUCT - Makes sexual contact or penetration between any law enforcement officer that is on duty and a person that is a detainee, arrestee, in custody or a suspect a felony.

INSURANCE -- ACCIDENT AND SICKNESS INSURANCE POLICIES - Prohibits an insurance company from imposing any cost-sharing requirements for any diagnostic or supplemental breast examinations.
