PROPERTY -- RHODE ISLAND COORDINATE SYSTEM - Updates the RI coordinate system to adopt the most recent system of plane coordinates established by the NGS, a federal agency which is part of NOAA and the USDC. Modifies the meter to foot conversion to adopt the international foot to provide uniformity.

INSURANCE -- THE PROTECT MENTAL HEALTH ACT - Requires health insurers to comply with federal mental health parity laws, prevent discriminatory treatment limits, and ensures meaningful mental health and substance use coverage in all benefit classifications.

HEALTH AND SAFETY -- RHODE ISLAND PROGRAM TO ADDRESS ALZHEIMER'S DISEASE - Amends law to include all licensed physician assistants with licensed physicians and nurses required, each license renewal period, to complete a minimum of 1 hour of instruction on the diagnosis treatment, and care of patients with cognitive impairments.

PUBLIC OFFICERS AND EMPLOYEES -- RETIREMENT SYSTEM -- CONTRIBUTION AND BENEFITS - Permits paid members on the state labor relations board to continue to receive their retirement benefits.

TAXATION -- RHODE ISLAND TAX AMNESTY ACT OF 2017 - Authorizes the tax administrator to waive interest and penalties on delinquent taxes paid in full during a one week amnesty period. Also reinstates a suspended driver’s license upon payment in full.

PUBLIC UTILITIES AND CARRIERS -- PUBLIC UTILITIES COMMISSION - Applies to electric generating facilities generating electricity on/after 1/1/25 regarding sale/transmission of electricity/facility restructuring/last-resort service.

TAXATION -- PROPERTY SUBJECT TO TAXATION - Exempts from taxation the real and tangible personal property of MAP Behavioral Health Services, Inc. and MAP Development Corporation, located in the city of Providence. Effective retroactively to 12/31/2025.

PROBATE PRACTICE AND PROCEDURE -- UNIFORM REAL PROPERTY TRANSFER ON DEATH ACT - Allows an owner or owners of real property to execute a deed that names one or more beneficiaries who will obtain title to the property at the owner's death without the necessity of probate.

MOTOR AND OTHER VEHICLES -- STATE IDENTIFICATION CARDS FOR MINORS WITHOUT RESIDENCE ACT - Codifies the DCYF operating procedure for the submission and fulfillment of requests for persons involved with the department who request birth, death or marriage certificates.

TOWNS AND CITIES -- HOME-FIT DWELLING UNITS - Creates the home-fit dwelling units act to apply to all new construction of covered dwelling units to incorporate design features that provide safe and convenient use of to the greatest extent feasible, regardless of age or physical ability.

PUBLIC OFFICERS AND EMPLOYEES -- ORGAN-DONATION LEAVE ACT - Provides for paid leave for a state employee who donates an organ and duration of the leave is dependent on the type of donation and notice should be provided to the employer at least thirty (30) days prior to the leave.

TAXATION -- PERSONAL INCOME TAX - Establishes a simplified exemption from state income tax for small-scale Bitcoin transactions up to $5,000 per month, or $20,000 per taxable year.

EDUCATION -- ACCESS FOR CONGRESSIONALLY CHARTERED YOUTH DEVELOPMENT ORGANIZATIONS - Requires public schools to give congressionally chartered youth organizations limited access for recruitment and brief student presentations with parent notice, while preserving school safety and discretion.

STATE AFFAIRS AND GOVERNMENT -- FARMLAND PRESERVATION ACT - Prohibits any city, town, quasi-municipal corporation or public corporation from assessing any existing agricultural operation or agricultural land for the extension of any water utilities past the property and from imposing any connection fee.

INSURANCE -- BENEFIT DETERMINATION AND UTILIZATION REVIEW ACT - Prohibits health benefit plans reviewing prescriptions for opioid addiction treatment.

COURTS AND CIVIL PROCEDURE -- PROCEDURE GENERALLY -- LITIGATION LENDING AGREEMENTS - Makes litigation loan agreements subject to state usury laws.

TAXATION -- PERSONAL INCOME TAX - Provides proper authority for the division of taxation to provide HSRI with contact information for Rhode Islanders who report they were uninsured on their RI state income tax return.

HEALTH AND SAFETY -- LICENSING OF HEALTHCARE FACILITIES - Requires the disclosure of the transfer of certain assets of healthcare facilities and provides penalties for failing to file healthcare facility ownership information.

MOTOR AND OTHER VEHICLES -- REGISTRATION OF VEHICLES - Authorizes the administration of the division of motor vehicles to make available special license plates for the Rhode Island Manufacture Association.

EDUCATION -- RHODE ISLAND EARLY EDUCATOR WORKFORCE ACT - Direct the manage existing workforce development and compensation programs for the early educators workforce.

TAXATION -- PUBLIC SERVICE CORPORATION TAX - Suspends the gross earnings tax on electric and gas companies until January 1, 2036.

PUBLIC UTILITIES AND CARRIERS -- DUTIES OF UTILITIES AND CARRIERS - Terminates the requirement that the public utilities commission allocate five million dollars ($5,000,000) annually to the Rhode Island infrastructure bank for use with energy efficient programs.
