It makes the Rhode Island teacher of the year a voting member of the council on elementary and secondary education. It also establishes a student advisory council to the council on elementary and secondary education, consisting of one elected high school student representative from each public secondary school in Rhode Island. The chair of the student advisory council becomes a voting member of the council on elementary and secondary education.
