Requiring the Social Services Estimating Conference to develop certain official information relating to the pilot program for individuals with developmental disabilities; authorizing the Department of Children and Families, as authorized by and consistent with appropriated funding, to contract with a specified organization to provide grief support services to help certain children and youth; revising the monthly room and board rates the department is required to pay to certain foster parents and caregivers; renaming the Step into Success Workforce Education and Internship Pilot Program as the Step into Success Workforce Education and Internship Program, etc.

Authorizing an elected officer, except while serving as a legislator, to remain in elective office and receive accumulated Deferred Retirement Option Program (DROP) proceeds after the officer attains a certain age; revising the cost-of-living adjustment for eligible Special Risk Class retirees; defining the term "eligible Special Risk Class retiree"; revising required employer retirement contribution rates for each membership class and subclass of the Florida Retirement System; revising required allocations from the Contributions Clearing Trust Fund to provide disability coverage to members of the investment plan of the Florida Retirement System, etc.

Revising the services required to be provided by regional consortium service organizations under certain circumstances; creating the Regional Consortia Service Organization Supplemental Services Program; establishing the Rural Incentive for Professional Educators (RIPE) Program within the Department of Education for a specified purpose; authorizing the Agency for Health Care Administration to submit a budget amendment requesting additional spending authority to implement specified programs and payments, etc.

Providing for the resolution of collective bargaining issues at impasse between the state and certified bargaining units for state employees, etc.

Establishing the Florida Center for Nursing within the University of South Florida; providing that a specified fee waiver applies to a student's out-of-pocket expenses for tuition and fees after other aid is applied; providing that the LINE Fund was established for shortages in health science professions in addition to nursing; requiring institutions awarded grant funds to submit an annual report by a certain date to the center instead of the Board of Governors or the Department of Education; requiring the Office of Reimagining Education and Career Help to provide specified data to the department, etc.

Redistricting the state's congressional districts in accordance with the United States Decennial Census of 2020 (plan EOGPCRP2026); providing for applicability of the act, etc.

Designates May 18, 2026, as "Haitian Flag Day."

Requires that development project meet certain requirements to qualify as blue ribbon project; requires blue ribbon project to have blue ribbon plan; requires project to receive dollar-for-dollar credits from local government; provides that certain easements or property must be granted without charge; requires landowner to apply to local government for approval of plan; provides local government review requirements; provides that blue ribbon plan governs use of property upon approval of plan application by local government; provides that project may be located on land with any future land use designation or zoning designation; provides appeal procedures for denial & approval of blue ribbon plan application; provides environmental review requirements.

Requiring the Department of Health to develop educational materials on drowning prevention safety measures and safe bathing practices for specified purposes; providing requirements for such materials; requiring hospitals, birth centers, and home birth providers to provide the educational materials to new parents and caregivers as part of their postpartum education and care, etc.

Citing this act as the "Foreign Interference Restriction and Enforcement Act"; prohibiting preplanned adoption agreements unless certain conditions are met; prohibiting specified persons from soliciting or accepting anything of value from a designated foreign terrorist organization, a foreign country of concern, or persons or entities representing such organizations or countries; authorizing any appropriate tax collector to revoke or refuse to renew business tax receipts of specified individuals, businesses, or entities; prohibiting a governmental entity from knowingly entering into certain contracts with foreign sources of concern; removing the Florida-China Institute from the list of linkage institutes, etc.

Providing that public officers, public employees, and local government attorneys commit a breach of the public trust when they initiate adverse personnel actions against employees of an agency or independent contractor under certain circumstances; prohibiting agencies and independent contractors from taking specified actions against employees or certain persons for disclosing certain information to the Commission on Ethics; requiring that information disclosed include specified violations or alleged violations; providing that specified provisions protect employees and persons who submit written complaints to the commission or provide information to an investigator during an investigation of a complaint or referral, etc.

Providing for a type two transfer of the duties and functions of the Florida Digital Service from the Department of Management Services to the Division of Integrated Government Innovation and Technology; creating the Division of Integrated Government Innovation and Technology (DIGIT) within the Executive Office of the Governor; requiring DIGIT to operate as the state enterprise organization for information technology governance and as the lead entity responsible for understanding needs and environments, creating standards and strategy, supporting state agency technology efforts, and reporting on the state of information technology in this state, etc.

Revises requirements for approval & certification as approved limited surety agent & professional bail bond agent prelicensing school; authorizes bail bond agents & agencies to accept certain fees or charges; prohibits virtual offices; revises provisions relating to pretrial release and detention; revises criteria court must consider in making specified determinations; revises duties and responsibilities of clerk of court relating to bonds and forfeiture of bonds; removes and revises certain provisions relating to sureties and ownership of property, justification of suretyship, provision of information, access to jails, and liability; revises provisions relating to deposit of bail money; revises provisions relating to bond forfeiture and discharge of forfeiture; requires sheriff to enter defendant's information in National Crime Information Center database for each felony warrant for failure to appear; revises provisions relating to remission of forfeiture; revises provisions relating to bond cancellation; specifies limits on effect of original appearance bond; specifies that the clerk of court does not have standing to object to reinstatement of bond; removes provisions relating to guaranteed arrest bond certificates as cash bail; authorizes pretrial detention of certain defendants arrested for certain dangerous crimes.

Prohibits person from knowingly aiding or abetting health care practitioner to participate in specified violation; authorizes Attorney General to conduct investigation & bring civil action against health care practitioner or other person; provides for damages, injunctive relief, & civil penalties; provides that any damages collected shall accrue to injured minor.

Requires community association managers & community association firms to obtain specified amount of insurance; provides for revocation of community association manager's license; barring community association manager from being licensed; requires certain community associations to contract with community association management firm; requires community association firm to possess all applicable licenses; provides that association board members, officers, & directors have duty to ensure such community association firm or community association manager is properly licensed; provides that timeshare management firms & licensed individuals employed by timeshare management firms are only subject to certain licensing & disciplinary requirements; provides that timeshare management firms & licensed individuals employed by timeshare management firms are only subject to certain licensing & disciplinary requirements unless certain provisions expressly apply; provides that certain other accommodations managed by timeshare management firm or licensed individual are governed under specified provisions of law; provides for priority of application in case of conflict.

Requiring that the amount of certain application fees reasonably relate to certain costs; requiring that certain interlocal agreements between school boards and local governments address reasonable access to certain public easements and public rights-of-way; requiring that local government comprehensive plans and land development regulations include factors for assessing the compatibility of certain residential uses; authorizing the placement of certain residential manufactured buildings on any lot in a recreational vehicle park; requiring that an offsite constructed residential dwelling be permitted as of right in certain zoning districts, etc.

Requiring the imposition of specified civil penalties and periods of driver license suspension on a person found at a mandatory hearing to have committed certain traffic infractions that resulted in a crash with another vehicle, in addition to any other penalties; requiring persons cited for specified infractions that result in a crash with another vehicle to appear at a certain mandatory hearing; requiring certain owners and operators of motor vehicles to establish and maintain the ability to respond in damages for liability on account of certain accidents, etc.

Ratifying a specified rule relating to the Lower Santa Fe and Ichetucknee Rivers and Priority Springs minimum flows and recovery strategy for the sole and exclusive purpose of satisfying any condition on effectiveness pursuant to s. 120.541(3), F.S., which requires ratification of any rule exceeding the specified thresholds for likely adverse impact or increase in regulatory costs, etc.

Requires parental consent for minor's treatment for certain diseases; revises informed consent requirements; requires consent from parent or guardian for certain services provided by mobile response team; revises responsibility for cost of substance abuse services, confidentiality requirements, & requirements for voluntary admission for substance abuse impairment services; requires school district to provide parents with specified information before district administers certain questionnaires or forms to students; requires school district to give parent opportunity to opt his or her student out of such questionnaire or form; revises exceptions for certain parental rights; creates parental right to review, inspect, & consent to survey or questionnaire provided to parent's minor child; creates parental right to know certain information about survey or questionnaire at time of consent; creates parental right to consent in writing to use of biofeedback device on parent's minor child; defines "biofeedback device"; requires that results from use of such device be provided to parent; requires that such results be held as confidential medical record; revises exceptions for specified requirements of parental consent.

Specifies employment policy of this state relating to person's sex; prohibits employees & contractors of certain employers from being required to use certain pronouns or requiring such employers to use pronoun that does not correspond to employee's or contractor's sex; prohibits certain forms from offering specified options relating to applicant's sex; prohibits adverse personnel action on basis of gender ideology; provides administrative & civil remedies; provides reasonable attorney fees & costs; authorizes DMS to adopt rules; provides it is unlawful employment practice for certain employers to require certain training, instruction, or activity as condition of employment.

Establishes Florida Strategic Cryptocurrency Reserve Fund as special fund assigned to SBA; provides for objective, custody, administration, & management of reserve; provides sources of reserve; authorizes Legislature to appropriate funds for deposit to credit of reserve for specified purposes; authorizes board to pay certain costs using cryptocurrency in reserve or net proceed from sale of cryptocurrency in reserve; authorizes transfer of reserve money to State Treasury; authorizes board to dispose of certain cryptocurrency received by reserve; provides requirements for cryptocurrency to be purchased for reserve; authorizes contracts with third parties for administration or management of reserve; authorizes board to use derivatives; authorizes contracts with certified public accountants for independent audits; establishes Florida Strategic Cryptocurrency Reserve Fund Advisory Committee within board; provides for committee membership; provides duties & terms of committee members; requires board to adopt rules; requires board to provide to Legislature certain information relating to reserve.

Requiring the Department of Management Services to enter into and maintain state term contracts for building code inspection services, etc.

Citing this act as the "Veterinary Workforce Innovation Act"; increasing the amount of time for which prescriptions based solely on a veterinary telehealth evaluation may be issued for certain drugs; providing requirements for veterinary professional associates to receive certificates of registration from the Department of Business and Professional Regulation; requiring the department to make a list of veterinary professional associate registrants publicly available on its website; authorizing the department to rescind the registration of a veterinary professional associate under certain circumstances, etc.

Citing this act as the "Northeast Florida Rivers, Springs, and Community Investment Act"; requiring the Department of Environmental Protection, by a specified date, to hire a project lead to oversee the implementation of the act; requiring the department to develop, by a specified date, a project plan for the restoration of the Ocklawaha River; providing that the project plan is an environmental restoration or enhancement project subject to a general permit from the department and water management districts; providing for the creation of the Northeast Florida River and Springs Recreation and Economic Development Advisory Council by a specified date, etc.

Designating October 14 of each year as "Charlie Kirk Day of Remembrance"; authorizing the Governor to issue an annual proclamation, etc.
