Pre-K-12 Education

Revising conditions under which a specified scholarship account's funds revert to the state; providing a supplement for districts that have a decline in enrollment; requiring that fiscally constrained districts receive a higher calculation than non-fiscally constrained districts, etc.

Government Administration

Revises provisions relating to government administration including auditing, reviews, & investigations of programs, appropriations, & state entities; government accountability; planning & budgeting; estimating conferences; EOG budget recommendations; & budget requests.

General Appropriations Act

Provides moneys for annual period beginning July 1, 2026, & ending June 30, 2027, & supplemental appropriations for period ending June 30, 2026, to pay salaries & other expenses, capital outlay--buildings & other improvements, & for other specified purposes of various agencies of state government.

Collective Bargaining

Provides for resolution pursuant to specified instructions of collective bargaining issues at impasse between state & certified representatives of bargaining units for state employees.

Department of Management Services

Revises, creates, and repeals provisions relating to administrative health insurance assessments of state agencies; permanent tenants of Capitol Complex; Capitol Center projects, long-range planning, & parking spaces; certification of & state contracting for minority business enterprises; the Office of Supplier Development; participation of Florida-based small business enterprises in state procurement system; Florida Advisory Council on Small & Minority Business Development; Florida Minority Business Loan Mobilization Program; & disposition of specified proceeds used for law enforcement communication systems.

Judges

Increasing the number of circuit judges in certain judicial circuits; increasing the number of county court judges in certain counties, etc.

Higher Education

Transfers specified assets & liabilities between USF Sarasota/Manatee & New College of Florida; revises provisions relating to Title IX, tuition rates for certain postsecondary students; & removes future repeal of specified amendments to Florida Statutes.

Fuel Taxes

Revising the distribution of the proceeds of the fuel sales tax; revising the transfer of funds received and collected into the Fuel Tax Collection Trust Fund, etc.

Health Care

Removes provisions relating to Florida health care innovation; revises payment methodology for reimbursement of Medicaid providers; provides legislative intent; creates Eligibility Assistance Program within DCF; provides program requirements; requires department to select independent contractor based on specified criteria to operate program; provides Medicaid waiver funding requirements for certain individuals; requires APD & AHCA to reconcile funding amounts in specified manner.

Petroleum Cleanup Programs

Removes 2025-2026 fiscal year limitation on prohibiting certain deductibles and copays, prohibiting enforcement of certain monetary caps, requiring that certain costs be absorbed at the expense of the Inland Protection Trust Fund, and providing exceptions.

Retirement

Revises required employer retirement contribution rates for each membership class & subclass of FRS.

Implementing the 2026-2027 General Appropriations Act

Implements specified appropriations of the General Appropriations Act for 2026-2027 fiscal year.

Documentary Stamp Tax Distributions

Revises how taxes collected from documentary stamp tax are distributed; prohibits transfer of specified funds to South Florida Regional Transportation Authority.

Correctional Facilities Financing and Capital Improvements

Provides appropriation to DOC; requires appropriated funds to be used in certain manner; requires department to begin planning & design phase for construction of certain facilities; requires department to make certain recommendations to Legislature; requires department to contract with construction management entity in certain circumstances; authorizes Division of Bond Finance of SBA to issue bonds for certain purposes; creates financing oversight committee; provides membership & duties of committee.

State Agency Law Enforcement Radio System

Abrogating the scheduled expiration of provisions relating to the remission of surcharges for specified criminal offenses and noncriminal moving traffic violations to the Department of Revenue to fund the state agency law enforcement radio system and to provide technical assistance with respect to statewide systems of regional law enforcement communications, etc.

Re-creates Emergency Preparedness & Response Fund within EOG, Division of Emergency Management; revises & provides uses of moneys deposited in fund; provides requirements for deposit of federal reimbursements of state emergency expenditures; provides reporting requirements; revises provisions relating to termination of fund; provides for retroactive application.

Complaints Against Law Enforcement and Correctional Officers

Requires copy of complaint, signed by complainant under oath, to be provided to law enforcement officers & correctional officers who are under investigation before any interrogation begins; provides exception if complaint is accompanied by corroborating evidence; prohibits certain personnel actions from being taken against law enforcement officer or correctional officer unless such officer receives copy of complaint signed by complainant under oath unless certain exception applies; requires certain investigative files to be included in officer's personnel file; prohibits investigation that does not result in imposition of disciplinary action from affecting officer's ability to receive promotion, raise, or any other commendation; requires complaint against law enforcement officer or correctional officer to be in writing & signed under oath by person filing complaint unless certain exception applies; provides penalties for making false complaint.

Nonprofit Corporations

Conforms terminology for consistency with Model Nonprofit Corporation Act adopted by American Bar Association; aligns provisions with Florida Business Corporation Act; revises corporate powers; updates provisions on distributions, dividends, & board vacancies; revises who may answer DOS interrogatories; specifies acceptable methods of written notice; requires officers to act in good faith, with reasonable care, & in corporation's best interests; establishes requirements for judicial removal of directors; provides construction; allows board actions to satisfy meeting & voting requirements if no members exist; removes affiliate chapter registration requirement; ensures equal member rights & obligations; authorizes board to admit members for consideration & set payment terms; permits membership termination per terms; prohibits corporation from being its own member; allows fines or penalties if authorized; permits certain nonprofits to purchase membership interests; sets rules for buying interests of resigned or terminated members; revises meeting procedures & special meeting requirements; provides proxy voting rules & effects of incapacity; revises remote participation provisions; updates board composition, election, & term rules; grants liability immunity to all officers & directors; authorizes eligible mergers; requires statements for property held for charitable purposes.
