AN ACT to amend Tennessee Code Annotated, Title 68, relative to fireworks.

As enacted, requires a person who offers sparkling devices for sale and who does not hold a fireworks permit to register each location at which the person offers such devices for sale with the state fire marshal; makes other related changes. - Amends TCA Title 68.

AN ACT to amend Tennessee Code Annotated, Title 63 and Title 68, relative to medical facility procedures for women experiencing certain medical conditions.

As introduced, prohibits hospital emergency departments from denying an appropriate medical screening examination to a pregnant woman who presents at the emergency department reporting to be in active labor or experiencing an emergency medical condition; prohibits transferring the pregnant woman unless her condition has been stabilized; requires that a transfer be under certain conditions and only upon the recommendation of an examining physician or qualified medical professional; imposes penalties and licensing sanctions for violations. - Amends TCA Title 63 and Title 68.

AN ACT to amend Tennessee Code Annotated, Title 29; Title 33; Title 39 and Title 47, relative to artificial intelligence.

As enacted, requires TACIR to study artificial intelligence and submit a report to the governor and both speakers by January 31, 2027. - Amends TCA Title 29; Title 33; Title 39 and Title 47.

AN ACT to amend Tennessee Code Annotated, Title 49, relative to assessments.

As introduced, deletes antiquated language regarding the format for the Tennessee comprehensive assessment program tests that were administered in the 2019-2020 and 2020-2021 school years. - Amends TCA Title 49.

As enacted, enacts the "Grace Anne Sparks Coercive Suicide Prevention Law of 2026." - Amends TCA Title 39.

AN ACT to amend Tennessee Code Annotated, Title 8, relative to executive sessions for consideration of employment by a governing body.

As enacted, authorizes a governing body to conduct an executive session for the purpose of interviewing applicants for employment as director-level staff of the body without providing public notice of such session. - Amends TCA Title 8.

AN ACT to amend Tennessee Code Annotated, Title 4; Title 29; Title 39 and Title 58, relative to workers responding to emergency declarations.

As introduced, requires the chief executive officer of a local government to order all flags at public buildings to be flown at half-mast for at least one day if a first responder from the local emergency management agency is killed in the line of duty. - Amends TCA Title 4; Title 29; Title 39 and Title 58.

AN ACT to amend Tennessee Code Annotated, Title 7; Title 13, Chapter 7; Title 65 and Title 68, relative to utilities.

As introduced, requires that a public utility's request to the public utility commission for a cost recovery mechanism regarding innovative natural gas resource infrastructure be submitted in writing. - Amends TCA Title 7; Title 13, Chapter 7; Title 65 and Title 68.

AN ACT to amend Tennessee Code Annotated, Title 67, relative to taxes.

As enacted, authorizes, until June 30, 2041, a county or municipality that levies a property tax to pay a property tax refund owed to a taxpayer through annual installments applied as credits against the taxpayer's future property taxes if certain criteria is met. - Amends TCA Title 67.

AN ACT to amend Tennessee Code Annotated, Title 39, relative to criminal offenses against property.

As enacted, creates a Class E felony offense when a person, for the purpose of deriving a pecuniary benefit, engages in conduct intended to influence the occurrence or nonoccurrence of an event while the person, or another acting in active concert with the person, is a party to a contract traded on a prediction-market by which the person will derive such pecuniary benefit directly from the settlement of that contract based on the occurrence or a nonoccurrence of the event. - Amends TCA Title 39.

AN ACT to amend Tennessee Code Annotated, Title 49, relative to charter schools.

As enacted, allows private postsecondary institutions, including those that are religiously affiliated, to operate a public charter school; allows such institutions to apply to the local board of education or directly to the Tennessee public charter school commission to open a public charter school and to give an enrollment preference to children of the institution's employees or members of its governing body in the same manner afforded to public institutions of higher education. - Amends TCA Title 49.

AN ACT to amend Chapter 154 of the Private Acts of 1955; as amended by Chapter 158 of the Private Acts of 1988; Chapter 204 of the Private Acts of 1990; and any other acts amendatory thereto, relative to the City of Charlotte.

Subject to local approval, revises various provisions of the charter of the City of Charlotte relating to its corporate powers; the city council; the city clerk; codification of ordinances; duties of mayor; city court, judge, and court clerk; and budgeting, centralized purchasing, and taxes. - Amends Chapter 154 of the Private Acts of 1955; as amended.

As enacted, revises the assessment testing requirements for students who participate in the education savings account (ESA) program. - Amends TCA Title 4; Title 9; Title 12; Title 48; Title 49 and Title 67.

AN ACT to amend Chapter 325 of the Private Acts of 1945; as amended by Chapter 335 of the Private Acts of 1968; Chapter 282 of the Private Acts of 1972; Chapter 23 of the Private Acts of 1973; Chapter 93 of the Private Acts of 1983; Chapter 83 of the Private Acts of 1985; Chapter 218 of the Private Acts of 1990; Chapter 11 of the Private Acts of 1991; Chapter 65 of the Private Acts of 1993; Chapter 90 of the Private Acts of 2000; Chapter 77 of the Private Acts of 2002; Chapter 136 of the Private Acts of 2002; Chapter 27 of the Private Acts of 2011; Chapter 41 of the Private Acts of 2022; and any other acts amendatory thereto, relative to the City of Lafayette.

Subject to local approval, moves the date of elections from coinciding with the primary in May to coinciding with the general election in November; increases the compensation of the council members from $100 to $150 for each council meeting and from $50 to $75 for each committee meeting; increases the annual salary of the mayor from $45,000 to $75,000; authorizes the mayor, subject to confirmation of the city council, a superintendent of streets and a superintendent of sanitation. - Amends Chapter 325 of the Private Acts of 1945; as amended.

AN ACT to amend Tennessee Code Annotated, Title 29; Title 37 and Title 47, relative to artificial intelligence.

As enacted, requires the Tennessee advisory commission on intergovernmental relations (TACIR) to conduct a study of the potential regulation of artificial intelligence systems and generative artificial intelligence chatbots in this state. - Amends TCA Title 29; Title 37 and Title 47.

AN ACT to amend Tennessee Code Annotated, Title 18; Title 38, Chapter 6, Part 1 and Title 39, relative to criminal offenses involving theft.

As enacted, makes various changes relative to the offense of organized retail crime. - Amends TCA Title 18; Title 38, Chapter 6, Part 1 and Title 39.

AN ACT to amend Tennessee Code Annotated, Title 4; Title 5; Title 6; Title 7; Title 11; Title 12; Title 29 and Title 43, relative to local historical boards.

As enacted, authorizes local historical boards to lease land owned or managed by such boards for agricultural purposes, with all proceeds received by the boards to be used for the preservation of historic sites and structures. - Amends TCA Title 4; Title 5; Title 6; Title 7; Title 11; Title 12; Title 29 and Title 43.

AN ACTto amend Chapter 492 of the Acts of 1901; as amended by Chapter 325 of the Private Acts of 1972; Chapter 74 of the Private Acts of 1985; Chapter 45 of the Private Acts of 1993 and Chapter 166 of the Private Acts of 1994; and any other acts amendatory thereto, relative to the town of Monterey.

Subject to local approval, deletes obsolete provisions authorizing the mayor to serve as the ex officio recorder for the town of Monterey; establishes the position of Town Administrator and prescribes the Administrator's powers, duties, and functions. - Amends Chapter 492 of the Acts of 1901; as amended.

AN ACT to amend Tennessee Code Annotated, Title 29; Title 55 and Title 56, relative to motor vehicle financial responsibility.

As enacted, prohibits the initial issuance of registration of a motor vehicle if the vehicle has not met the requirements of the "Financial Responsibility Law of 1977," which provides insurance and financial responsibility requirements for motor vehicle operators; makes related changes. - Amends TCA Title 29; Title 55 and Title 56.

AN ACT to amend Tennessee Code Annotated, Title 4; Title 5; Title 6; Title 7; Title 8; Title 12; Title 13; Title 54; Title 64; Title 65; Title 68 and Title 69, relative to utilities.

As introduced, authorizes the commission to electronically submit to the general assembly its annual report comparing telecommunications, electricity, natural gas, water, and wastewater utility rates between this state and the southeastern states. - Amends TCA Title 4; Title 5; Title 6; Title 7; Title 8; Title 12; Title 13; Title 54; Title 64; Title 65; Title 68 and Title 69.

AN ACT to amend Tennessee Code Annotated, Title 67, Chapter 6, relative to tax revenue.

As enacted, extends the deadline by which a county that borders at least three distressed rural counties must apply to be eligible to retain the sales and use tax generated from a commercial development district from December 31, 2026, to December 31, 2040; extends the deadline for the commissioner of finance and administration to approve a commercial development district from June 30, 2031, to June 30, 2041. - Amends TCA Title 67, Chapter 6.

AN ACT to amend Tennessee Code Annotated, Title 37; Title 39, Chapter 17, Part 3; Title 40; Title 49 and Title 55, Chapter 10, Part 7, relative to harassment.

As enacted, creates a criminal offense for certain school employees who intentionally engage in bullying or cyberbullying of a student; clarifies that a teacher or school employee of a local education agency who is found to have committed an act of harassment, intimidation, bullying, or cyberbullying is subject to dismissal or suspension. - Amends TCA Title 37; Title 39, Chapter 17, Part 3; Title 40; Title 49 and Title 55, Chapter 10, Part 7.
