As enacted, clarifies that a utility system providing waste water service must provide a connection if certain criteria is met. - Amends TCA Title 7, Chapter 35; Title 7, Chapter 82 and Title 68, Chapter 221.

AN ACT to amend Tennessee Code Annotated, Title 4; Title 10 and Title 49, relative to the Tennessee Education Lottery Corporation.

As enacted, vacates and reconstitutes the board of directors of the Tennessee education lottery corporation; requires certain information maintained by the corporation to be subject to a public records request; terminates the lottery corporation on June 30, 2030. - Amends TCA Title 4; Title 10 and Title 49.

AN ACT to amend Chapter 350 of the Private Acts of 1945; as amended by Chapter 246 of the Private Acts of 1974; and any other acts amendatory thereto, relative to the county attorney of Haywood County.

Subject to local approval, for county attorney, requires state law license; hiring preference to be given to a resident; oath of office; to advise and represent county commission, the county mayor, and other county officials; authorizes county commission to employ legal counsel other than county attorney; replaces "quarterly county court" with "county commission"; and replaces "county judge" with "county mayor." - Amends Chapter 350 of the Private Acts of 1945; as amended.

AN ACT to amend Tennessee Code Annotated, Title 71, Chapter 5, Part 3, relative to food assistance.

As enacted, requires the commissioner of human services to provide the commissioner of correction with a form application for food assistance for use by inmates who are preparing for release. - Amends TCA Title 71, Chapter 5, Part 3.

AN ACT to amend Chapter 142 of the Private Acts of 1990; and any other acts amendatory thereto, relative to the charter of the Town of Stanton.

Subject to local approval, revises the general powers of the town; revises provisions related to the town judge. - Amends Chapter 142 of the Private Acts of 1990.

AN ACT to amend Tennessee Code Annotated, Title 4; Title 29; Title 39 and Title 58, relative to workers responding to emergency declarations.

As enacted, authorizes, during a state of emergency that is based on a natural emergency, an emergency utility worker to travel upon public roads and enter areas subject to curfew or restricted access orders when such access is necessary to perform emergency utilities restoration activities; provides that an emergency utility worker, and the emergency utility worker's employer, are immune from civil liability for injury, death, or property damage resulting from an act or omission of the emergency utility worker committed in good faith while engaged in emergency utilities restoration activities during a state of emergency declared that is based on a natural emergency. - Amends TCA Title 4; Title 29; Title 39 and Title 58.

AN ACT to amend Tennessee Code Annotated, Title 71, Chapter 5, Part 15, relative to ambulances.

As enacted, extends the ground ambulance service annual assessment to June 30, 2027; changes the penalty imposed by the bureau on an ambulance provider for each day an assessment remains unpaid from $50 per calendar day to 5 percent of the principal amount owed per month for each month. - Amends TCA Title 71, Chapter 5, Part 15.

AN ACT to amend Tennessee Code Annotated, Title 8, Chapter 50; Title 49, Chapter 7, Part 24 and Title 49, Chapter 6, Part 51, relative to the use of honorifics.

As enacted, clarifies that the same immunities from civil liability, adverse action, and disciplinary action, and duties, that apply to this state, state employees, public schools, LEAs, public school students, public school teachers, public school employees, public school contractors, public institutions of higher education, public higher education students, public higher education faculty, public higher education employees, and public higher education contractors with regard to the use of a pronoun consistent with an individual's sex applies when using an honorific that is consistent with an individual's sex. - Amends TCA Title 8, Chapter 50; Title 49, Chapter 7, Part 24 and Title 49, Chapter 6, Part 51.

AN ACT to amend Chapter 325 of the Private Acts of 1945; as amended by Chapter 335 of the Private Acts of 1968; Chapter 282 of the Private Acts of 1972; Chapter 23 of the Private Acts of 1973; Chapter 93 of the Private Acts of 1983; Chapter 83 of the Private Acts of 1985; Chapter 218 of the Private Acts of 1990; Chapter 11 of the Private Acts of 1991; Chapter 65 of the Private Acts of 1993; Chapter 90 of the Private Acts of 2000; Chapter 77 of the Private Acts of 2002; Chapter 136 of the Private Acts of 2002; Chapter 27 of the Private Acts of 2011; Chapter 41 of the Private Acts of 2022; and any other acts amendatory thereto, relative to the City of Lafayette.

Subject to local approval, moves the date of elections from coinciding with the primary in May to coinciding with the general election in November; increases the compensation of the council members from $100 to $150 for each council meeting and from $50 to $75 for each committee meeting; increases the annual salary of the mayor from $45,000 to $75,000; authorizes the mayor, subject to confirmation of the city council, a superintendent of streets and a superintendent of sanitation. - Amends Chapter 325 of the Private Acts of 1945; as amended.

AN ACT to amend Tennessee Code Annotated, Title 7; Title 9; Title 12; Title 13; Title 66; Title 67 and Title 68, relative to infrastructure development districts.

As enacted, revises various provisions of the "Real Estate Infrastructure Development Act of 2025." - Amends TCA Title 7; Title 9; Title 12; Title 13; Title 66; Title 67 and Title 68.

AN ACT to amend Tennessee Code Annotated, Title 4, Chapter 29 and Title 49, relative to education.

As introduced, requires public schools to annually submit to the department of education a list of all local assessments administered by the school each year and the administration schedule for each such local assessment; removes the option for a local education agency or public charter school to administer to students a universal screener that is not the universal screener provided by the state; creates the assessment review board composed of nine classroom teachers to review the Tennessee comprehensive assessment program tests administered to students in the most recent school year. - Amends TCA Title 4, Chapter 29 and Title 49.

AN ACT to amend Tennessee Code Annotated, Title 7, relative to local governments.

As introduced, requires a local government to approve, deny, or identify deficiencies in a development application, development plan, or a site inspection submitted by a developer within 30 days; requires changes in contracts between local governments and contractors or developers to be in writing; requires a local government to release a contractor or developer from its required bond within 30 days of receiving a determination from an independent inspector that the contractor or developer has completed all work required by the contract; makes other related changes. - Amends TCA Title 7.

AN ACT to amend Tennessee Code Annotated, Title 5 and Title 13, relative to counties.

As introduced, applies the Neighborhood Preservation Act to Tipton County; authorizes Tipton County to participate in the Tennessee Local Land Bank Program. - Amends TCA Title 5 and Title 13.

AN ACT to amend Tennessee Code Annotated, Title 39; Title 62, Chapter 18 and Title 66, relative to land surveying monuments.

As enacted, creates a Class A misdemeanor offense of intentionally moving, altering, destroying, or removing a monument the person knows, or reasonably should know, is a property corner monument, historic land surveying monument, or geodetic control monument. - Amends TCA Title 39; Title 62, Chapter 18 and Title 66.

AN ACT to amend Tennessee Code Annotated, Title 49, relative to artificial intelligence.

As enacted, requires the department to provide at least one professional development course that provides asynchronous instruction on the use of artificial intelligence in the classroom and that is made available, at no cost, to teachers in grades 6-12; requires such teachers to complete at least one department-approved professional development course on the use of artificial intelligence in the classroom by the later of August 1, 2028, or within two years of becoming licensed as a teacher in this state. - Amends TCA Title 49.

AN ACT to amend Tennessee Code Annotated, Title 5; Title 6; Title 7 and Title 67, relative to tourism.

As enacted, requires revenue that is received by a municipality and that is used to fund a destination marketing entity engaged in tourism promotion on behalf of the municipality be released to the destination marketing entity no later than 120 days after the municipality approves its final budget. - Amends TCA Title 5; Title 6; Title 7 and Title 67.

AN ACT to amend Tennessee Code Annotated, Title 39; Title 40 and Title 57, relative to adulterated products.

As introduced, expands the offense of adulteration of food, liquids, or pharmaceuticals to include adulteration for the purpose of making the user of the food, liquid, or pharmaceutical involuntarily intoxicated; classifies the offense as a Class D felony; requires a licensee that sells or offers samples of an intoxicating alcoholic beverage for consumption on the licensed premises to maintain drink drug testing devices for customers for the purpose of rapidly testing a beverage suspected of being spiked or laced with a controlled substance or drug. - Amends TCA Title 39; Title 40 and Title 57.

AN ACT to amend Tennessee Code Annotated, Title 4, Chapter 29 and Title 58, Chapter 7, relative to the Tennessee state veterans' homes board.

As enacted, extends the Tennessee state veterans' homes board to June 30, 2028; requires the board to report back to the government operations committee by December 31, 2026, to update the committee on its progress in addressing the findings and observations set forth in the December 2025 performance audit report. - Amends TCA Title 4, Chapter 29 and Title 58, Chapter 7.

AN ACT to amend Tennessee Code Annotated, Title 63, relative to the ownership or control of pharmacies by pharmacy benefits managers.

As enacted, enacts the "Freedom, Access, and Integrity in Registered Pharmacy (FAIR Rx) Act." - Amends TCA Title 63.

AN ACT to amend Tennessee Code Annotated, Title 4; Title 4, Chapter 49; Title 8, Chapter 6, Part 4; Title 40, Chapter 2 and Title 47, relative to illegal activity.

As introduced, designates illegal gambling and related activities as a violation of the Tennessee Consumer Protection Act; expands the authority of the sports wagering council to investigate illegal gambling and gaming activity; expands the investigative authority of the attorney general and reporter to investigate unlawful activity within the purview of the attorney general and reporter. - Amends TCA Title 4; Title 4, Chapter 49; Title 8, Chapter 6, Part 4; Title 40, Chapter 2 and Title 47.

AN ACT to amend Tennessee Code Annotated, Title 7; Title 13; Title 48; Title 49; Title 67 and Title 68, relative to low-income housing.

As enacted, establishes the process for property tax assessment and valuation of multi-unit rental housing that receives a federal, state, or local incentive based on low-income renter restrictions. - Amends TCA Title 7; Title 13; Title 48; Title 49; Title 67 and Title 68.

AN ACT to amend Tennessee Code Annotated, Title 4, Chapter 1 and Title 4, Chapter 58, relative to public benefits.

As introduced, adds local governments to the entities that must verify that each applicant for public benefits is a United States citizen or lawfully present in the United States; authorizes the attorney general and reporter to investigate violations of requirements for verification of citizenship or presence for public benefits; requires certain reporting related to such verification for benefits. - Amends TCA Title 4, Chapter 1 and Title 4, Chapter 58.

AN ACT to amend Tennessee Code Annotated, Title 68, relative to grants to volunteer fire departments.

As enacted, requires the commissioner of commerce and insurance to fulfill certain duties for the volunteer firefighter vehicle grant program, which is established to annually provide grants to select volunteer fire departments to assist with local match requirements for federal grants to purchase vehicles. - Amends TCA Title 68.
