AN ACT to amend Tennessee Code Annotated, Title 4; Title 7 and Title 42, relative to airport authorities.

As enacted, vacates the present board of commissioners of each existing authority for metropolitan and regional airports, and reconstitute a new governing body; makes related changes. - Amends TCA Title 4; Title 7 and Title 42.

AN ACT to amend Tennessee Code Annotated, Title 40, Chapter 3, relative to criminal offenses.

As introduced, eliminates the fraud and economic crimes fees and assessments in criminal prosecutions for counties that have enacted a $12.50 court cost to be used for supplemental funding for the district attorney general's office; requires existing funds in fraud and economic crimes prosecution fund to be remitted back to the county government of original assessment and collection. - Amends TCA Title 40, Chapter 3.

AN ACT to amend Tennessee Code Annotated, Section 40-24-109, relative to the victims assistance assessment.

As enacted, authorizes a court clerk to increase the victims assistance assessment from $45 to $125, with the first $15 of each assessment being paid to the court clerk for processing and handling and the remaining amount being transmitted to the county in which the offense occurred for the exclusive use of the victims assistance program previously designated by the county legislative body. - Amends TCA Section 40-24-109.

AN ACT to amend Tennessee Code Annotated, Title 71, Chapter 5, Part 3, relative to food assistance.

As enacted, requires the commissioner of human services to provide the commissioner of correction with a form application for food assistance for use by inmates who are preparing for release. - Amends TCA Title 71, Chapter 5, Part 3.

AN ACT to create the "Southern Cumberland Plateau Regional Water and Wastewater Authority."

Subject to local approval, creates the Southern Cumberland Plateau Regional Water and Wastewater Authority.

AN ACT to amend Tennessee Code Annotated, Title 7 and Title 57, relative to events.

As enacted, authorizes the consumption of alcoholic beverages and beer on the premises of a temporary special event zone located in Davidson County, subject to certain requirements. - Amends TCA Title 7 and Title 57.

AN ACT to amend Tennessee Code Annotated, Title 39 and Title 40, relative to first responders.

As enacted, increases the penalty for assaulting a first responder from a Class A misdemeanor with a mandatory fine of $5,000 and a mandatory minimum of 30 days incarceration to a Class E felony with a mandatory fine of $10,000 and a mandatory minimum of 60 days incarceration. - Amends TCA Title 39 and Title 40.

As enacted, revises law relative to industrial development corporations. - Amends TCA Title 7 and Title 48.

As enacted, makes revisions to the offense of adulteration of food, liquids, or pharmaceuticals. - Amends TCA Title 39; Title 40 and Title 57.

AN ACT to amend Tennessee Code Annotated, Title 39; Title 62, Chapter 18 and Title 66, relative to land surveying monuments.

As enacted, creates a Class A misdemeanor offense of intentionally moving, altering, destroying, or removing a monument the person knows, or reasonably should know, is a property corner monument, historic land surveying monument, or geodetic control monument. - Amends TCA Title 39; Title 62, Chapter 18 and Title 66.

AN ACT to amend Tennessee Code Annotated, Title 29 and Title 39, relative to criminal conduct.

As introduced, requires that if a vandalism offense occurred at a house of worship, the sentencing court to include as part of the sentence a fine of no less than two times the total amount of any property damage or loss or cleaning and restoration expenses incurred by the house of worship as a result of the offense. - Amends TCA Title 29 and Title 39.

AN ACT to amend Tennessee Code Annotated, Title 16, Chapter 22, relative to drug courts.

As enacted, removes a conviction for domestic assault from the definition of a violent offender for purposes of drug treatment courts; changes the definition of a violent offender for purposes of drug treatment courts from an offender with a conviction for an offense involving certain acts to an offender with a conviction for a felony offense involving certain acts within the previous 10 years. - Amends TCA Title 16, Chapter 22.

AN ACT to amend Chapter 34 of the Private Acts of 2019; and any other acts amendatory thereto, relative to the city of Winchester.

Subject to local approval, expands the board of public utilities' jurisdiction to wastewater treatment systems; requires the mayor to serve as a standing member of the board during the mayor's term; creates four-year terms for members; and makes various other changes. - Amends Chapter 34 of the Private Acts of 2019.

AN ACT to amend Chapter 541 of the Private Acts of 1939; as amended and rewritten by Chapter 32 of the Private Acts of 1999; and any other acts amendatory thereto, relative to Benton County.

Subject to local approval, updates the system for the management of county finances, including, but not limited to, budgeting, investment oversight, debt management, and cash management oversight. - Amends Chapter 541 of the Private Acts of 1939; as amended and rewritten.

AN ACT to amend Tennessee Code Annotated, Title 4 and Title 49, relative to education.

As enacted, authorizes the establishment of adult public charter schools, which are defined as public charter schools that exclusively serve students who are 18 or older by providing instruction to such students in accordance with the rules for adult high schools promulgated by the state board of education to assist such students in obtaining course credit leading to the attainment of a high school diploma. - Amends TCA Title 4 and Title 49.

AN ACT to amend Tennessee Code Annotated, Title 7, Chapter 53; Title 13; Title 48, Chapter 101, Part 3; Title 56 and Title 67, relative to housing.

As enacted, establishes the community workforce housing innovation pilot program to be administered by the Tennessee housing development agency; authorizes the agency to provide loans to an applicant for construction or rehabilitation of workforce housing in each of the three grand divisions; requires the housing to be affordable to natural persons or families who meet certain criteria. - Amends TCA Title 7, Chapter 53; Title 13; Title 48, Chapter 101, Part 3; Title 56 and Title 67.

As enacted, establishes the children's digital protection fund within the state treasury. - Amends TCA Title 9, Chapter 4, Part 2.

As enacted, directs the Tennessee advisory commission on intergovernmental relations (TACIR) to perform a study of this state's emergency communications system.

AN ACT to amend Tennessee Code Annotated, Title 4; Title 8; Title 9 and Title 38, relative to compensation of law enforcement officers.

As enacted, requires TACIR to conduct a study of the salaries and other benefits paid to state and local law enforcement officers in this state; authorizes the commissioner of safety to establish a hazardous duty designation for members of the highway patrol that may be used to authorize additional compensation for designated members. - Amends TCA Title 4; Title 8; Title 9 and Title 38.

AN ACT to amend Tennessee Code Annotated, Title 1, Chapter 3 and Title 8, Chapter 44, relative to public notices.

As enacted, requires the Tennessee advisory commission on intergovernmental relations (TACIR) to conduct a study to determine if newspapers of general circulation remain the most efficient and effective manner for governments to provide the public with transparent and accessible information. - Amends TCA Title 1, Chapter 3 and Title 8, Chapter 44.

AN ACT to amend Tennessee Code Annotated, Title 39, Chapter 17; Title 43; Title 57 and Title 67, Chapter 4, Part 10, relative to vapor products.

As enacted, expands the definition of "consumable material" to include natural and synthetic liquid nicotine solutions and liquid nicotine analogues for purposes of the taxation of vapor products containing such material; requires the alcoholic beverage commission to issue the fines for the offense of selling or offering for sale a vapor product for retail sale in this state to anyone under 21. - Amends TCA Title 39, Chapter 17; Title 43; Title 57 and Title 67, Chapter 4, Part 10.

As enacted, creates an early educator workforce development resource task force. - Amends TCA Title 4 and Title 49.
