Rhode Island

TAXATION -- PROPERTY SUBJECT TO TAXATION - Exempts certain urban and small farmers from sales taxes, real, tangible and personal property taxes and income taxes. This act would also define urban and small farmers and urban farmland.

COMMERCIAL LAW -- GENERAL REGULATORY PROVISIONS -- GENETIC INFORMATION PRIVACY ACT - Requires a direct-to-consumer genetic testing company, as defined, to provide a consumer with certain information regarding the company’s policies and procedures regarding use of genetic data.

AGRICULTURE AND FORESTRY -- PROTECTION OF TREES AND PLANTS GENERALLY -- RHODE ISLAND INVASIVE PLANT MANAGEMENT ACT - Prohibits the importation, disbursement, distribution, or sale, of any species of non-native (exotic) terrestrial invasive plants.

INSURANCE -- DOMESTIC INSURANCE COMPANIES - Provides an update to certain insurance sections of law to update or eliminate outdated sections of the insurance law.

EDUCATION -- HEALTH AND SAFETY OF PUPILS - Strengthens school security measures, including the establishment of a RI school emergency response committee to develop additional recommendations for school security measures and requiring an annual school safety assessment by all school districts.

HEALTH AND SAFETY -- LICENSING OF YOUTH CAMPS - Aligns the implementation date of youth camp licensing within the operational, and statutory framework of the Rhode Island department of human services and department of children, youth and families.

FINANCIAL INSTITUTIONS -- THE RHODE ISLAND SPECIAL DEPOSITS ACT - Establishes the Rhode Island Special Deposits Act to be governed by an account agreement between the bank and the depositor or its beneficiary.

MILITARY AFFAIRS AND DEFENSE -- DECORATIONS - Establishes the Rhode Island orange heart medal to formally recognize Rhode Island veterans whose service exposed them to toxic herbicides, burn pits, or other hazardous agents.

MILITARY AFFAIRS AND DEFENSE -- MILITARY CHILD ACT - Defines "military-connected student" and permits military-connected students to enroll by remote registration upon presentation of military orders confirming the parent or guardian be stationed in this state during the current or following school year.

INSURANCE -- PRODUCER LICENSING ACT - Clarifies what a contract modification is, namely any change in producer compensation.

MOTOR AND OTHER VEHICLES -- REGISTRATION OF VEHICLES - Creates a special license plate for the charity Real Access Motivates Progress, a 501(c)(3) nonprofit.

MOTOR AND OTHER VEHICLES -- REGISTRATION OF VEHICLES - Allows for a special RI license plate to raise awareness for colon cancer. The plate would be designed by the partnership to reduce cancer in RI and honoring the late Maryellen Goodwin.

MOTOR AND OTHER VEHICLES -- REGISTRATION FEES - Includes veterans 75 years or older with a combined service connected disability rating of 70% as eligible for disabled veterans license plates.

INSURANCE -- LIABILITY INSURANCE -- UNINSURED MOTORIST COVERAGE - Adds property damage to statutory underinsured motor coverage, rather than just uninsured motorist coverage, as it is presently.

PROPERTY -- UNIFORM PARTITION OF HEIRS' PROPERTY ACT - Adopts the uniform partition of heirs property act.

COURTS AND CIVIL PROCEDURE -- COURTS -- COURT ADMINISTRATION - For purposes of the judicial security act permits an authorized agent to file a written notice with a state, county, or municipal agency on behalf of a protected individual.

HEALTH AND SAFETY -- LICENSING OF YOUTH CAMPS - Aligns the implementation date of youth camp licensing within the operational, and statutory framework of the Rhode Island department of human services and department of children, youth and families.

HEALTH AND SAFETY -- STATE BUILDING CODE - Adopts 2024 International Residential Code for 1 to 3 family dwelling units by 1/1/27/establishes moratorium on changes to building codes applicable to dwelling units until 1/1/31 unless approved by legislature with procedures for amending building code.

INSURANCE -- DOMESTIC INSURANCE COMPANIES - Provides an update to certain insurance sections of law to update or eliminate outdated sections of the insurance law.

HEALTH AND SAFETY -- STATE BUILDING CODE - Amends the state building code and would require that the state adopt the 2024 International Residential Code and prohibit the state building committee from adopting amendments for one to four residential dwelling units until 2030.

TOWNS AND CITIES -- ZONING ORDINANCES - Prohibits any city or town from enacting any zoning ordinance that would place restrictions on residential NARR-certified recovery residences that are not applicable to other residential homes.

PUBLIC RECORDS -- ACCESS TO PUBLIC RECORDS - Makes traffic accident data a public record, subject to federal law.
