LABOR AND LABOR RELATIONS -- EMPLOYMENT SECURITY - Eliminates the "until June 30, 2026" sunset on the increase in the total amount of earnings a partial-unemployment insurance claimant can receive before being entirely disqualified for unemployment insurance benefits.

TAXATION -- TAX PREPARERS ACT OF 2013 - Provides penalties for tax preparers that purposefully mislead their clients or act as ghost preparers of tax returns and requires the tax administrator publish a list of tax preparers who have had their privileges to prepare returns revoked or suspended.

INSURANCE-CASUALTY INSURANCE GENERALLY-LIMITATIONS ON POLICY CANCELLATIONS AND RENEWALS - Amends the regulations on the cancellation and renewal of liability and property damage insurance for automobiles, homeowners insurance, residential fire insurance and components thereof.

MILITARY AFFAIRS AND DEFENSE -- DECORATIONS - Establishes the Rhode Island orange heart medal to formally recognize Rhode Island veterans whose service exposed them to toxic herbicides, burn pits, or other hazardous agents.

COMMERCIAL LAW -- GENERAL REGULATORY PROVISIONS -- GENETIC INFORMATION PRIVACY ACT - Requires a direct-to-consumer genetic testing company, as defined, to provide a consumer with certain information regarding the company’s policies and procedures regarding use of genetic data.

EDUCATION -- HEALTH AND SAFETY OF PUPILS - Amends the composition of the Rhode Island school safety committee by adding an additional member who is a representative from the Rhode Island school Resource officer Association.

TAXATION -- PROPERTY SUBJECT TO TAXATION - Exempts certain urban and small farmers from sales taxes, real, tangible and personal property taxes and income taxes. This act would also define urban and small farmers and urban farmland.

GENERAL ASSEMBLY -- PERMANENT JOINT COMMITTEE ON NAMING ALL NEW BUILDINGS, BRIDGES, EDIFICES AND OTHER STATE CONSTRUCTIONS - Renames the University of Rhode Island football practice field, located at 5E West Alumni Avenue, Kingston, RI 02881, to the "Mark S. Cruise '81 '84 Football Practice Field."

MILITARY AFFAIRS AND DEFENSE -- DECORATIONS - Creates three (3) new awards for Rhode Island National Guard members and would provide eligibility for the Rhode Island star for certain civilian government employees and military and civilian leaders of foreign governments.

CRIMINAL OFFENSES -- SEXUAL ASSAULT - Requires the electronic filing of domestic violence/sexual assault forms by law enforcement agencies, and enhances the information to be included on the reporting forms.

HUMAN SERVICES -- ABUSED AND NEGLECTED CHILDREN - Adds staff of day camps and residential camps for youth to the definition of "person responsible for a child's welfare" within the chapter on abused and neglected children.

EDUCATION -- GUARANTEED ADMISSION FOR EAGLE SCOUT AND GOLD AWARD RECIPIENTS - Grants automatic admission to state public institutions for qualified Eagle Scout and Gold award recipients from the Girl Scouts.

DELINQUENT AND DEPENDENT CHILDREN -- PROCEEDINGS IN FAMILY COURT - Requires every school district to render assistance and cooperation within its jurisdictional power to further the objects of this chapter, to wit, providing the courts with any information concerning a child as the court may require.

HUMAN SERVICES -- ABUSED AND NEGLECTED CHILDREN - Adds staff of day camps and residential camps for youth to the definition of "person responsible for a child's welfare" within the chapter on abused and neglected children.

COURTS AND CIVIL PROCEDURE -- PROCEDURE GENERALLY -- CAUSES OF ACTION - Provides immunity for mediators and staff employed by the family court in the family court mediation program from financial liability for certain claims arising out of their participation in the program.

COURTS AND CIVIL PROCEDURE -- COURTS -- COURT ADMINISTRATION - For purposes of the judicial security act permits an authorized agent to file a written notice with a state, county, or municipal agency on behalf of a protected individual.

MILITARY AFFAIRS AND DEFENSE -- MILITARY CHILD ACT - Defines "military-connected student" and permits military-connected students to enroll by remote registration upon presentation of military orders confirming the parent or guardian be stationed in this state during the current or following school year.

INSURANCE -- PRODUCER LICENSING ACT - Clarifies what a contract modification is, namely any change in producer compensation.

MOTOR AND OTHER VEHICLES -- REGISTRATION OF VEHICLES - Creates a special license plate for the charity Real Access Motivates Progress, a 501(c)(3) nonprofit.
