Rhode Island S2996 creates three new awards for Rhode Island National Guard members: the Rhode Island Legion of Merit, the Rhode Island State Partnership Program Ribbon, and the Rhode Island Funeral Honors Ribbon. These awards recognize exceptional service by commissioned officers, warrant officers, or enlisted personnel in key leadership positions.
