AN ACT relating to nicotine products; defining certain terms relating to vapor products containing nicotine; requiring a manufacturer of a vapor product that is sold for retail sale in this State or to a consumer in this State to execute and deliver certain information to the Attorney General; requiring the Department of Taxation to create, maintain and make available a directory of manufacturers of vapor products and all vapor products; prohibiting a manufacturer of a vapor product from offering for sale or selling a vapor product that is not included in the directory; requiring the Department to prepare and submit to the Legislature an annual report regarding the directory; creating the Account for Vapor Product Enforcement in the State General Fund; providing for the seizure of certain products containing nicotine under certain circumstances; making it unlawful to sell, give, deliver or furnish a product that contains a nicotine analogue; authorizing the sharing of certain information with federal, state, or local agencies for purposes of enforcement of certain provisions relating to products containing nicotine; making an appropriation; providing penalties; and providing other matters properly relating thereto.

AN ACT relating to records of criminal history; requiring the Director of the Department of Public Safety to establish a statewide database and Internet website within the Central Repository for Nevada Records of Criminal History of persons who have two or more convictions of acts that constitute domestic violence; authorizing a person who is included in the statewide database and Internet website to petition the Director for the removal of his or her information from the statewide database and Internet website; providing immunity from criminal or civil liability for certain persons relating to the accuracy and disclosure of information in the statewide database and Internet website; prohibiting a person from using information obtained from the statewide database or Internet website for certain purposes; providing that any person who uses information obtained from the statewide database or Internet website for any prohibited purpose is civilly liable; and providing other matters properly relating thereto.

Revises provisions relating to water. (BDR 48-736)

AN ACT relating to water; requiring the State Engineer to prepare and submit a biennial report to the Legislature relating to certain applications pending a final decision by the State Engineer; requiring the State Engineer to adopt certain regulations relating to hearings and to establish a pre-application review process to meet with prospective applicants; making the State Engineer subject to the Nevada Administrative Procedure Act for purposes of adopting regulations and certain provisions governing the adjudication of contested cases; and providing other matters properly relating thereto.

AN ACT relating to elections; requiring a county clerk in certain counties to establish a certain number of locations for a voter to return his or her mail ballot in a mail ballot drop box during the period between the last day for early voting and the day of a general election; authorizing the county clerk in certain counties to establish such locations; authorizing a person, under certain circumstances, to return a mail ballot to a mail ballot drop box established at such a location on behalf of a voter; requiring mail ballot drop boxes to be monitored and secured; requiring the Secretary of State to establish requirements for monitoring and securing mail ballot drop boxes; and providing other matters properly relating thereto.

Establishes the Nevada Baby Bonds Program. (BDR 18-477)

AN ACT relating to the State Treasurer; establishing the Nevada Baby Bonds Program and the Nevada Baby Bonds Trust Fund; setting forth the duties and responsibilities of the State Treasurer in administering the Program and Trust Fund; authorizing the State Treasurer to adopt regulations relating to the Program; making an appropriation; and providing other matters properly relating thereto.

AN ACT relating to domestic violence; requiring a peace officer who investigates an act of domestic violence to conduct a lethality assessment under certain circumstances; requiring a peace officer who conducts a lethality assessment to take certain actions if the assessment indicates that the person assessed is in a potentially high-risk lethal situation; requiring each law enforcement agency to prescribe a written or electronic form for documenting the results of a lethality assessment; requiring a peace officer who investigates an act of domestic violence to submit the results of a lethality assessment to the district attorney of the jurisdiction in which the act occurred; authorizing a court to consider the results of a lethality assessment in reviewing the custody status of certain persons; and providing other matters properly relating thereto.

Authorizes, under certain circumstances, certain governing bodies of a city or county to impose linkage fees on certain developers. (BDR 22-373)

AN ACT relating to health care; prohibiting health care licensing boards from disqualifying from licensure or disciplining a person for providing or assisting in the provision of medically necessary gender-affirming health care services; prohibiting in certain circumstances the Governor from extraditing a person who is charged with a crime in another state related to medically necessary gender-affirming health care services; prohibiting state agencies from assisting in certain investigations and proceedings initiated in other states related to medically necessary gender-affirming health care services; requiring certain health care licensing boards to examine the feasibility of reciprocal licensure for health care providers who provide gender-affirming health care services in other states; and providing other matters properly relating thereto.
