Revises provisions relating to vehicles. (BDR 43-316)

AN ACT relating to vehicles; authorizing certain trailers used for farm purposes to be registered for a 5-year period in lieu of a 12-month period; requiring a person who elects to register such a trailer for a 5-year period to pay fees commensurate with the 5-year period; authorizing autonomous vehicles to be equipped with certain marker lamps which indicate that an automated driving system is operating the autonomous vehicle; and providing other matters properly relating thereto.

AN ACT relating to health care; establishing the State Office of Health Care Workforce and Licensing in the Division of Public and Behavioral Health of the Department of Health and Human Services; providing for the appointment of and prescribing the duties of the Director of the Office; creating the Account for the State Office of Health Care Workforce and Licensing; transferring authority over certain programs to the Office; authorizing certain entities to consult with and request the assistance of the Director; creating the Board of Behavioral Health Professionals within the Office; prescribing certain requirements governing the operation of the Board; establishing and authorizing the establishment of certain advisory committees; eliminating the licensing boards that regulate certain behavioral health professions and transferring the responsibility for regulating those professions to the Board; and providing other matters properly relating thereto.

AN ACT relating to health care; prohibiting a governmental entity from substantially burdening certain activity relating to reproductive health services under certain circumstances; authorizing a person whose engagement in such activity has been so burdened to assert the violation as a claim or defense in a judicial proceeding; authorizing a court to award damages against a governmental entity that substantially burdens such activity in certain circumstances; expanding required coverage of contraception under the State Plan for Medicaid; making appropriations to and authorizing expenditures by the Division of Health Care Financing and Policy of the Department of Health and Human Services; and providing other matters properly relating thereto.

AN ACT relating to elections; requiring, under certain circumstances, that a county or city clerk affirmatively ask whether a registered voter would like to update his or her signature in the voter registration records of the clerk; providing, under certain circumstances, that any signature provided by a voter to cure a mail ballot becomes the voter's signature for purposes of his or her voter registration; requiring the Secretary of State, rather than the county clerk, to send certain notices to persons who register to vote or update their voter registration using the automatic voter registration system; and providing other matters properly relating thereto.

AN ACT relating to Medicaid; requiring Medicaid to include coverage for certain services provided by a pharmacist; imposing requirements relating to the rate of reimbursement that a pharmacist must receive for services covered under Medicaid; prohibiting Medicaid or a managed care organization that provides health care services to recipients of Medicaid from requiring prior authorization for the services of a pharmacist under certain circumstances; and providing other matters properly relating thereto.

Enacts the Nevada Studio Infrastructure Jobs and Workforce Training Act. (BDR S-63)

AN ACT relating to economic development; enacting the Nevada Studio Infrastructure Jobs and Workforce Training Act; requiring the Office of Economic Development to enter into a development agreement to establish certain criteria for the development of infrastructure for the production of motion pictures and other qualified productions and other new capital investment in this State; establishing certain penalties if the development does not meet certain requirements for new capital investment and expenditures for the production of motion pictures and other qualified productions; establishing requirements for a production company located at such a development to be eligible for film infrastructure transferable tax credits for qualified productions produced at the development; providing for the calculation of the amount of film infrastructure transferable tax credits; requiring the creation of a production studio entertainment district; revising provisions governing noninfrastructure transferable tax credits for motion pictures and other qualified productions produced in this State; authorizing an additional amount of noninfrastructure transferable tax credits; establishing the Account for Nevada Film, Media and Related Technology Education and Vocational Training and a board to approve distributions from the Account; providing for the distribution of money from the Account to certain entities and organizations that provide education and vocational training to develop a workforce for the production of qualified productions in this State; and providing other matters properly relating thereto.

Creates the Southern Nevada Regional Planning for Economic Resiliency Pilot Program. (BDR S-683)
