Requiring the Office of Program Policy Analysis and Government Accountability, beginning on a specified date, to conduct a study of state public and private employee child care assistance programs for a specified purpose; specifying the scope of the study; requiring the office to consult with specified entities in conducting the study; requiring the office to submit a report of its findings and recommendations to the Governor and the Legislature by a specified date, etc.

Requires respondent to surrender to local law enforcement agency all firearms, ammunition, & licenses to carry concealed weapon or firearm after issuance of final judgment on injunction for protection against domestic violence; provides for surrender & storage of firearms, ammunition, & licenses to carry concealed weapon or firearm after issuance of protective injunction; requires law enforcement agencies to develop certain policies & procedures; provides for return of firearms, ammunition, & licenses to carry concealed weapon or firearm when protective injunction is vacated, terminated, or otherwise rendered no longer affective; authorizes respondent to elect to transfer all firearms & ammunition surrendered or seized by law enforcement agency to another person; revises criminal penalty for second or subsequent violation of injunction for protection against domestic violence or foreign protection order.

Proposing the creation of a section of the State Constitution to provide protection from discrimination for student and school personnel religious expression in public schools, etc.

Enacting the Respiratory Care Interstate Compact; requiring member states to meet certain requirements to join and participate in the compact; providing criteria that a respiratory therapist licensee must satisfy to practice under the compact; authorizing a certain licensing authority or government agency to establish the scope of practice for a licensee providing therapy in a remote state; authorizing member states to participate with other member states in joint investigations of licensees under certain circumstances; establishing the Respiratory Care Interstate Compact Commission, etc.

Requiring the Department of Agriculture and Consumer Services to develop and adopt rules, best management practices, and other measures for dog breeding in this state; deleting a limit on veterinary costs under certain provisions; specifying requirements for retail stores that offer animals for sale; requiring dog breeders to apply to the Department of Business and Professional Regulation for a certificate of registration and to renew the certificate at specified intervals, etc.

Requiring that the Secretary of State be elected, rather than appointed, and serve a specified term; requiring the Florida Commission on Offender Review to develop and maintain a database for a specified purpose; authorizing a person who meets certain requirements to register to vote for the early voting period or election day at an early voting site or his or her polling place and cast a ballot immediately thereafter; authorizing the Department of Highway Safety and Motor Vehicles to preregister certain individuals to vote; revising the information a third-party voter registration organization is required to provide to the Division of Elections of the Department of State, etc.

Authorizes certain entities meeting specified criteria to serve as qualified Medicaid providers for purposes of making presumptive Medicaid eligibility determinations for pregnant women; requires DCF to ensure that such providers are adequately trained & monitored for compliance when serving in such roles; requires AHCA to provide Medicaid coverage to pregnant women deemed presumptively eligible for duration of specified time period; provides that pregnant women deemed presumptively eligible are entitled to coverage of all medically necessary services under Medicaid program during such eligibility period; requires that all prior authorizations granted before or during such period remain in effect for duration of such period; requires agency, within specified timeframe, to seek federal approval to extend allowable period of presumptive Medicaid eligibility coverage for pregnant women; requires agency & department to initiate certain rulemaking within specified timeframe.

Requiring the Department of Education to develop a specified pilot program in cooperation with the Department of Agriculture and Consumer Services; requiring that the pilot program be offered in a certain percentage of schools, beginning in a specified school year; requiring each participating school district to submit a report to the Department of Education by a specified date, etc.

Provides employers with immunity from civil liability for adverse personnel actions taken against employee or job applicant.

Declaring the policy of the state with respect to the operation of commercial motor vehicles by unauthorized aliens; requiring sworn law enforcement officers with certain authority to take into custody persons determined to be unauthorized aliens operating commercial motor vehicles and facilitate the transfer of such persons into the custody of a federal immigration agency; requiring the impoundment and removal of a commercial motor vehicle under certain circumstances; providing that motor carriers are liable for certain civil penalties, etc.

Specifying duties of certifying officials from certifying agencies concerning certification forms in support of U-visa applications; requiring a certifying official from a certifying agency that denies a certification to provide the petitioner with specified written notice; authorizing applicants to petition the circuit court if the certifying agency fails to respond within those timeframes; prohibiting certifying agencies and certifying officials from disclosing the immigration status of victims or persons seeking a certification, etc.

Defining the term "advertise"; providing manufacturer liability under certain circumstances; authorizing an individual to file a cause of action under certain circumstances within a specified timeframe, etc.

Prohibiting a labor pool from charging a certain fee to a third-party user if such user directly employs a laborer for work; requiring a labor pool to register annually with the Department of Commerce; revising the remedies, damages, and costs a court may award the prevailing party in certain actions, etc.

Providing an exemption from public records requirements for the personal identifying and location information of certain current or former personnel and commissioners of the Florida Commission on Human Relations and the spouses and children of such current or former personnel and commissioners; providing for future legislative review and repeal of the exemption; providing a statement of public necessity, etc.

Requires DOE to develop versions of statewide, standardized assessments & specified portions of statewide, standardized coordinated screening & progress monitoring system, respectively, in certain languages by specified date; requires department to develop timetable & action plan for development & implementation of such assessments & written portions of system; requires department to establish criteria for use of such assessments & portions of system; authorizes parents to prohibit use of such assessments & portions of system in certain languages.

Requires each clerk of circuit court to prepare annual performance report with specified information regarding each circuit & county court judge; authorizes judges to prepare specified explanatory statement; requires such statements to be posted with relevant reports; provides for specified reporting period; defines "final disposition."

Requires Legislature to appropriate funds for specified purpose; requires that such funds be distributed in specified manner; requires specified counties to apply for such distribution; provides requirements for application; provides specified calculation to be used to determine funding; provides for reversion of funds in specified circumstances.
