Creating an exemption from public records requirements for certain records and information held by the Drug Overdose Death Review Committee and the Suicide Death Review Committee, respectively, or a local review committee established thereunder; creating an exemption from public meetings requirements for portions of meetings of the committees which would reveal confidential and exempt information; providing for future legislative review and repeal; providing statements of public necessity, etc.

Requiring specified persons employed as members of school personnel to take a specified oath before entering upon the duties of a member of the school personnel; requiring persons employed in an administrative or instructional capacity at a Florida College System institution or state university to take a specified oath before entering upon the duties of a person employed in an administrative or instructional capacity, etc.

Revising the obligation of landlords to maintain certain premises to include making reasonable provisions for functioning facilities for cooling; revising the definitions of the terms "class A air-conditioning contractor" and "mechanical contractor"; authorizing the Construction Industry Licensing Board to award a specified number of hours of general continuing education credit per renewal cycle for certain professional association engagement; prohibiting a certificateholder or registrant from receiving credit for certain activities, etc.

Authorizes utility terrain vehicle (UTV) to be operated during all hours; authorizes operation of UTVs on certain roadways & on certain parts of State Highway System; authorizes DOT to prohibit use of UTVs under certain circumstances; authorizes persons possessing certain licenses to operate UTV; requires owners or operators of UTV to comply with certain requirements & regulations; authorizes county or municipality to restrict operation of UTVs under certain circumstances; provides civil penalties; requires DHSMV to issue license plate to owner or lessee of vehicle registered as UTV upon payment of certain taxes & fees; requires that license plates for UTVs comply with specified provisions.

Providing for the relief of L.P., a minor, by the Department of Children and Families; providing an appropriation to compensate L.P. for injuries and damages sustained due to the negligence of employees and caseworkers of the department; providing a limitation on compensation and the payment of fees and costs, etc.

Requires AHCA to establish network adequacy standards for prepaid dental plans; provides requirements for such standards; requires Medicaid managed care plan provider network databases to identify whether providers are accepting new patients; requires prepaid dental plans to to provide specified information on online provider database.

Citing this act as the "Gay and Transgender Panic Legal Defenses Prohibition Act"; prohibiting individuals from using a nonviolent sexual advance or specified perceptions or beliefs about another individual as a defense to a criminal offense, to excuse or justify an individual's conduct, or to mitigate the severity of an offense, etc.

Providing minimum penalties for certain unlawful actions, etc.

Defines "veterinary professional associate"; increases amount of time for which prescriptions based solely on veterinary telehealth evaluation may be issued for certain drugs; revises applicability of certain exemptions; provides requirements for veterinary professional associates to receive certificates of registration from DBPR; requires department to make list of veterinary professional associate registrants publicly available on its website; authorizes department to suspend registration of veterinary professional associate upon certain determination by Board of Veterinary Medicine; authorizes department to rescind registration of veterinary professional associate; prohibits person from holding himself or herself out as veterinary professional associate; authorizes registered veterinary professional associate to engage in practice of veterinary medicine; prohibits registered veterinary professional associate from taking certain actions.

Requires Commissioner of Insurance Regulation to initiate compact with other states to establish national risk pool for property insurance for natural disasters for specified purpose; requires commissioner to enter into compact with minimum number of member states.

Requires that elections, in event of emergency, be conducted in accordance with specified provisions & carried out in certain manner; authorizes supervisors of elections to request approval from Secretary of State to take specified actions under specified conditions; requires that supervisors submit all such requests at once, to extent practicable; authorizes submission of revised or additional requests; requires secretary to approve or deny requests within specified timeframe; requires secretary to consider specified factors; provides that requests are deemed approved under specified conditions; requires secretary to publish approvals & denials on DOS's website; etc.

Prohibiting a person operating a motorcycle or moped from carrying a child under a certain age, or allowing a child under a certain age to ride on the motorcycle or moped, unless certain requirements are met, etc.

Defining the term "persons with disabilities"; requiring the Agency for Health Care Administration to establish and operate a Medicaid dental pilot program in a specified region to provide enhanced dental services to persons with disabilities; specifying dental services covered by the pilot program; requiring the agency to reimburse dental providers under the pilot program at a specified rate; requiring the agency to collect certain data on the pilot program, etc.

Provides that cost-of-living adjustments are for employees with direct student contact; provides that such adjustments do not preclude district school boards from providing other adjustments; removes limitation on such adjustments; revises requirement for use of advanced degrees when setting salary schedules for instructional personnel & school administrators; removes certain limitations for salary adjustments under performance salary schedule.

Providing minimum requirements a community rehabilitation program must meet to qualify to enter into a cooperative agreement with the Division of Blind Services to provide certain services; providing that a community rehabilitation program that meets specified requirements is considered a priority service provider for purposes of program funding; requiring the Florida Association of Agencies Serving the Blind, Inc., to coordinate with the division to ensure cooperative agreements meet certain needs, etc.

Providing that it is a violation of specified provisions to fail to acknowledge a public records request promptly and in good faith; requiring custodians of public records to perform specified actions within a specified timeframe; prohibiting agencies from charging for specified public records requests; providing that violations of any law providing access to public records are violations of specified provisions; requiring that certain provisions authorizing a public records exemption be repealed after a specified timeframe unless the Legislature reenacts the exemption, etc.

Provides requirements for terminating dissolved HOA governing documents; provides requirements relating to easements of dissolved HOA; provides retroactive applicability; requires condominium & homeowners' associations to include specified statement in their governing documents or to hold meeting by date certain to vote to amend governing documents to include such statement; revises provisions relating to official records, electronic ballots, turnover inspection reports, & roofs; provides disclosure requirements for conflicts of interest; removes presuit mediation requirements; requires that specified arbitrators conduct arbitration proceedings; authorizes HOA's to be terminated; provides requirements for termination of HOA; provides duties & responsibilities of HOA board, & termination trustee; provides for distribution of HOA assets & paying lawful debts after termination; authorizes circuit court to create & administer community association court program; provides duties of chief judge; provides jurisdiction of community association court program; authorizes community association court program to take certain actions; requires each judicial circuit to submit to Legislature specified report annually by specified date; provides duties of OSCA; provides for funding & additional judges.

Directing the Department of Highway Safety and Motor Vehicles to develop an Outsider license plate; providing for distribution and use of fees collected from the sale of the plate, etc.

Creating the "Transit-Oriented Development Act" for a specified purpose; requiring the governing body of a county or municipality to adopt an ordinance, and the governing body of a special district to adopt a resolution, establishing specified transit-oriented development (TOD) zones by a certain date; prohibiting a local government from imposing certain regulations in specified TOD zones; encouraging public transit providers and public agencies to develop land within specified TOD zones, etc.

Deleting a definition of the term "shield"; requiring the State Board of Education to ensure that Florida College System institutions are free from political influence and interference; granting specified rights to students of Florida College System institutions and state universities; granting specified rights to faculty, etc.

Revising the Special Risk Class member criteria to include members employed as certain prosecutors and special investigators; providing the years of creditable service for full retirement eligibility, etc.

Proposes amendments to State Constitution to provide term limits for members of boards of county commissioners & district school boards & to allow for subsequent election or re-election after specified period.

Prohibits certain personal information & e-mail addresses from being sold to or shared with third-party company, foreign country of concern, or foreign principal; provides for retroactive application; provides penalties for third-party company that uses or releases certain information for specified purpose.

Authorizing certain public employees and officials to provide a written notice to a data broker to prevent disclosure of specified personal data concerning themselves and related persons; prohibiting a data broker from disclosing or redisclosing certain data after receipt of such notice; authorizing data brokers to provide e-mail addresses for receipt of such notice under specified conditions; providing for civil actions against a data broker for failure to comply, etc.
