Citing this act as the "Correctional and Probation Officer Fairness Act"; requiring that, beginning on a specified date, the minimum annual base rate of pay for a correctional officer, a correctional probation officer, or an institutional security specialist be no less than $60,000; requiring the Department of Management Services to submit an annual compensation analysis report to the Governor and Legislature, beginning on a specified date; requiring, beginning with a specified fiscal year and subject to legislative appropriation, an annual increase to the base rate of pay for correctional officers, correctional probation officers, and institutional security specialists, etc.

Authorizes pharmacists, at direction of certain licensed physicians, to administer medications; provides recordkeeping requirements; requires Board of Pharmacy to adopt rules; requires facilities to maintain documentation relating to pharmacist qualifications.

Provides that certain facts are found & declared to be true; provides that sum is appropriated from General Revenue Fund to DOS for specified relief; provides that specified persons are ineligible for further compensation.

Revises provisions related to educational facilities, including duties of DOE relating to educational facilities of school districts & Florida College System institutions; school district educational facilities plan performance & productivity standards; State Requirements for Educational Facilities; inspection of specified educational & ancillary plants; district school board requirements; requirements related to state uniform building code for public educational facilities construction; remodeling projects; & Special Facility Construction Committee..

Exempting an establishment that stores, warehouses, or holds noncontrolled prescription drugs solely for the purpose of arranging for their destruction from compliance with specified provisions, etc.

Defining the term "dental screening"; authorizing dental screenings provided under the school health services program to be conducted after written notice and an opportunity for a parent or guardian to opt out; clarifying district school board parent notification requirements for dental screenings; providing that the parental consent requirement does not apply to dental screenings, etc.

Provides for resolution pursuant to specified instructions of collective bargaining issues at impasse between state & certified representatives of bargaining units for state employees.

Authorizes PSC to regulate advanced nuclear reactors in this state; authorizes DOH & DEP to exercise specified powers & duties; requires PSC, DOH, & DEP to jointly establish criteria for certification of laboratories that perform analysis on nuclear materials; authorizes possession of nuclear material for specified purposes; requires permits for transfer, receipt, possession, use, storage, or disposal of nuclear materials; requires certifications for significant design modifications of small modular reactors; requires PSC to make certain determinations before issuing such permits & certifications; authorizes PSC to issue reciprocal permits under certain conditions; requires commission, after consultation with DEP & DOH, to adopt rules; revises criteria PSC must consider in preliminary study of electric utility 10-year site plans & in making determinations for proposed power plants; revises requirements for development of certain standards by electric utilities; removes such requirement for rural cooperatives; revises applicability of power plant capacity & expansion thresholds.

Deleting obsolete provisions that provide legislative findings and require the Department of Environmental Protection to review and update a specified report; preempting the regulation of auxiliary containers to the state; permitting rules, regulations, or ordinances restricting the use of glass auxiliary containers within the boundaries of a public beach; authorizing the Division of Recreation and Parks to regulate auxiliary containers within state parks; specifying that certain local ordinances and restrictions are permitted, etc.

Terminating the state of emergency and any order, proclamation, or rule issued or adopted thereunder declared by Executive Order 23-03, etc.

Revising requirements for the provision of maternal health and contraceptive information and services to minors; requiring consent from a parent or guardian for a minor's treatment for certain diseases; repealing a provision relating to minors' access to outpatient crisis intervention services and treatment; requiring school districts to provide parents with specified information before the district administers certain questionnaires or forms to students, etc.

Establishing the Task Force on Universal Health Care for a specified purpose; directing all agencies of state government to assist the task force, including furnishing information and advice deemed necessary by the task force; providing for the membership, meetings, and funding of the task force; requiring the task force to establish an advisory committee for a specified purpose; requiring the Agency for Health Care Administration to develop a plan for a Medicaid buy-in program or a public health care option for certain residents of this state, etc.

Requiring the Department of Health, in consultation with medical experts identified by the department, to develop educational materials on congenital cytomegalovirus for distribution to expectant and new parents or caregivers; requiring certain hospitals, birth centers, and obstetrics and gynecology physician practices to provide the educational materials to such parents and caregivers, etc.

Creating the Antisemitism Task Force adjunct to the Office of Civil Rights within the Department of Legal Affairs for a specified purpose; requiring the department to provide administrative and staff support to the task force; requiring the task force to meet quarterly; requiring the task force to annually submit a report and policy recommendations to the Governor and the Legislature by a specified date; specifying that the term "antisemitism" does not include certain criticism of the state of Israel, etc.

Defines "impacted local government"; provides for retroactive application.

Authorizing the use of proceeds from the tourist development tax to fund public safety improvements, affordable housing, and workforce housing, etc.

Requiring an agency subject to ch. 119, F.S., to provide an electronic option for payment of fees associated with a public records request, etc.

Beginning on specified date, requiring AHCA to reimburse nonnursing services provided by licensed providers at same rate or higher than rate it reimburses unlicensed providers for such services under Medicaid long-term managed care program; requires agency annually to adjust rate for licensed providers; requires agency, within specified timeframe, to seek any Medicaid waiver or state plan amendment necessary to implement rate changes.

Requires court to determine minimum period of time for child to remain in commitment program; requires child to remain in program until completion; authorizes specified minimum period of time for minimum-risk nonresidential commitment for misdemeanor of second degree; requires child to have objective performance-based treatment plan while in program; reduces minimum required age for child to be committed to maximum-risk residential facility for murder or manslaughter.

Requiring seaports to maintain an onsite fire station that is staffed and operational 24 hours a day, 7 days a week; requiring fire stations to have a certified hazardous materials response team with specified capabilities; requiring seaports to maintain a specified number of operational fireboats able to respond to fires and hazardous materials incidents in specified areas, etc.

Repeals provisions relating to prohibition on bump-fire stocks.

Requires applications for approval of data center facilities to include specified disclosures; requires existing data centers to disclose specified information; requires DEP to make such information publicly available on its website; provides penalty; prohibits certain tax credits, exemptions, protections, & restrictions for such information; requires DEP to adopt rules.

Requiring responses to severe bleeding incidents on school grounds to be included in each public school's plan for urgent life-saving emergencies; requiring public schools to have bleeding control kits on school grounds by a specified date; requiring the Department of Education to establish guidelines for determining the required number of kits for each school; requiring certain staff to receive training relating to such kits; requiring the kits and the use of such kits to be included in certain drills, etc.

Requires certain water management districts, upon application by fee simple owner of parcel subject to conservation easement, to release conservation easement if specified conditions are met; specifies that land released from conservation easement may be used for development consistent with certain zoning; requires property owners to assume responsibility for stormwater requirements in certain circumstances; requires property owners to comply with specified ordinances & seek approval for modification of certain permits; provides applicability.
