To disregard the cash value of life insurance policies in eligibility determinations for Medicaid, temporary family assistance, the state supplement program and the state-administered general assistance program.

To require the Labor Commissioner to study positions that minors who are sixteen and seventeen years of age are currently prohibited from holding under state and federal law.

To require the Commissioner of Energy and Environmental Protection to (1) develop a framework for allowing third-party qualified professionals to conduct permit review and make permit decision recommendations to the Department of Energy and Environmental Protection, and (2) conduct a review of all permits that are within the commissioner's jurisdiction.

To establish various cybersecurity provisions relating to (1) a cybersecurity framework, (2) a prohibition on penalizing cybersecurity employees for certain reports, (3) notifications regarding cybersecurity incidents, (4) minimum safeguards, (5) quantum-transition readiness requirements, (6) the "Connecticut Cybersecurity Seed Fund" grant program, (7) a "bug bounty" program, (8) the dissemination of cybersecurity intelligence, (9) the State Cybersecurity Intelligence Task Force, and (10) the state's operational response to cybersecurity emergencies.

To establish the Supplemental Graduate Student Loan Program, allow up to ten million dollars in state bonds for said program, allocate not less than sixty million dollars in annual private activity bonds for the Connecticut Higher Education Supplemental Loan Authority and increase the authority's bonding authorization cap.

To appropriate funds to the Department of Housing for the purpose of hiring additional full-time rental home inspectors for the rental assistance program.

To restate the law concerning immunity for actions taken by a federal officer, an employee or an agent and extend prohibitions against hiring a police officer dismissed for malfeasance, or who resigned or retired while under investigation to the hiring of a federal law enforcement official as a police officer.

To permit law enforcement to detain for a limited period a person charged, after a finding of probable cause, with a class A, B or C felony or a family violence crime for purposes of a civil immigration detainer.

To allow a tax credit for eligible expenditures incurred by a family caregiver for the care and support of an eligible family member.

To require the Department of Children and Families to continue to provide financial aid for the postsecondary education expenses for foster youth until such youth reaches twenty-eight years of age.

To require the Office of the Child Advocate to hire one or more full-time employees to assist in the oversight of children in the care of the Department of Children and Families.

To reduce speeding and increase safety on Forest Road in the city of New Haven.

To establish a working group to study the angel investor tax credit program established pursuant to section 12-704d of the general statutes.

To require the Commissioner of Energy and Environmental Protection to conduct a study of municipal permitting and inspection processes concerning the installation of residential solar photovoltaic systems.

To offset decreases in federal funding for school-based mental health services in the northwest part of the state.

To increase funding to the Care 4 Kids program to assist families in getting children off of the waiting list and to provide additional supports to child care providers in eastern Connecticut.

To provide free school breakfasts to all students in the state and to provide free school lunches for all students who are eligible for free or reduced priced lunches in the state.

To increase the per diem rate for regular and alternate members of the State Board of Labor Relations.

To require the Department of Children and Families to expand eligibility of postsecondary education benefits for foster and adopted youth whose postsecondary education was disrupted by the COVID-19 pandemic.

To provide funding to reimburse school districts for the difference between the federal reimbursement rate for reduced-price and fully paid school meals.

To fund Continuum of Care, Inc.'s emergency housing program.

To restructure statutory provisions concerning court proceedings involving a child or youth who is alleged to have been uncared for, neglected or abused.

To require the release of sterile carp in Pachaug Pond for the control of invasive vegetation.

To require an examination of the need to establish breeding and other care standards for animals used in medical research in the state.

To increase the amount of the fee that a notary may charge for the performance of a notarial act from five dollars to ten dollars.
