To transfer oversight of farming occurring on certain state lands from the Department of Energy and Environmental Protection to the Department of Agriculture.

To permit the posting of advertisements of legal notices on municipal Internet web sites along with a posted printed copy in public locations in lieu of in a newspaper.

To clarify certain provisions of the park and open space replacement statute for municipalities.

To exempt veterans from payment of the Passport to the Parks motor vehicle registration fee.

To require the Department of Economic and Community Development to administer a system of tax credit vouchers to allow qualified small businesses to earn and utilize credits for research and development expenses.

To (1) provide that courts may consider prior or existing military protective orders that are contained in the state's automated registry of protective orders when issuing a civil protective order for victims of domestic violence, sexual assault, sexual violence or stalking, and (2) specify that such registry contains military protective orders that have been entered into the National Crime Information Center computerized index.

To (1) allow shared clean energy subscriber organizations to build, own and operate electrical generation or storage facilities that generate or store electricity from renewable sources, (2) allow any end user of an electric distribution company to enter into a subscription with a shared clean energy subscriber organization, (3) require any electric distribution company to provide billing credits to any end user who enters into such a subscription, (4) establish a working group to study the impacts of the community renewable energy generating system program, and (5) allow electric suppliers to offer guaranteed savings plans.

To provide funding for the Waterbury Land Bank Authority to acquire, maintain, remediate or develop real property and for related projects in the city of Waterbury.

To require that any firearm held under a risk protection order or warrant not be destroyed before two years have passed from the date that the person named in the order or warrant last petitioned the court to terminate the order or warrant.

To establish a working group to study the consumption of energy drinks by children and require signage concerning risks associated with such consumption at the point of sale of such drinks.

To repeal two special acts related to the Worthington Fire District and the Kensington Fire District in the town of Berlin.

To require the Commissioner of Children and Families to conduct a study to determine whether policy and procedural changes within the Department of Children and Families may improve the health of children.

To (1) amend certain definitions concerning firearms, and (2) allow the legal transfer of large capacity magazines possessed under a declaration of possession and assault weapons possessed under a certificate of possession between persons who are legally permitted to possess such magazine or weapon.

To specify that employees of transit districts are municipal employees exempt from certain provisions of the state family and medical leave act.

To establish a task force to study expanding services offered by the 2-1-1 Infoline program.
