Directs the Department of Housing to conduct a study on deeply affordable housing, defined as housing priced at thirty percent or less of the occupant's income, where income is forty percent or less of the state median. The study examines availability, obstacles, potential effectiveness of a grant program, and recommendations for such a program. The Commissioner of Housing must report findings by January 1, 2027.
