Connecticut

To require additional notices to the Comptroller, the legislative leaders and Health Care Cost Containment Committee concerning the potential termination of participating provider agreements in the employee health insurance plan and to prohibit certain entities that terminate participating provider agreements from participating in future competitive selection processes for a period of time.

To (1) provide a contingency special education grant for certain unanticipated special education costs, (2) prohibit the Department of Education from approving a private provider of special education services that is owned or operated by a private equity company, and (3) establish a working group to consider innovations in the provision of special education and related services through public-private partnerships.

To authorize wakesurfing on most lakes in the state provided it occurs a certain distance from shore.

To authorize the issuance of online dog licenses from the Department of Agriculture in addition to the existing town clerk process for issuing such licenses, and to require dog owners to obtain licenses every three years rather than annually.

To (1) strengthen the review of health care entity transactions, (2) expand upon the types of equitable relief and other enforcement tools that may be utilized for violations of the Connecticut Antitrust Act, and (3) require additional information in hospital pricemaster filings.

To allow an individual whose income newly exceeds the set-aside development income threshold to continue renting a set-aside dwelling unit at the affordable rate.

To direct the Department of Housing to study the availability of certain deed-restricted housing and the potential for a grant program to incentivize the development of such housing.

To authorize payment to spouses and others who provide care under the state-funded portion of the Connecticut home-care program for the elderly.

To establish a program, administered by the Department of Veterans Affairs, for the purpose of assisting eligible veterans in receiving certain dental services.

To require that fair rent commissions consist of an equal number of landlords and residential tenants.

To (1) provide to veterans the same level of benefits under the supplemental nutrition assistance program that they would have received under such program without a work requirement, prior to the elimination of the veterans work requirement exemption under Public Law 119-21, and (2) establish a Connecticut Farmers' Market/Veteran Nutrition Program to assist veterans deemed to be at nutritional risk.

To appropriate funds to the Department of Veterans Affairs for expanded training to municipal providers of veterans' assistance.

To make technical changes to a statute relating to the Child Advocate.

To differentiate advance rental payments and security deposits and permit the use of advance rental payments.

To update fuel pricing standards for vendors in the Low Income Home Energy Assistance Program.

To require the Commissioner of Economic and Community Development to study programs administered by the Department of Economic and Community Development.

To provide for expanded training to (1) Office of Advocacy and Assistance veterans' services officers, and (2) municipal veterans representatives and other municipal providers of veterans' assistance.

To establish a program for the provision of prefabricated homes to certain impoverished veterans.

To allow the Commissioner of Economic and Community Development to study the feasibility of establishing a Connecticut Bridge Authority tasked with overseeing the funding and construction of a bridge connecting Connecticut to Long Island.

To facilitate the transition for children of military families who require access to early intervention services when moving to the state due to servicemembers' relocation orders.

To address various concerns related to certain property tax exemptions for disabled veterans, such as applicability, filing deadlines and abatement or refund.

To require the posting of warnings and other measures on the Department of Veterans Affairs' Internet web site to protect veterans against certain providers of assistance with veterans' benefits claims.

To permit municipalities to purchase and develop affordable housing on real property identified in an affordable housing development application.

To (1) establish a Public Transit Workplace Health, Safety and Violence Prevention Committee, and (2) require each public transit bus operated by the Department of Transportation or a transit district to be equipped with a security barrier for the protection and safety of public transit bus operators.

To (1) require the provision of notice to a parent or guardian of a minor child who seeks to receive pregnancy-related health care services, and (2) establish a court process to determine if such notice must be provided in a situation involving a minor child who does not want such notice to be provided.
