Connecticut

To require the Comptroller to study retirement health benefits for paraeducators.

To (1) restrict exploratory committees to not more than thirty days of operation, (2) cap the maximum contribution to exploratory committees at two hundred fifty dollars, (3) limit the total amount of contributions exploratory committees may receive to five thousand dollars apiece, and (4) provide that, if a candidate makes any statement that such candidate is exploring a run for a particular office, such statement triggers the requirement to convert an exploratory committee into a candidate committee.

To prohibit an institution of higher education from reducing the amount of financial aid awarded to a student as result of such student receiving a scholarship.

To authorize municipalities to prohibit the sale of certain animals in pet shops.

To (1) establish a solar photovoltaic noise barrier pilot program, and (2) increase the fine associated with the operation of a motor vehicle that creates unnecessary or unusual noise and other mechanical equipment requirement.

To establish financial safeguards concerning private equity ownership of nursing homes and to prohibit nursing homes from requiring residents or prospective residents to sign arbitration agreements to resolve disputes.

To establish the Office of Government Oversight to investigate fraud and waste in government.

To waive certain fees for criminal history records checks in the case of a person seeking a pardon.

To implement the Governor's budget recommendations.

To align step therapy requirements with manufacturer guidelines for prescription drugs covered under the Medicaid program.

To prescribe (1) minimal in-person visitation thresholds for persons who are incarcerated, and (2) the process for the transfer of funds held in trust by the Department of Correction to persons who were formerly incarcerated.

To require the Advisory Commission on Intergovernmental Relations to maintain certain information and recommendations concerning state mandates on the commission's Internet web site.

To improve the well-being of children and families.

To (1) expand the time period permissible for the filing of a petition for post-conviction DNA testing, and (2) set forth that the denial of such petition is a final judgment for purposes of an appeal.

To (1) establish prohibitions on certain conduct, including the possession of a firearm or deadly weapon, at or near certain elections-related locations, (2) impose criminal penalties for harassment of election workers and tampering with or unauthorized sharing of election equipment, and (3) allow for Attorney General involvement in matters relating to subpoenas, warrants, other requests and alleged interference with elections.

To increase the amount an individual, who is eligible to receive benefits for unemployment, receives in dependency allowance.

To prevent accidental overdose deaths and improve access to treatment and recovery services for substance use disorder.

To require the Commissioner of Revenue Services to study the revenue policies of the state.

To (1) require support for paid internship programs at small businesses, (2) provide grants to students who receive federal Pell grants to assist such students in obtaining internships, (3) require institutions of higher education to report about internship opportunities offered through such institutions, (4) establish a state quality seal for quality internships, (5) extend the human capital investment tax credit for salaries paid to interns, and (6) establish a grant program for nonprofit organizations to offset the cost of salaries paid to interns.

To implement the Governor's budget recommendations.

To (1) provide that no streaming video service shall transmit the audio of any commercial advertisement at a volume that is louder than the volume established by the Federal Communications Commission for television broadcast stations or multichannel video programming distributors, and (2) authorize the Commissioner of Consumer Protection to issue a time-limited waiver from the volume limitation in the event of a significant financial hardship.

To increase the membership of the State Properties Review Board from six members to eight members and increase the compensation of members of the board.

To prohibit distribution of certain deceptive synthetic media within the ninety-day period preceding an election or primary.

To implement the recommendations of the risk-limiting audits working group.
