Relating to payment of funeral expenses for first responders

The purpose of this bill is to modify the language in the statute to make it consistent with W.Va. Code §5H-1-2(b) for survivor's benefit payment for first responders for purposes of payment for funeral expenses of law enforcement, safety, and emergency workers.

Extending interest rate cap to all obligations incurred during military service

The purpose of this bill is to cap interest rates for debts of active service members at six percent per annum.

Creating "responsible recreation” special license plate

The purpose of this bill is to create a "Responsible Recreation" special license plate and establish a special revenue fund.

Relating to financial assistance available for prescription drug

The purpose of this bill is to ensure financial or product assistance are available for a prescription drug.

Clarifying Office of Broadband coordinate with Consumer Protection Division on certain consumer complaints

The purpose of this bill is to enhance the ability of the Office of Broadband to receive, transmit, and resolve consumer complaints relating to the safety, adequacy, and reliability of broadband service and providing a mechanism for consumer complaints that the terms and conditions of broadband service are unjust, unfair or unreasonable.

Allow education employees to donate sick leave to co-workers for maternity leave

The purpose of this bill is to allow educators in the public school system or in the higher education system to donate leave to employees who use maternity leave. The bill defines maternity leave. Finally, the bill sets forth the process for the leave transfer.

Increasing cost of solid waste assessment fees

The purpose of this bill is to increase the county solid waste assessment fees by 50 cents per ton.

The purpose of this bill is to require coverage for newly born children up to the age of 19 for medically necessary congenital anomalies of cleft lip and palate.

Creating Decentralized Unincorporated Nonprofit Association Act

The purpose of this bill is to make decentralized unincorporated nonprofit associations a recognized legal entity in the state and create the Decentralized Unincorporated Nonprofit Association Act.

Streamlining and reforming Division of Personnel systems

The purpose of this bill is to streamline and simplify the state hiring system of the Division of Personnel. The bill terminates the State Personnel Board, defines the role of the director and the Division of Personnel, transfers to the Division all State Personnel Board responsibilities, eliminate Division of Personnel exemptions for the Department of Transportation, State Tax Division, and Bureau of Social Services, transferring new hires and promoted employees within the Department of Transportation into the classified-exempt system and exempting these employees from the grievance board. This bill right-sizes state government and refocuses the Division of Personnel to broadly categorize employees, provide training to our agencies, and to act as an advocate for attracting and retaining employees.

Extending State Fire Marshal inspections to include municipalities with certified fire code

The purpose of this bill is to extend State Fire Marshal inspections, generally, to include municipalities with certified fire code officials, certified fire code inspectors and certified fire code plans examiners to perform duties in occupancies under the jurisdiction of the State Fire Marshal; to clarify the difference between certified and uncertified fire officials, fire inspectors, and fire plans examiners; to explain how training and examination for Fire Code Disciplines and Categories are completed; and to delineate the approved categories of examinations.

Allowing counties and municipalities to create special assessment districts

The purpose of this bill is to allow counties and municipalities to create special assessment districts.

Relating to Medicaid reimbursement rates for certain mental health procedures

The purpose of this bill is to authorize the West Virginia physician/medical practitioner provider Medicaid enhancement board to examine the current reimbursement rates paid to outpatient psychiatry and psychology services provided in a licensed behavioral health center for outpatient psychotherapy, medication management, and interventional services, including psychiatric interview evaluations and psychotherapy with evaluation and management services for adults, families, and couples, and develop a proposal for increasing those reimbursement rates by no later than July 1, 2026.

Exempt an existing hospital under certificate of need to move their facility up to 10 miles to a new location

The purpose of this bill is to authorize a licensed health care facility to move locations, up to 10 miles from the original location, without obtaining a new license.
