To declassify Community and Technical Education (“CTE”) teaching positions to allow for counties to provide additional funding for certain positions.

The purpose of this bill is to provide for the declassification of community and technical college positions, as well as trades-based high school instructors providing CTE instruction. The bill permits counties to provide additional funding to these positions, regardless of classification. Finally, the bill continues state funding for these positions.

Require monitoring of electronic records maintained by hospitals.

The purpose of this bill is to require health care providers to maintain a complete copy of an individual's health care records and to prevent unauthorized altering or tampering of health care records.

Relating to requirements for licensure and regulation of money transmission services

The purpose of this bill is to bring virtual currency kiosks within the purview of money transmission licensure and create disclosure requirements and daily transaction limitations for new and existing customers.

Relating to changing the process of election litigation

The purpose of this bill is to recognize legal standing of the West Virginia Legislature in court actions related to unauthorized changes to election laws and rules; and identify the Legislature as a necessary party.

Adding voter approval requirement to close or consolidate schools

The purpose of this bill is to add a voter approval requirement to the required steps prior to a final decision to close or consolidate any school except in cases in which a construction bond issue was passed by the voters and the bond issue included the schools to be closed or consolidated.

Third Amendment Reaffirmation and Protection Act

The purpose of this bill is to create the Third Amendment Reaffirmation and Protection Act relating to active service members serving on juries.

Establishing WV Nuclear Lifecycle and Advanced Fuel Cycle Development Act

The purpose of this bill is to establish the West Virginia Nuclear Lifecycle and Advanced Fuel Cycle Development Act authorizing enrichment, recycling, transportation, storage and related fuel cycle activities.

Providing immunity for those who work for Child Advocacy Centers while performing duties

The purpose of this bill is to provide immunity from civil action for persons who are acting in the official scope of the person's duties at a local specialized child's advocacy center based on a recommendation made or an opinion rendered in good faith.

Clarifying processes of royalty payments for wells in this state

The purpose of this bill is to clarify the method of reporting and payments from all oil and gas wells royalties. The bill provides the method of calculations and payment of royalties requiring auditing of information relating to leased premises, and transparency and monitoring of leased minerals.
