Increases funding for counties when students not enrolled in public schools are eligible for HOPE Scholarships.

West Virginia SB1034 amends the state code to provide funding to county boards of education for students not enrolled in public schools who are eligible for HOPE Scholarships. If a student is eligible for a HOPE Scholarship but chooses not to enroll in a public school, the county board of education will receive funding equivalent to what it would have received if the student had enrolled. This change aims to ensure that counties receive adequate funding for students who are eligible for but do not claim the HOPE Scholarship.
