INSURANCE -- MEDICARE SUPPLEMENT INSURANCE POLICIES - Expands guaranteed issue rights for Medigap plan enrollees who enroll outside of a plan’s initial enrollment period.

INSURANCE -- ACCIDENT AND SICKNESS INSURANCE POLICIES - Requires that reimbursement rates for certified mobile response and stabilization services be equal to or greater than the prevailing integrated state Medicaid rate for mobile response and stabilizations services.

COURTS AND CIVIL PROCEDURE -- PROCEDURE GENERALLY -- CAUSES OF ACTION -- THE RHODE ISLAND FEDERAL CONSTITUTION DEFENSE ACT - Creates the Rhode Island Federal Constitution defense act.

CRIMINAL PROCEDURE -- ARREST - Makes it unlawful for a person in the custody of the department of corrections to use any force or weapon to resist a lawful request or directive.

ELECTIONS -- CONDUCT OF ELECTION AND VOTING EQUIPMENT, AND SUPPLIES - Prohibits ICE employees, agents or officials from being within two hundred feet (200 ft) of any polling place during voting.

CRIMINAL PROCEDURE -- EXPUNGEMENT OF CRIMINAL RECORDS - Permits those individuals convicted of multiple felonies and misdemeanors to have their records expunged and provides criteria for the court to consider in determining whether the person is of good character.

INSURANCE -- PHARMACY FREEDOM OF CHOICE -- FAIR COMPETITION AND PRACTICES - Imposes certain duties, transparency, and accountability from pharmacy benefits managers and pharmacy benefits management services.

HEALTH AND SAFETY -- USE OF ARTIFICIAL INTELLIGENCE BY HEALTHCARE PROVIDERS NOTIFICATION ACT - Requires healthcare providers and healthcare facilities to inform patients of the use of artificial intelligence to memorialize patient visits.

CRIMINAL OFFENSES -- GENERAL PROVISIONS - Further delineates the definitions of felony, misdemeanor and petty misdemeanor.

STATE AFFAIRS AND GOVERNMENT -- CHILDREN'S MOBILE RESPONSE AND STABILIZATION SERVICES - Establishes a statewide mobile response and stabilization services program to provide rapid crisis response and short-term stabilization for children and youth in their natural environments.

COURTS AND CIVIL PROCEDURE -- PROCEDURE GENERALLY -- CAUSES OF ACTION - Provides immunity for mediators and staff employed by the family court in the family court mediation program from financial liability for certain claims arising out of their participation in the program.

MOTOR AND OTHER VEHICLES -- REGISTRATION FEES - Includes veterans 75 years or older with a combined service connected disability rating of 70% as eligible for disabled veterans license plates.

MOTOR AND OTHER VEHICLES -- PARKING FACILITIES AND PRIVILEGES - Creates a new registration plate for qualified individuals to possess an "adaptive vehicle license plate" to accommodate the transportation needs of an individual with a significant mobility impairment.

PUBLIC RECORDS -- ACCESS TO PUBLIC RECORDS - Makes traffic accident data a public record, subject to federal law.

HEALTH AND SAFETY -- OFFICE OF STATE FIRE MARSHAL - Creates a program through which fire departments and fire districts are notified of locations of registrants of electric and hybrid motor vehicles can register their vehicles with their local fire department or fire district.

LABOR AND LABOR RELATIONS -- EMPLOYMENT SECURITY - Eliminates the "until June 30, 2026" sunset on the increase in the total amount of earnings a partial-unemployment insurance claimant can receive before being entirely disqualified for unemployment insurance benefits.

Authorizes the city of Providence to issue not more than $25,000,000 in general obligation bonds and notes to fund the providence housing trust fund to finance affordable multi-family housing projects in the city.

DELINQUENT AND DEPENDENT CHILDREN -- PROCEEDINGS IN FAMILY COURT - Requires every school district to render assistance and cooperation within its jurisdictional power to further the objects of this chapter, to wit, providing the courts with any information concerning a child as the court may require.

BEHAVIORAL HEALTHCARE, DEVELOPMENTAL DISABILITIES AND HOSPITALS -- MENTAL HEALTH LAW - Provides that advanced practice registered nurses have the same immunity from liability as physicians and surgeons.

TOWNS AND CITIES -- ZONING ORDINANCES - Provides guidelines regarding placing restrictions on residential recovery houses.

FINANCIAL INSTITUTIONS -- THE RHODE ISLAND SPECIAL DEPOSITS ACT - Establishes the Rhode Island Special Deposits Act to be governed by an account agreement between the bank and the depositor or its beneficiary.

MOTOR AND OTHER VEHICLES -- REGISTRATION FEES - Disabled veteran license plate may be transferred to veterans' spouse or issued to veteran or veterans spouse.

TAXATION -- STATE TAX OFFICIALS - Extends the timeframe for the division of taxation to review nonresident contractor cases and provide a specific penalty for noncompliance with the statute's withholding requirements.
