The bill establishes a statewide mobile response and stabilization services (MRSS) program in Rhode Island to provide rapid crisis response and short-term stabilization for children and youth in their natural environments. MRSS includes rapid mobile crisis response, crisis assessment and de-escalation, short-term stabilization services, and transition planning. The program is funded through a combination of Medicaid, commercial insurance, and state general revenue. MRSS is available statewide, 24/7, to all children and youth regardless of insurance status or Medicaid eligibility.
