To amend sections 340.02 and 340.036 of the Revised Code regarding the composition of boards of alcohol, drug addiction, and mental health services and regarding board contracts.

Revise caps on noneconomic, punitive, and exemplary damages

To amend sections 2305.01, 2307.80, 2315.18, 2315.21, 2323.43, 2744.05, and 3345.40 of the Revised Code to increase the dollar caps on noneconomic damages and punitive or exemplary damages in civil actions and to provide a procedure for the Department of Taxation to make annual adjustments of those caps based on the consumer price index.

To amend section 3735.661 of the Revised Code to expand the ability of certain municipalities to amend a pre-1994 community reinvestment area.

To enact section 5.2541 of the Revised Code to designate the weeks between Mother's Day and Father's Day as "Natural Family Month."

Establish Ohio Health Care Plan for universal health coverage

To amend section 109.02 and to enact sections 3920.01, 3920.02, 3920.03, 3920.04, 3920.05, 3920.06, 3920.07, 3920.08, 3920.09, 3920.10, 3920.11, 3920.12, 3920.13, 3920.14, 3920.15, 3920.21, 3920.22, 3920.23, 3920.24, 3920.25, 3920.26, 3920.27, 3920.28, 3920.31, 3920.32, and 3920.33 of the Revised Code to establish and operate the Ohio Health Care Plan to provide universal health care coverage to all Ohio residents.

Enact the Ohio Strategic Cryptocurrency Reserve Act

To amend sections 145.11, 742.11, 3307.15, 3309.15, 3770.06, and 5505.06 and to enact section 135.146 of the Revised Code to address investments in exchange-traded products by the state retirement systems, to permit the Treasurer of State to invest certain interim funds in digital assets, and to name this act the Ohio Strategic Cryptocurrency Reserve Act.

License traffic law photo-monitoring device companies; levy a tax

To amend sections 131.02, 715.013, 4303.26, 4501.06, 4511.092, 4511.096, 4511.0911, 5703.052, 5703.053, 5703.19, 5703.263, 5703.50, 5703.70, and 5703.77 and to enact sections 4787.01, 4787.02, 4787.03, 4787.04, 4787.05, 4787.06, 4787.99, 5755.01, 5755.02, 5755.03, 5755.04, 5755.05, 5755.06, 5755.07, 5755.071, 5755.08, 5755.09, 5755.10, 5755.11, 5755.12, 5755.13, 5755.14, and 5755.99 of the Revised Code to license companies that sell, provide, install, or otherwise manage traffic law photo-monitoring devices in Ohio and to levy a tax on such companies' gross receipts from municipal contracts.

Designate PFC James Vincent PottKotter Memorial Highway

To enact section 5534.855 of the Revised Code to designate a portion of State Route 49 in Darke county as the "PFC James Vincent PottKotter Memorial Highway."

Enact the Lead Line Replacement Act

To amend sections 6109.01 and 6109.22 and to enact sections 504.201, 735.291, 743.041, 6101.531, 6103.021, 6109.41, 6109.42, 6109.43, 6109.44, 6109.45, 6109.46, 6109.47, 6109.48, 6109.49, 6109.50, 6109.51, 6115.531, and 6119.062 of the Revised Code to establish a program regarding lead service line replacement and to name this act the Lead Line Replacement Act.

Expand postconviction relief re:DNA test showing actual innocence

To amend sections 2953.21 and 2953.23 of the Revised Code to expand the availability of postconviction relief based on DNA testing showing actual innocence.

Support work of the Ohio Commission for U.S. Semiquincentennial

To support and encourage the work of the Ohio Commission for the United States Semiquincentennial in celebrating the nation's 250th anniversary.

Appropriate funds for SNAP, TANF, WIC upon lapse in federal funds

To make an appropriation to continue to fund the Supplemental Nutrition Assistance Program, Temporary Assistance for Needy Families programs, and Special Supplemental Nutrition Program for Women, Infants, and Children contingent upon a lapse in federal funding.

Require jails, prisons provide teletypewriters to certain inmates

To enact sections 341.193, 753.022, and 5120.052 of the Revised Code to require municipal and county correctional facilities and state correctional institutions to provide inmates who are deaf, hard of hearing, or severely speech impaired with access to teletypewriters.
