To amend sections 3901.21, 3901.22, 3937.19, and 5747.98 and to enact section 5747.87 of the Revised Code to authorize a nonrefundable income tax credit for small employers that cover their employees with an individual coverage health reimbursement arrangement and to prohibit certain acts or practices intended to steer an individual away from employer-provided insurance.

To create the Workforce Investment Now (WIN) for Child Care pilot program to provide publicly funded child care to child care staff members and to make an appropriation.

To enact section 122.1712 of the Revised Code to create the Ohio Israel Trade and Innovation Partnership and to make an appropriation.

To enact section 3902.55 of the Revised Code to prohibit health plan issuers from requiring or inducing providers to collect copayments and other cost sharing amounts.

To amend section 3901.385 of the Revised Code to prohibit third-party payers from reducing reimbursement to health care providers based on certain factors.

To amend sections 3314.03, 3326.11, and 3328.24 and to enact section 3319.48 of the Revised Code to enact the Creating a Respectful and Open World for Natural Hair (CROWN) Act to prohibit discrimination by a public school against an individual based on hair texture and protective hair styles.

To establish the Support Children's Overall Psychological and Emotional Health (SCOPE) Pilot Program and to make an appropriation.

To enact section 175.50 of the Revised Code to provide grants to qualifying applicants for mortgage, property tax, and utility bill assistance.

To amend sections 125.18 and 5922.08 and to enact sections 5502.282, 5502.283, and 5922.09 of the Revised Code to require the assessment of municipal corporation cybersecurity infrastructure, to allow the cybersecurity strategic advisor to certify and contract with private cybersecurity firms, and to establish a toll-free secure line to the Ohio Cyber Reserve.

To amend sections 1509.03, 1509.22, 1509.222, 1509.223, 1509.224, 1509.33, and 1509.99 and to repeal section 1509.226 of the Revised Code to expressly prohibit the surface application of brine from oil and gas wells on roads.

To enact sections 149.437 and 2950.036 of the Revised Code to specify that a video, taken by a public office depicting a minor at a public recreational facility with water activities, is not a public record, and is subject to restricted release, and to prohibit a sexually oriented offender or child-victim oriented offender from establishing or maintaining a library box.

To enact sections 113.81, 113.82, 113.83, 113.84, 113.85, 113.86, 113.87, 113.88, 113.89, and 113.90 of the Revised Code to establish a transactional currency based on gold and silver held in a bullion depository approved by the treasurer of state.

To urge Congress to recognize United States troops who served in Honduras from 1981 to 1992.

To amend sections 164.07, 307.022, 307.671, 307.673, 307.674, 307.696, 308.21, 351.06, 353.03, 1506.44, 1710.02, 4115.03, 4115.034, 4115.04, 4115.06, 5540.03, 6117.012, and 6121.061 of the Revised Code to allow political subdivisions, special districts, and state institutions of higher education to elect to apply the Prevailing Wage Law to public improvement projects and to increase the threshold amount that triggers application of the Law for certain state public improvements.

To enact section 5534.914 of the Revised Code to designate a portion of I-71 in Franklin County as the "George Walker Memorial Highway."

To amend section 1505.07 and to enact section 1509.023 of the Revised Code to prohibit the removal of oil or gas from under Lake Erie or a state park.

To amend section 517.23 of the Revised Code to require cemetery operators to relocate remains if the gravestone is relocated.

To amend sections 2151.354, 2152.19, and 2919.24 of the Revised Code relative to truancy and contributing to the unruliness or delinquency of a child.

To amend section 5713.34 of the Revised Code to exempt agricultural land converted to certain conservation uses from recoupment charges.

Urging Ohio electric utility stakeholders, the Governor, and the Congress of the United States to invest resources into the security, reliability, and resiliency of the state and national interconnected electric grids against natural and man-made threats.
