To amend sections 2151.011, 2151.28, 2151.35, 2151.412, 2151.414, 2151.415, 2151.416, 2151.417, and 3107.062 and to enact sections 2151.47, 2151.471, 3109.121, and 3109.122 of the Revised Code to enact the Putative Fathers Matter Act to require notice to putative fathers regarding child welfare hearings and companionship or visitation proceedings and to require notice to grandparents regarding child welfare hearings.

To enact section 2305.322 of the Revised Code to establish a liability framework for participants, sponsors, and spectators during motorized off-road activities.

To enact section 5.2544 of the Revised Code to designate the second week of May as "Maternal and Neonatal Sepsis Awareness Week."

To amend section 6111.09 of the Revised Code to impose increased civil penalties for repeat violations of certain rules pertaining to using, placing, or managing dredged material.

To enact section 2913.50 of the Revised Code to prohibit fraudulent use of state funds.

To amend sections 319.302, 323.152, 323.153, 323.156, 323.158, 5747.85, and 5747.98 and to enact section 5747.25 of the Revised Code to modify property tax reductions for nonbusiness and owner-occupied property, to authorize a refundable income tax credit for renters, and to name this act the Ohio Homeowner Relief Act

Recognizing the National Black Caucus of State Legislators on the occasion of its 50th Anniversary.

To amend sections 4509.06, 4509.11, 4509.12, 4509.13, 4509.14, 4509.15, 4509.17, 4509.19, 4509.37, 4509.40, 4509.42, and 4509.45 of the Revised Code to make changes to the laws governing proof of financial responsibility and the associated debt-related driver's license suspensions.

To amend sections 1337.12, 2108.23, 2108.231, 2133.01, 2133.03, 2133.07, 2133.21, 2133.22, 2133.23, 2133.24, 2133.25, 2133.26, 4765.35, 4765.37, 4765.38, and 4765.39 and to enact section 2133.151 of the Revised Code to provide for a do-not-intubate order, protocol, and identification separate from a do-not-resuscitate order, protocol, and identification.

To enact section 5.22101 of the Revised Code to designate June as "Gun Violence Awareness Month."

To amend sections 1751.12 and 1751.32 and to enact sections 3923.811 and 3959.21 of the Revised Code to prohibit certain health insurance cost-sharing practices.

To enact section 5721.51 of the Revised Code to allow local governments to request unclaimed funds to temporarily cover the revenue lost from delinquent property taxes and to make an appropriation.

To amend sections 3901.22 and 3922.07 and to enact sections 3901.216, 3901.97, and 3922.171 of the Revised Code to establish a medical claims consumer assistance program, to prohibit health insurers from improperly denying health claims, and to name this act the Fair Health Claims Act.

To enact sections 1751.64, 3923.66, 3923.67, and 5164.11 of the Revised Code regarding insurance and Medicaid coverage of scalp cooling systems for individuals receiving cancer chemotherapy treatments.

To enact section 126.17 of the Revised Code to require the Director of Budget and Management to establish and administer a centralized reporting system for financial status reports regarding public money provided through a grant or loan program, or through an economic development program, a workforce development program, or a public assistance program.

To amend sections 3301.0712, 3302.03, 3302.034, 3302.036, 3302.12, 3313.413, 3314.012, 3314.016, 3314.017, 3314.0211, 3314.03, 3314.05, 3314.29, 3314.352, 3314.353, and 3314.354; to enact new section 3314.35 and section 3326.53; and to repeal sections 3314.35, 3314.351, 3314.355, and 3314.36 of the Revised Code regarding closure requirements or other actions for poor-performing public schools.

To amend sections 319.202, 319.54, 5747.02, 5747.03, and 5747.07 and to enact section 3345.012 of the Revised Code to provide a state-subsidized, tuition-free public higher education to Ohio students and to increase and levy taxes to fund that subsidy.

To enact section 3719.051 of the Revised Code to require that addiction-related educational materials be provided when dispensing opioid analgesics and benzodiazepines and to name this act the Verified Opioid and Intoxicant Consumer Education or VOICE Act.

To support the United States of Kindness initiative to honor our nation's 250th birthday by performing 250 acts of kindness.

To enact section 5502.72 of the Revised Code to establish the violent crime reduction grant program.
