Provide tuition-free public higher education; levy taxes

To amend sections 319.202, 319.54, 5747.02, 5747.03, and 5747.07 and to enact section 3345.012 of the Revised Code to provide a state-subsidized, tuition-free public higher education to Ohio students and to increase and levy taxes to fund that subsidy.

Enact the Verified Opioid and Intoxicant Consumer Ed (VOICE) Act

To enact section 3719.051 of the Revised Code to require that addiction-related educational materials be provided when dispensing opioid analgesics and benzodiazepines and to name this act the Verified Opioid and Intoxicant Consumer Education or VOICE Act.

Support the United States of Kindness initiative

To support the United States of Kindness initiative to honor our nation's 250th birthday by performing 250 acts of kindness.

Establish the violent crime reduction grant program

To enact section 5502.72 of the Revised Code to establish the violent crime reduction grant program.

Enact the Paul Payne Safe Zone Act

To enact section 4955.37 of the Revised Code to establish "Safe Zones" on railroad tracks for the safety of railroad employees and to name this act the Paul Payne Safe Zone Act.

Revise income eligibility for publicly funded child care

To amend sections 5104.34 and 5104.38 of the Revised Code to revise the law governing income eligibility for publicly funded child care.

Enact the Ohio Safe Homes Act

To amend sections 3767.01, 3767.05, 4301.74, 5321.02, and 5747.98 and to enact sections 5321.172 and 5747.35 of the Revised Code to allow a tenant to terminate a rental agreement if the tenant is a victim of a specified crime, to authorize an income tax credit for landlords who rented to such tenants, and to name this act the Ohio Safe Homes Act.

Regards Medicaid personal needs allowance for certain individuals

To amend sections 173.541 and 5163.33 of the Revised Code regarding the Medicaid personal needs allowance for individuals eligible for the Medicaid-funded assisted living program and for residents of nursing homes and ICFs/IID.

To express the intention of the Ohio House of Representatives to affirm an Ohio Tenants' Bill of Rights that mirrors core protections in state law.

Regards insurance, Medicaid coverage of scalp cooling systems

To enact sections 1751.64, 3923.66, 3923.67, and 5164.11 of the Revised Code regarding insurance and Medicaid coverage of scalp cooling systems for individuals receiving cancer chemotherapy treatments.

Prohibit certain coverage for gender reassignment surgery

To amend sections 4117.10, 5747.50, 5747.502, 5747.504, 5747.505, 5747.51, and 5747.53 and to enact sections 9.051, 5164.21, and 5747.506 of the Revised Code to prohibit coverage for gender reassignment surgery under Medicaid and state and local authority employee health insurance plans.

To amend sections 2705.031, 3107.15, 3109.05, 3109.051, 3113.31, and 5153.16 and to enact section 3109.111 of the Revised Code regarding minor siblings seeking companionship or visitation rights with minor siblings.

Urge Congress to enact the Veterans' ACCESS Act

To urge Congress to honor the sacrifices of our nation's veterans by supporting their access to quality and timely health care by passing the Veterans' Assuring Critical Care Expansions to Support Servicemembers (ACCESS) Act, referred to as the Veterans' ACCESS Act of 2025 (S. 275, H.R. 740).

Designate Anastasia Jehorek Memorial Highway

To enact section 5534.929 of the Revised Code to designate a portion of State Route 750 in Delaware County as the "Anastasia Jehorek Memorial Highway."

Exempt service animals from sales and use tax

To amend section 5739.02 of the Revised Code to exempt service dogs and miniature horses from sales and use tax.

Create the NextGen Public Safety Pilot Program

To create the NextGen Public Safety Pilot Program, to authorize Local Government Fund reductions if Lucas County or the City of Toledo fail to abide by certain terms of a grant under that Program, and to make an appropriation.

Ensure inmates, prisoners housed according to biological sex

To amend sections 751.08, 5120.10, and 5120.16 of the Revised Code to ensure that jail inmates, city infirmary inmates, and prisoners under control of the department of rehabilitation and correction are housed in accordance with their biological sex.

To encourage the Governor and various public entities to recognize Workers Memorial Day.

Revise sentences of imprisonment for felony offenses

To amend sections 2929.01, 2929.14, 2929.144, 2929.19, 2953.08, 2967.193, and 2967.194 of the Revised Code to require every sentence of imprisonment for a felony offense be for an indefinite period consisting of a minimum and maximum term and to change the maximum term that applies to those offenses.
