To amend sections 149.43, 2101.24, 2108.90, 2945.38, 2945.39, 2945.401, 5122.01, 5122.02, 5122.03, 5122.05, 5122.09, 5122.10, 5122.11, 5122.111, 5122.112, 5122.12, 5122.13, 5122.14, 5122.141, 5122.15, 5122.20, 5122.23, 5122.25, 5122.26, 5122.27, 5122.271, 5122.29, 5122.31, 5122.311, 5122.35, 5122.36, 5122.38, 5122.41, 5122.43, 5123.01, 5123.21, 5123.39, 5123.57, 5123.58, 5123.61, 5123.70, 5123.71, 5123.73, 5123.74, 5123.75, 5123.76, 5123.79, 5123.81, 5123.811, 5123.86, 5123.89, 5123.92, 5123.95, 5123.96, and 5123.97 and to enact section 5122.051 of the Revised Code to allow a criminal court to determine whether a defendant is a mentally ill person subject to a court order or a person with an intellectual disability subject to institutionalization if the criminal court is determining whether the defendant is competent to stand trial.

To establish the Healthy Aging Task Force.

To amend sections 2929.01, 2929.14, 2967.01, 2967.13, and 2967.132 and to enact section 2941.1427 of the Revised Code to enact the Felony Accountability for Frequent Offenders Act to create a specification for a habitual felony offender.

To amend sections 3701.351, 3702.30, 3702.301, 4723.01, 4723.02, 4723.03, 4723.06, 4723.07, 4723.08, 4723.271, 4723.28, 4723.282, 4723.33, 4723.34, 4723.341, 4723.35, 4723.41, 4723.43, 4723.431, 4723.432, 4723.481, 4723.483, 4723.487, 4723.488, 4723.4810, 4723.4811, 4723.50, 4723.91, 4723.99, 4731.22, and 4731.27 and to enact sections 5.2324, 3702.35, 4723.53, 4723.54, 4723.55, 4723.551, 4723.56, 4723.57, 4723.58, 4723.581, 4723.582, 4723.583, 4723.584, 4723.59, 4723.60, 4724.01, 4724.02, 4724.03, 4724.04, 4724.05, 4724.06, 4724.07, 4724.08, 4724.09, 4724.10, 4724.11, 4724.12, 4724.13, 4724.14, 4724.15, 4724.16, and 4724.99 of the Revised Code to regulate the practice of midwifery, to establish requirements for freestanding birthing centers, and to designate May 5th as the "Day of the Midwife."

To amend sections 145.293, 742.251, 3307.74, and 3309.31 of the Revised Code regarding limits on the purchase of retirement service credit based on employment with the United States Government, a state, or a political subdivision.

To amend sections 3301.12, 5502.63, 5747.08, and 5747.98 and to enact sections 2923.1215, 2923.1216, 3901.97, 5502.621, and 5747.74 of the Revised Code to require secure storage of firearms, to authorize income tax credits, to name this act the Keep Every Home Safe Act, and to make an appropriation.

To amend sections 3317.011, 3317.012, 3317.018, 3317.0110, and 3317.022 and to enact section 3317.41 of the Revised Code and to amend Sections 265.10, as subsequently amended, 265.150, 265.190, and 265.450 of H.B. 96 of the 136th General Assembly regarding base cost calculation and use in the public school financing system, to express the General Assembly's intent to secure a thorough and efficient system of common schools, and to make an appropriation.

To enact section 3333.1211 of the Revised Code to create the Higher Education Evidence-Based Innovation Fund and Grant Program.

To enact the Ohio Mental Health Systems Coordination and Crisis Prevention Commission Act.

To amend sections 2151.314, 2151.419, 2151.4116, and 2151.421 and to enact sections 2151.317, 2151.318, and 2151.4123 of the Revised Code regarding parents' rights in child welfare cases.

To amend sections 2907.07 and 2921.32 of the Revised Code to expand the offenses of importuning and obstructing justice.

To amend sections 3109.052 and 3109.055 of the Revised Code to enact the Ohio Custody Mediation and Orientation Act.

To amend sections 3301.0714, 3302.03, 3314.03, 3317.25, 3324.10, and 3326.11; to enact new section 3313.6032 and sections 3302.131, 3302.132, 3313.6034, 3313.6035, 3319.2214, and 3319.2311; and to repeal section 3313.6032 of the Revised Code to enact the Science of Math Act with regard to academic intervention services at public schools and the establishment of mathematics improvement and intervention plans.

To amend sections 4151.01, 4151.02, 4151.03, 4151.04, 4151.05, 4151.06, and 4151.07 of the Revised Code to require additional Ohio employers to use E-verify and to prohibit certain employment practices.

To enact section 3792.02 of the Revised Code to authorize a pregnant minor to consent to receive health care to maintain the life or improve the health of herself or the unborn child she is carrying.

Proposing to amend Section 1 of Article V of the Constitution of the State of Ohio to lower the voting age to sixteen years.

To enact sections 3701.147 and 3701.148 of the Revised Code to create the Office of Violence Prevention within the Department of Health and to make an appropriation.

To amend sections 3314.03, 3326.11, and 3328.24 and to enact section 3313.6034 of the Revised Code regarding high school instruction on proper in-person interactions with peace officers.

To amend sections 2151.011, 2151.411, 2151.412, 2151.416, 2151.417, 2151.4122, 2151.424, and 5103.161; to enact new sections 2151.4115, 2151.4116, 2151.4117, 2151.4118, 2151.4119, and 2151.4120 and section 2151.317; and to repeal sections 2151.4115, 2151.4116, 2151.4117, 2151.4118, 2151.4119, 2151.4120, and 2151.4121 of the Revised Code to enact the "Fostering Sibling Success Act" regarding the rights of sibling youths in foster care and to provide for continuation of a child's placement and limit kinship preference in foster care.

To amend sections 3314.012, 3314.016, 3314.021, and 3314.031 and to enact section 3314.0111 of the Revised Code to enact the Charter School Sponsor and Operator Rating Act regarding report cards for community school sponsors and operators.
