To amend sections 2929.15, 2929.16, 2929.25, 2967.131, and 2967.15 and to enact section 2903.217 of the Revised Code to enact the Adult Parole Authority Enhancement Act.

To enact section 5139.15 of the Revised Code to require juvenile facilities to develop health care and education policies and make those policies available to the public on the facility's web site.

To amend sections 111.27, 3501.01, 3501.06, 3501.23, 3505.03, 3505.04, 3509.03, 3509.04, 3511.02, 3511.05, 3513.01, 3513.02, 3513.04, 3513.05, 3513.052, 3513.07, 3513.13, 3513.14, 3513.19, 3513.20, 3513.22, 3513.23, 3513.257, 3513.261, 3513.262, 3513.30, 3513.31, 3513.311, 3517.01, 3517.012, and 3517.03 and to repeal sections 3513.28, 3513.301, and 3513.312 of the Revised Code to implement a top-two primary election system for elective congressional, state, district, county, and municipal offices.

To amend section 1751.01 and to enact sections 3902.65 and 5164.11 of the Revised Code concerning insurance and Medicaid coverage for specified infertility services.

To enact section 3722.15 of the Revised Code to require hospitals to develop discharge plans for pregnant patients and to name this act the Women Expansion of Learning and Labor Safety or WELLS Act.

To amend sections 4781.40, 5301.072, 5311.191, and 5321.131 of the Revised Code to prohibit manufactured home park operators, condominium associations, neighborhood associations, and landlords from restricting the display of the thin blue line flag and to name this act the Chief Steven DiSario Act.

To amend sections 5747.71 and 5747.98 of the Revised Code to make the earned income tax credit partially refundable.

To enact section 2151.282 of the Revised Code to require trauma-informed care training for guardians ad litem and court-appointed special advocates in child welfare proceedings.

To enact section 5166.38 of the Revised Code to establish an orientation program for individuals newly enrolled in the Medicaid program and to designate this act the Medicaid Bridge to Independence Act.

To amend sections 5126.15, 5180.31, and 5180.32 and to enact section 5126.16 of the Revised Code to require county boards of developmental disabilities to provide early intervention services to eligible children.

Recognizing Water Safety Month.

To amend sections 3314.01, 3314.02, and 3314.032 and to enact section 3314.0111 of the Revised Code to prohibit for-profit operators of community schools.

To amend section 909.02 and to enact section 909.021 of the Revised Code to restrict the location of commercial apiaries under specified conditions.

To amend sections 102.01, 102.06, and 102.99 and to enact section 102.032 of the Revised Code to prohibit public officials and employees from using prediction markets.

To amend sections 3905.83 and 3905.84 and to enact sections 109.861 and 3905.96 of the Revised Code to enact law regarding charitable bail organizations.

To amend section 149.43 and to enact section 5103.164 of the Revised Code to require foster caregivers to securely store firearms.

To enact section 9.031 of the Revised Code to enact the No Free Advertising for Politicians Act to prohibit certain government signs from including a public official's personal name or likeness.

To enact sections 3702.3013 and 3727.26 of the Revised Code regarding the employment of surgical assistants and surgical technologists.

To amend sections 5120.05 and 5120.10 and to enact sections 5120.052 and 5120.101 of the Revised Code to establish minimum standards for jails and state correctional institutions.

To amend section 5739.02 of the Revised Code to authorize a sales and use tax exemption for medical items and services eligible to be purchased with proceeds from flexible spending and health savings accounts.

To enact section 5.2541 of the Revised Code to designate the eighteenth day of April as "Devo Day."

To amend sections 111.41, 111.42, and 111.99 of the Revised Code to expand the Address Confidentiality Program.

To enact section 4928.531 of the Revised Code to expand HEAP summer crisis eligibility to include households with children under the age of five.

To enact section 175.50 of the Revised Code to provide grants to qualifying applicants for mortgage assistance and to name the act the Mortgage Stability Act.

To enact sections 3901.85, 3901.851, 3901.852, 3901.853, 3901.854, 3901.855, 3901.856, 3901.857, and 3901.858 and to repeal section 125.95 of the Revised Code to establish the Prescription Drug Affordability Board and Prescription Drug Affordability Stakeholder Council, to authorize the establishment of upper payment limits on certain prescription drug products, to repeal the law establishing the Prescription Drug Transparency and Affordability Advisory Council, and to name this act the Prescription Relief and Inflation Cost Elimination or P.R.I.C.E. Act.
