Amends the Illinois Income Tax Act. Creates an income tax deduction for gratuities that are included in the taxpayer's federal adjusted gross income. Effective immediately.

Amends the Consumer Fraud and Deceptive Business Practices Act to provide that a landlord who violates these new provisions violates the Consumer Fraud and Deceptive Practices Act. Applies to leases or agreements executed after the effective date of the amendatory Act.

Grants rulemaking authority to the Board of High Education to implement and enforce the Act. Amends the School Code. Provides that no school district or nonpublic school whose students or teams compete against a school district or nonpublic school may operate, sponsor, or facilitate interscholastic or intramural athletics that permit a person whose gender is male to participate in any interscholastic or intramural athletics that are designated for females. Allows a student who is aggrieved by an alleged violation or anticipated violation to have the right to file a grievance complaint with the school district or nonpublic school for an immediate determination of whether a violation or anticipated violation exists. Provides that if a violation or anticipated violation is determined to exist, the school district or nonpublic school shall issue a decision immediately and may direct that such violation be terminated or adjusted to prevent a further violation, but if the grievance is rejected, the complaining party has the right to an immediate appeal to the State Board of Education for relief.
Creates the Gender in Athletics Act. Provides that in any intercollegiate athletic activity that is subject to rules, standards, or classifications that provide for student eligibility restrictions in order to ensure, enhance, or promote fair competition, each public institution of higher education shall make all determinations based on sex and not on gender. Grants rulemaking authority to the Board of High Education to implement and enforce the Act. Amends the School Code. Provides that no school district or nonpublic school whose students or teams compete against a school district or nonpublic school may operate, sponsor, or facilitate interscholastic or intramural athletics that permit a person whose gender is male to participate in any interscholastic or intramural athletics that are designated for females. Allows a student who is aggrieved by an alleged violation or anticipated violation to have the right to file a grievance complaint with the school district or nonpublic school for an immediate determination of whether a violation or anticipated violation exists. Provides that a food truck license or permit obtained from a municipality, county, or township in Illinois has full force and effect in all other jurisdictions in Illinois so long as that license or permit was issued after: (1) an inspection by a local health department that uses recommendations made by the Food and Drug Administration concerning food trucks and (2) an inspection by a local fire department that uses recommendations made by the National Fire Prevention Association concerning food trucks. Provides that nothing in the provisions prevents a municipality, county, or township from imposing placement or zoning restrictions or fees so long as those restrictions and fees are uniformly applied to all food trucks, regardless of the food truck's license or permit jurisdiction. Defines "food truck". Limits the concurrent exercise of home rule powers. Effective January 1, 2026.

Amends the Liquor Control Act of 1934. Provides that a distributor of wine or spirits shall deliver to any retailer within any geographic area in which that distributor has been granted by a wholesaler the right to sell its trademark, brand, or name at least once every 2 weeks if the retailer agrees to purchase at least $200 of wine or spirits from the distributor every 2 weeks. Removes language setting forth a $50 minimum purchase of wine or spirits for a retailer located in a county with a population of less than 3,000,000 that is not adjacent to a county with a population of at least 3,000,000 inhabitants. Makes a conforming change.

Amends the Property Tax Code. Provides that each property tax bill shall contain certain specified information. Provides that each property tax bill shall contain a QR code link that provides contact information for the county assessor, the tax bill history for the property for the 5 immediately preceding taxable years, and a copy of the budget and levy ordinance for each taxing district in which the property is located. Creates a Property Taxpayer's Bill of Rights. Amends the Truth in Taxation Law to provide that each taxing district shall provide notice to taxpayers if the taxing district adopts an aggregate levy that exceeds 105% of the aggregate levy for the preceding year.

Amends the Fair Contracting for Health Care Practitioners Act. Provides that, except as otherwise provided, a covenant not to compete entered into on or after the effective date of the Act is deemed contrary to the public policy and is void and unenforceable by an employer. Provides that an employer may enforce a covenant not to compete if the length of the covenant not to compete is no more than one year, provided that the health care practitioner was not dismissed by the employer. Sets forth provisions concerning the scope of the Act. Effective January 1, 2027.

Provides that when a construction vehicle or farm vehicle properly and lawfully making use of an audible or visual approaches any other vehicle: (1) the driver of the other vehicle shall yield the right-of-way and shall immediately drive to a position parallel to, and as close as possible to, the right-hand edge or curb of the highway clear of any intersection and shall, if necessary to permit the safe passage of the construction vehicle or farm vehicle, stop and remain in such position until the construction vehicle or farm vehicle has passed; and (2) the operator of every streetcar shall immediately stop such car clear of any intersection and keep it in such position until the construction vehicle or farm vehicle has passed. Provides that approaching a stationary construction vehicle or farm vehicle, when the stationary construction vehicle or farm vehicle is making use of an audible or visual signal, a person who drives an approaching vehicle shall: (1) proceeding with due caution, yield the right-of-way by making a lane change into a lane not adjacent to that of the construction vehicle or farm vehicle, if possible with due regard to safety and traffic conditions, if on a highway having at least 4 lanes with not less than 2 lanes proceeding in the same direction as the approaching vehicle and reduce the speed of the vehicle to a speed that is reasonable and proper with regard to traffic conditions and the use of the highway to avoid a collision and leaving a safe distance until safely past the stationary emergency vehicle; or (2) if changing lanes would be impossible or unsafe, proceeding with due caution, reduce the speed of the vehicle to a speed that is reasonable and proper with regard to traffic conditions and the use of the highway to avoid a collision, maintaining a safe speed for road conditions and leaving a safe distance until safely past the stationary construction vehicles or farm vehicles. Makes conforming changes.

Amends the Home Repair and Remodeling Act. Provides that a contractor offering home repair or remodeling services shall not propose to contract or solicit a contract for home repair or remodeling services: (1) while a loss-producing occurrence is continuing at the premises; (2) while the fire department or emergency personnel are engaged at the damaged premises; or (3) between the hours of 7:00 p.m. and 8:00 a.m. Provides that a contractor shall not, in person, propose to contract or solicit a contract with a consumer for home repair or remodeling services for a minimum of 72 hours after a disaster proclamation, unless the proposal to contract or the solicitation to contract is initiated by a consumer.

Requires the State Board of Education to adopt rules and guidelines for an exit orientation program for grade 11 and 12 students to prepare the students to enter the workforce, obtain marketable skills, or enroll in higher education or military service. Requires the school board of each school district operating a high school to annually host an exit orientation program that complies with the rules and guidelines adopted by the State Board of Education under the Act. Provides that the school board shall permit representatives of labor organizations, military branches, workforce training providers, vocational training providers, local chambers of commerce, banks, and private businesses to present information on jobs, training, apprenticeships, internships, jobs requiring certification, and related topics to students during a high school's exit orientation program. Requires each Illinois workNet Center to ensure that the exit orientation program of each high school in its local area is aligned with the needs and opportunities of the local labor market and to provide the school board of the school district that operates the high school with information on local labor market needs and assist with coordinating participation in the program by local chambers of commerce, private businesses, and others.

Amends the Medical Assistance Article of the Illinois Public Aid Code. In provisions concerning medical assistance for employed persons with disabilities and employed persons with a medically improved disability, provides that, subject to federal approval, the Department of Healthcare and Family Services shall eliminate income eligibility standards for such persons to the extent permitted by federal law and shall eliminate the consideration of assets when determining such persons eligibility for medical assistance to the extent permitted by federal law.

Provides that, in addition to the listed information, the Department's annual report on all survey activity from the preceding fiscal year shall include: (i) the total number of authorized nursing home surveyor positions within the Department, (ii) the total number of filled and vacant nursing home surveyor positions, (iii) the average length of tenure for nursing home surveyors employed by the Department at the time the report is created, and (iv) any additional information the Department deems relevant regarding nursing home surveyor recruitment, retention, or workload.

Provides that the Department of Juvenile Justice and the Department of Corrections shall immediately discharge from their employment: (1) any Department employee against whom a conviction is entered on or after the effective date of the amendatory Act for an offense of unauthorized bringing of contraband into a penal institution by an employee; unauthorized possessing of contraband in a penal institution by an employee; or unauthorized delivery of contraband in a penal institution by an employee; or (2) any Department employee who, on or after the effective date of the amendatory Act is determined by the respective Department to have violated the Department policy prohibiting: (A) facilitating the bringing or delivering of an item of contraband into a Department facility; (B) bringing or delivering an item of contraband into a Department facility; or (C) possessing an item of contraband in a Department facility. Provides that any employee discharged for a violation of these provisions shall not be eligible to be rehired by either the Department of Juvenile Justice or the Department of Corrections. Defines various terms. Effective immediately.

Prohibits a private equity group, hedge fund, or any entity owned, operated, or controlled by a private equity group or hedge fund, including management services organizations, that is involved with a law firm or an attorney's practice from: (1) interfering with the professional judgment of attorneys in representing clients; (2) exercising control over or being delegated the power to own or determine the content of client records, select, hire, or terminate the employment of attorneys or allied legal staff in whole or in part based on competency or proficiency; or set competency or proficiency parameters for attorneys or allied legal staff; or (3) charging any fee to the attorney or law firm that is directly or indirectly based on the fees, revenues, or profits of the attorney or law firm. Prohibits an attorney from sharing legal fees directly or indirectly with an out-of-state alternative business structure unless: (1) the attorney is also licensed in the state in which the alternative business structure is approved; (2) the fees are compensation for providing legal services in that state; and (3) the law of that state is controlling under the Illinois Rules of Professional Conduct or a successor rule. Provides for the recovery of statutory damages, attorney's fees and costs, and injunctive or declaratory relief as a remedy for violation. Defines terms. Contains applicability provisions. Effective immediately.

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that certain materials furnished to a common interest community association pursuant to a contract entered into with the highway commissioner of a road district are exempt from the taxes imposed under those Acts.

Provides that, beginning January 1, 2028, the sheriff of each county and the corporate authorities of each municipality shall: (1) equip every patrol vehicle with a choking rescue device and (2) provide for every deputy or police officer to receive training to administer a choking rescue device from specified entities. Defines "choking rescue device".

Creates the Meaningful Human Review of Artificial Intelligence Act. Sets forth provisions prohibiting a State agency, or any entity acting on behalf of an agency, from utilizing or applying any automated decision-making system, directly or indirectly, without continuous meaningful human review when performing any of the agency's specified functions. Requires impact assessments to be performed by State agencies seeking to utilize or apply an automated decision-making system with continuous meaningful human review. Provides that the impact assessment shall include a description of the objectives of the automated decision-making system; an evaluation of the ability of the automated decision-making system to achieve its stated objectives; a specified description and evaluation of the objectives and development of the automated decision-making; testing of the automated decision-making system; and the notification mechanism or procedure, if any, by which individuals impacted by the utilization of the automated decision-making system may be notified of the use of such automated decision-making system and of the individual's personal data, and informed of their rights and options relating to such use. Requires submission of impact assessments to the Governor and General Assembly.

Provides that the amount of the fee shall be the base amount with respect to the covered transaction, multiplied by 0.002. Provides that the term "covered transaction" means: (1) the purchase by a United States person of a security if the purchase occurs on, or is subject to the rules of, the Chicago Board Options Exchange or the Chicago Mercantile Exchange; or (2) the purchase by a United States person of a derivative if the derivative is traded on, or is subject to the rules of, the Chicago Board Options Exchange or the Chicago Mercantile Exchange. Specifies that, for purposes of the Act, "United States person" includes controlled foreign corporations, hedge funds, and private equity funds and their officers and employees. Exempts from the provisions of the Act the purchase of a security or a derivative by an individual for that individual's personal investment account or personal investment portfolio. Provides that the proceeds from the tax imposed under the Act shall be deposited into the Reducing the Cost of Living Fund. Amends the Illinois Administrative Procedure Act. Grants emergency rulemaking powers to the Department of Revenue. Amends the State Finance Act. Create the Reducing the Cost of Living Fund. Effective immediately.
