Amends the Freedom of Information Act to define "commercial purpose" and set fees for public records requests.

The bill amends the Freedom of Information Act to define "commercial purpose" as any use or purpose that furthers the commercial, trade, or profit interests of the requester. It sets fees for public records requests, including a cap on the cost for copying records and charges for personnel time spent on searches and redactions.
