Amends the Illinois Vehicle Hijacking and Motor Vehicle Theft Prevention and Insurance Verification Act. Provides that each self-insured commercial vehicle rental company may collect and shall pay into the Vehicle Hijacking and Motor Vehicle Theft Prevention and Insurance Verification Trust Fund an amount equal to $1.00, or a lesser amount determined by the Illinois Vehicle Hijacking and Motor Vehicle Theft Prevention and Insurance Verification Council, multiplied by each car rental contract providing physical damage insurance coverage written by it in the State during the preceding calendar year. Effective January 1, 2027.

Provides that these events shall include the contributions made by individual Latinas and Latinos in government and the arts, humanities, and sciences, as well as the contributions of Latina and Latino communities to the economic, cultural, social, and political development of the United States. Provides that the studying of this material shall constitute an affirmation by students of their commitment to respect the dignity of all races and peoples and to forever eschew every form of discrimination in their lives and careers. Establishes requirements for the State Superintendent of Education, regional superintendents, and each school board concerning instructional materials and guidelines. Permits a school to meet requirements through an online program or course.

Provides that a person convicted of a felony, after the completion of his or her sentence, including the completion of his or her parole or mandatory supervised release term, shall be eligible to be nominated for, and elected to, an elective public office. Provides that the provision does not apply to a person convicted of a felony, bribery, perjury, or other infamous crime for an offense committed while he or she was serving as a public official in the State. Defines "elective public office". Amends the Election Code and the Illinois Municipal Code to make conforming changes.

Provides that "agrivoltaic system" means a ground-mounted photovoltaic solar energy system that meets the following criteria: (1) the applicable farm plan and the system have been intentionally designed with agricultural producers, agrivoltaics experts, or both agricultural producers and agrivoltaics experts; (2) the system is constructed, installed, and operated to achieve an integrated and simultaneous production of both solar energy and current or future marketable agricultural products, including all products and activities described in the definition of "production agriculture" in the Use Tax Act and apiaries if the apiary is paired with another qualifying marketable agricultural product, by an agricultural producer; (3) the agricultural production of the system occur on land beneath or between rows of solar panels; and (4) the agricultural production of the system begins as soon as agronomically feasible and optimal for the agricultural producer after the commercial operation date of the solar panels and continues until decommissioning. Provides that "agrivoltaic system" does not include a system that has a pollinator habitat as the sole dual use of the system.

Amends the Election Code. Repeals provisions that prohibit a person that is serving a sentence of confinement in any penal institution from voting until his or her release from confinement. Further amends the Election Code and amends the Unified Code of Corrections making conforming changes. Effective January 1, 2026.

Provides that a group health plan or an accident and health insurer offering group or individual health insurance coverage shall not discriminate with respect to participation under the plan or coverage against any health care provider who is acting within the scope of that provider's license or certification under applicable State law. Provides that nothing in the provisions shall be construed as preventing a group health plan, an accident and health insurer, or the Director of Insurance from establishing varying reimbursement rates based on quality or performance measures.

Specifies that, until December 31, 2030, a person may continue to accept for sale an existing stock of personal care products containing nonbiodegradable plastic glitter that was acquired and transported into the State before December 31, 2029. Defines "nonbiodegradable plastic glitter". Effective January 1, 2028.

Provides that the sentence credit for various offenses in which the prisoner could receive no more than 7.5 days sentence credit for each month of his or her sentence of imprisonment shall be changed to one day of sentence credit for each day of his or her sentence of imprisonment. Provides that each day of sentence credit shall reduce by one day the prisoner's period of imprisonment or recommitment. Provides that the Department of Corrections and the Department of Juvenile Justice shall recalculate the release dates for sentences under this provision within 6 months after the effective date of the amendatory Act.

Provides that "community health center" means a migrant health center, community health center, health care program for the homeless or for residents of public housing supported under the federal Public Health Service Act, or FQHC, including an FQHC Look-Alike, as designated by the U.S. Department of Health and Human Services, that operates at least one federally designated primary health care delivery site in Illinois. Provides that "physician" means a person licensed under the Medical Practice Act of 1987 to practice medicine in all of its branches and does not include a chiropractic physician. In provisions concerning acts constituting the practice of dental hygiene, provides that a public health dental hygienist may not administer local anesthesia except as provided in the amendatory provisions. Provides that a dental hygienist practicing in a community health center may administer local anesthetics upon the successful completion of a training program approved by the Department and under the general supervision of a dentist as long as the community health center: (i) has adopted written policies and procedures establishing supervision by a dentist or physician at the time the local anesthetics are administered, and (ii) ensures that a dentist or physician is physically present in the clinic at the time the local anesthetics are administered.

Provides that a person may request, in writing, to the election authority that the person not receive a ballot sent under the provisions. Provides that in the event of the death by suicide of a student enrolled in a school district, the school district shall initiate a complete and transparent investigation to determine whether bullying or harassment related to the educational environment played a contributing role; sets forth investigation requirements. Requires the school district, upon completion of the investigation, to prepare a written investigative report summarizing findings, conclusions, and recommended corrective actions; sets forth report requirements. Allows the State Board of Education to review the report for compliance and to require a corrective action plan or an additional review if deficiencies are identified.

Provides that, on and after July 1, 2026, if a public employer files a petition to review an award of an arbitrator of the Commission, the award shall draw interest, retroactive to the date of the injury, at a rate equal to 10% or at a rate equal to the yield on indebtedness issued by the United States Government with a 26-week maturity next previously auctioned on the day on which the decision is filed, whichever is greater. Sets forth limitations on interest assessed under the provision. Defines "public employer". Effective July 1, 2026.

Amends the Illinois Police Training Act. Provides that the Illinois Law Enforcement Training Standards Board shall develop or approve a standard curriculum for certified training programs in the recognition of trauma-informed responses to traumatic events, adverse childhood experiences, and toxic stress among law enforcement. Provides that the training shall include (1) teaching officers how to define and distinguish between acute trauma, chronic trauma, cumulative occupational stress, adverse childhood experiences, and toxic stress; (2) teaching officers to recognize trauma-related responses in themselves and others through behavioral, cognitive, emotional, and physiological indicators of traumatic stress, including how these indicators may present during calls for service and during officer-public interaction; (3) teaching officers the impact of trauma and how occupational trauma exposure, moral injury, burnout, toxic work environments, and cumulative stress affect decision making, communication, performance, and well-being; (4) education on the effects of psychological safety on organizational culture of law enforcement and the immediate work environment; (5) ways to improve psychological safety through trauma-informed communication and interaction skills, such as reducing escalation and engaging peers and other officers in a compassionate, culturally responsive, and nonjudgmental manner; (6) techniques for compassionate, sensitive, and nonjudgmental service delivery, including trauma-responsive communication and de-escalation; (7) procedures for recognizing and responding to traumatically triggering situations and emphasize tools and techniques for achieving situationally optimal outcomes; and (8) comprehensive strategies and tools to manage the impact of trauma, cumulative occupational stress, adverse childhood experiences and toxic stress. Provides that the training must be presented in all full and part-time basic law enforcement academies on or before July 1, 2027. Provides that law enforcement agencies must present the training to all law enforcement officers within 3 years after the effective date of the amendatory Act. Provides that the Board shall evaluate training effectiveness through post-training assessments, ongoing officer feedback, wellness and safety metrics, and annual public reporting.

Creates the Drone Safety and Interference Prevention Act. Creates the offenses of (1) unlawful imaging of an emergency response activity; (2) unlawful operation over critical infrastructure facilities; and (3) unlawful operation of a drone over a correctional institution or facility. Defines these offenses and establishes penalties. Provides that a private person or entity operating a drone in the State is prohibited from equipping or using on the drone any firearm, weaponized laser, kinetic impact projectile, chemical agent or irritant, or any other lethal or non-lethal weapon. Provides that a law enforcement officer may seize a drone and any attached equipment, including any image-capturing devices, storage media, or weapons, if the officer has probable cause to believe the drone was used or operated in violation of the Act. Provides that any drone or equipment seized under the Act is subject to forfeiture in accordance with the Criminal Code of 2012 and the Forfeiture Article of the Code of Criminal Procedure of 1963, as applicable. Provides that the State may use forfeited drones and equipment for law enforcement purposes, including training and counter-drone operations. Provides that prior to forfeiture, the court shall provide notice and an opportunity for hearing to the owner or operator of the drone, unless the drone was abandoned or unclaimed. Provides that, if the court determines, by a preponderance of the evidence, that the drone was used in violation of the Act, the drone shall be forfeited to the State. Provides that any images or data seized under the provision shall be retained only if there is a reasonable suspicion they contain evidence of a crime. Provides that all other data must be deleted within 30 days unless relevant to an ongoing investigation. Provides that the State, any unit of local government, any law enforcement agency or any officers or agents of those entities that are acting reasonably and in good faith to enforce the Act are not civilly liable for damage to or loss of a drone, except for willful or wanton misconduct. Provides that the Act shall be enforced by State and local law enforcement agencies. Provides that enforcement data under the Act shall be reported through the Illinois State Police's existing Uniform Crime Reporting program. Contains a severability provision. Effective January 1, 2027.

Provides that any drone or equipment seized under the Act is subject to forfeiture in accordance with the Criminal Code of 2012 and the Forfeiture Article of the Code of Criminal Procedure of 1963, as applicable. Provides that the State may use forfeited drones and equipment for law enforcement purposes, including training and counter-drone operations. Provides that prior to forfeiture, the court shall provide notice and an opportunity for hearing to the owner or operator of the drone, unless the drone was abandoned or unclaimed. Provides that, if the court determines, by a preponderance of the evidence, that the drone was used in violation of the Act, the drone shall be forfeited to the State. Provides that any images or data seized under the provision shall be retained only if there is a reasonable suspicion they contain evidence of a crime. Provides that all other data must be deleted within 30 days unless relevant to an ongoing investigation. Provides that the State, any unit of local government, any law enforcement agency or any officers or agents of those entities that are acting reasonably and in good faith to enforce the Act are not civilly liable for damage to or loss of a drone, except for willful or wanton misconduct. Provides that the Act shall be enforced by State and local law enforcement agencies. Provides that enforcement data under the Act shall be reported through the Illinois State Police's existing Uniform Crime Reporting program. Contains a severability provision. Effective January 1, 2027.

Provides that subject to federal approval, the Department of Healthcare and Family Services shall increase the base rate of reimbursement for both base charges and mileage charges for medical transportation services provided by means of an air ambulance to a level not lower than 75% of the Medicare ambulance fee schedule rates, by designated Medicare locality.

Establishes the Illinois Psilocybin Advisory Board within the Department of Financial and Professional Regulation. Provides duties of the Board. Provides that the Department of Public Health, the Department of Agriculture, the Department of Financial and Professional Regulation, the Illinois State Police, and the Department of Revenue have certain duties, functions, and powers under the Act. Provides for a program development period, with certain requirements. Provides for different types of licenses starting on or before July 1 of the year 3 years after the effective date of the Act, with certain requirements. Provides immunity from certain criminal civil liability for a licensee or licensee representative with respect to manufacture, delivery, and possession of psilocybin products. Provides requirements for psilocybin services. Provides for discipline of licensees. Provides for civil and criminal penalties for violations. Provides for certain administrative hearings. Limits home rule. Imposes a tax upon purchasers for the privilege of using psilocybin at a rate of 15% of the purchase price. Establishes the Psilocybin Control and Regulation Fund and the Illinois Psilocybin Fund as special funds in the State Treasury for certain purposes. Makes other provisions. Amends the Freedom of Information Act to exempt certain information under the Healing Opportunities through Psilocybin Equity Pilot Program Act from disclosure. Amends the State Finance Act and the Illinois Independent Tax Tribunal Act of 2012 to make conforming changes. Provides that, when the office of a member of the governing board of a park district may be declared vacant, the office is not vacant until the office is declared vacant at a meeting of the members of the board.
