ARTIFICIAL SWEETENERS -- States findings of the Legislature and urges federal lawmakers to prohibit inclusion of artificial sweeteners in school meal programs.

JUVENILE PROCEEDINGS -- Amends existing law to revise provisions regarding termination of parent and child relationships.

RULE APPROVAL -- SENATE STATE AFFAIRS COMMITTEE -- States findings of the Senate and provides that all temporary and pending rules of the Idaho State Police, Idaho Public Safety Communications Commission, Idaho Public Utilities Commission, Secretary of State, Idaho Department of Administration, and Idaho State Lottery have been reviewed and approved by the Senate State Affairs Committee.

DEPREDATION -- States findings of the Legislature and calls on the federal government to protect Idaho citizens who file depredation claims.

GOVERNMENT TRANSPARENCY AND ETHICS -- Amends and adds to existing law to establish provisions to protect public employees from certain adverse actions, to provide certain remedies for violations, and to provide special procedures for public record requests by the Legislature and legislative staff.

HOMEOWNER'S ASSOCIATIONS -- Adds to existing law to provide for automatic dissolution of homeowner's associations.

DOMESTIC WELLS -- Amends existing law to revise provisions regarding the domestic use of water.

HOUSING -- Adds to existing law to establish provisions regarding regulation of twin homes and duplexes.

HOUSING -- Adds to existing law to establish provisions regarding starter home subdivisions.

TRANSACTIONS -- Amends and adds to existing law to establish provisions regarding programmable money.

SINGLE COUNTYWIDE HIGHWAY DISTRICTS -- Amends, repeals, and adds to existing law to revise provisions regarding the election of commissioners in certain single countywide highway districts.

RULES OF THE ROAD -- Amends existing law to revise provisions regarding the failure to use safety restraints as evidence in civil actions to limit an injured party's damages.

HOUSING -- Adds to existing law to provide for limitations on rental application fees.

PROTECTING PRIVACY AND SAFETY IN PUBLIC BUILDINGS -- Adds to existing law to establish requirements and a cause of action regarding privacy and safety in public restroom and changing facilities and to establish a duty regarding the privacy and safety of restroom and changing facilities in places of public accommodation.

SELF-DEFENSE -- Adds to existing law to establish provisions regarding immunity and reimbursement for justifiable homicide and defense of self, others, and certain places.

FISH AND GAME -- Amends existing law to provide for the location of blinds.

DEFENSE OF SELF OR OTHERS, MOTOR VEHICLES, AND PUBLIC ASSEMBLIES ON ROADS -- Amends and adds to existing law to revise a provision regarding defense of self or others, to provide for operators of a motor vehicle, and to establish provisions regarding public assemblies on roads.

MEDICAID -- Amends existing law to revise provisions regarding provider payment.

DOMESTIC RELATIONS -- Amends existing law to provide for attorney's fees for parties that lack financial resources in divorce or child custody matters.

ACCESSORY DWELLING UNITS -- Amends and adds to existing law to revise provisions regarding prohibitions against restrictive covenants banning accessory dwelling units and to establish provisions regarding accessory dwelling units in the Local Land Use Planning Act.

LAND USE PLANNING -- Adds to existing law to establish provisions allowing for multifamily residential housing developments in areas zoned for commercial use.

RULE APPROVAL -- SENATE EDUCATION COMMITTEE -- States findings of the Legislature and provides that all temporary and pending rules of the State Board of Education and the Division of Career Technical Education have been reviewed and approved by the Senate Education Committee.

BROADBAND -- Amends existing law to revise the definition of broadband.

WILDLIFE CROSSINGS -- States findings of the Legislature and supports wildlife crossings.
