H0709

Idaho H0709 regulates programmable money, prohibiting certain discriminatory practices and requiring issuers to provide reasons for denied.

Idaho H0709 amends existing law to establish provisions regarding programmable money. It prohibits issuers from requiring the use of programmable money without offering a non-digital alternative free of charge and from denying transactions based on specific factors. Issuers must provide a statement of specific reason within 30 days if a party requests it after a transaction denial. The bill also outlines unlawful acts and practices, including the use of programmable money for discriminatory purposes. It provides remedies for aggrieved parties and declares an emergency, effective July 1, 2026.
