H0640

Idaho H0640 mandates divestment of state-managed funds from investments in foreign adversaries.

Idaho H0640, the Foreign Adversary Divestment Act, prohibits state-managed funds from holding investments in foreign adversaries, including companies and banks. This includes public pension funds, university endowments, and other investment structures. The act defines "foreign adversary" as countries or entities significantly adverse to U.S. national security. It mandates immediate divestment of existing holdings and ensures that divestment does not conflict with other financial safeguards or federal laws. The act declares an emergency and will be in full force from July 1, 2026.
