Requiring that all private employers, rather than only those employing more than a specified number of employees, use the E-Verify system to verify a new employee's employment eligibility beginning on a specified date, etc.

Authorizes employer-owned life insurance policies covering key persons of business entities, organizations, companies, & corporations under certain circumstances; requires certain disclosures to key persons; prohibits employer-owned life insurance policies covering certain employees; provides that policies covering such employees are void as against public policy; requires insurer notice to OIR of employer-owned life insurance policies; requires office to maintain registry & publish annual report; provides that premiums, loan interests, & expenses related to employer-owned life insurance are not tax deductible; subjecting death benefits received by employers to corporate income tax; requires OIR to adopt certain standard forms.

Requires parental consent for minor's treatment for certain diseases; revises informed consent requirements; requires consent from parent or guardian for certain services provided by mobile response team; revises responsibility for cost of substance abuse services, confidentiality requirements, & requirements for voluntary admission for substance abuse impairment services; requires school district to provide parents with specified information before district administers certain questionnaires or forms to students; requires school district to give parent opportunity to opt his or her student out of such questionnaire or form; revises exceptions for certain parental rights; creates parental right to review, inspect, & consent to survey or questionnaire provided to parent's minor child; creates parental right to know certain information about survey or questionnaire at time of consent; creates parental right to consent in writing to use of biofeedback device on parent's minor child; defines "biofeedback device"; requires that results from use of such device be provided to parent; requires that such results be held as confidential medical record; revises exceptions for specified requirements of parental consent.

Requires that order appointing guardian identify persons entitled to certain information upon incapacitated person's death; authorizes that order appointing guardian identify persons entitled to notice if incapacitated person is transferred to medical facility & persons entitled to visit incapacitated person; authorizes guardian to restrict ability of minor ward to maintain certain contacts in certain circumstances; authorizes guardian to restrict ability of adult ward to maintain contact with person in certain circumstances; requires guardian to provide ward with notice of change in residential setting in certain circumstances; requires guardian to provide notice to any person identified in order of appointment.

Requires state university & FCS institution boards of trustees to redesignate specified roads or portions of roads to certain names relating to Charlie James Kirk within specified time period; requires state funds to be withheld for any university & institution that fails to redesignate road or portion of roadway within such time period.

Requires law enforcement agency to implement procedure for interviewing person who attempts to be taken into custody by such agency for violation of criminal law when no warrant for such person's arrest has been issued; specifies that such procedure shall include certain actions; authorizes temporary detention in certain circumstances; authorizes warrantless arrest in certain circumstances; requires law enforcement officer to deliver such person or have him or her delivered to nearest receiving facility for involuntary examination in certain circumstances.

Re-creating Emergency Preparedness & Response Fund within EOG, Division of Emergency Management; abrogates provisions relating to termination of fund.

Requiring that each Florida Museum of History be owned, managed, and operated by a certain entity; creating the Florida Museum of History Advisory Committee within the Department of State for a certain purpose; requiring specified county commissions and local entities to create Florida Museum of History Boards; requiring the Legislature to provide specified funds to certain entities to conduct financial feasibility studies, etc.

Requires each county, & every public agency within such county, to provide specified 911, emergency call, & dispatch services from centralized 911 call center operated by county or regional entity as decided by specified boards; requires state funds for emergency services to be redirected to each county that operates such centers; prohibits certain counties from receiving state funds; requires board of county commissioners of each county to convene specified board within certain time period; requires board to decide by unanimous vote entity for county that will operate its centralized 911 call center & funding for such entity; requires certain board of county commissioners to convene specified board within certain time period for county to establish regional centralized 911 call center; requires board to decide by unanimous vote entity for region that will operate its centralized 911 call center & funding for such entity; provides sheriff shall be deemed entity to provide 911, emergency call, & dispatch services in county in certain circumstances; provides reporting requirement; provides penalties for noncompliance.

Authorizes Chief Justice of Supreme Court to select specified number of non-managerial or policymaking positions within judicial branch for inclusion in Senior Management Service Class of Florida Retirement System; requires Executive Director & General Counsel of Florida Judicial Qualifications Commission to participate in Senior Management Service Class.

Provides & revising definitions; provides that previous medical examination revealing no evidence of tuberculosis, heart disease, or hypertension will satisfy preemployment physical examination requirement.

Requires DCF to contract with entity to establish Coordinated Access Model Pilot Program in Clay, Duval, & St. Johns Counties; requires department to award contract by certain date; requires certain contractual provisions; provides requirements for contracted entity; requires contracted entity to subcontract with certain state university for certain purposes; requires department & contracted entity to create coordinated access model; provides model requirements; requires department to provide specified reports to Governor & Legislature within specified timeframes; authorizes department & contracted entity to apply for & use certain funds to support or expand Coordinated Access Models; authorizes department to adopt rules.

Provides that DMS is responsible for aesthetics of Capitol Center for visitors; requires DMS to consider certain factors when developing specified plan; requires DMS, in consultation with Capitol Police, to establish enhanced security measures in certain parking areas; authorizes Capitol Police to patrol area surrounding Capitol Complex to ensure safety of certain persons; provides requirement for certain operational plan; requires Capitol Police to provide certain report to Legislature; authorizes certain ex officio agents to patrol Capitol Complex & area surrounding Capitol Complex.

Revises definitions of terms "class A air-conditioning contractor" & "mechanical contractor" to include additional services that such contractors may perform.

Creating the "Construction Disruption Assistance Act"; establishing the Construction Impact Relief Revolving Loan Program within the Department of Commerce; requiring the department to provide specified financial assistance to eligible small businesses within construction zones; requiring the department to develop a public awareness and marketing campaign to promote the program in partnership with specified entities, etc.

Revises information required to be provided to Department of Lottery by persons who submit bid, proposal, or offer to negotiate contract for major procurement; revises bond amount retailer may be required to post for period within which retailer is required to remit lottery funds to department; authorizes division's sworn law enforcement officers to purchase & present lottery tickets to lottery retailer to claim prize; revises certain prohibitions & penalties relating to presenting counterfeit or altered state lottery ticket; prohibits certain false claims relating to state lottery tickets; prohibits lottery retailer from using such position to knowingly facilitate, participate in, or otherwise assist in theft of lottery ticket from retail establishment, patron, or customer; provides criminal penalties.
