Requires public & private K-20 educational institutions to have sexual violence policies; authorizes such educational institutions to have supportive measures; provides requirements for such policies & measures; requires schools to notify students, parents, school staff, & school volunteers of such policies & measures; & provides requirements for such notifications.

Citing this act as the "Promising Pathways Act"; authorizing licensed physicians to prescribe and eligible facilities to administer experimental treatments, if certain requirements are met; requiring the Department of Health to establish and maintain a patient registry for specified purposes; encouraging health insurers and health maintenance organizations to provide specified insurance coverage for experimental treatments; authorizing licensed physicians and eligible facilities to receive reimbursement for the prescription or administration of experimental treatments if certain requirements are met; requiring manufacturers of experimental treatments to provide for a specified temporary price concession set by the department, etc.

Revises requirements of inspections provided through specified program; revises requirements to receive grant through specified program; revises what such grants may be used for; revises requirements of certain report.

Authorizes AHCA to pay for community health worker services as optional Medicaid service; specifies coverage requirements; defines "community health worker"; requires agency to adopt rules; authorizes agency to seek federal approval; adds community health worker services to list of Medicaid services authorized for reimbursement on fee-for-service basis; adds community health worker services to list of minimum benefits required to be covered by Medicaid managed care plans.

Revises duties of Department of Commerce; establishes Chief Manufacturing Officer among senior leadership of department for specified purpose; provides that Chief Manufacturing Officer is appointed by and serves at pleasure of Secretary of Commerce; provides duties of Chief Manufacturing Officer; requires all state and local governmental entities to assist Chief Manufacturing Officer within certain constraints; creates Florida Manufacturers' Workforce Development Grant Program within department; provides that grant program is under direction of Chief Manufacturing Officer in consultation with National Institute of Standards and Technology Manufacturing Extension Partnership organization in this state; provides purpose for grant program; requires department, in coordination with National Institute of Standards and Technology Manufacturing Extension Partnership organization in this state, to review submitted applications and to select specified projects; provides that department has sole discretion in final grant awards; requires department, in coordination with National Institute of Standards & Technology Manufacturing Extension Partnership organization in this state, to establish and publish ranking metrics for reviewing and awarding grants; provides guidelines for such metrics; requires that priority be given to projects that meet certain criteria.

Provides that persons adjudicated guilty of certain misdemeanor offenses are eligible to petition court to seal criminal history record of such offenses; provides that persons previously adjudicated guilty of certain misdemeanor offenses are eligible to petition court to seal subsequent criminal history record; revises certain eligibility criteria to provide that person is eligible to petition court to seal criminal history record if such person is no longer serving sentence to which petition to seal pertains; revises certain eligibility criteria to provide that person is eligible to petition court to seal criminal history record if such person has never secured prior sealing or expunction related to offense for which person was adjudicated guilty; provides certain eligibility criteria for certain persons who seek subsequent sealing of criminal history record relating to offense for which adjudication was withheld; provides certain eligibility criteria for certain persons who seek sealing of criminal history record relating to offense for which person was adjudicated guilty; authorizes court to order sealing of criminal history record pertaining to more than one adjudication of guilt if additional adjudications directly relate to original arrest, incident of criminal activity, or adjudication of guilt.

Revising the definition of the term "health care facility" to include health care clinics owned by a hospital or physicians who work for a hospital; defining the term "covered prescription drug"; revising requirements for provider contracts between pharmacy benefit managers and certain licensed pharmacies to allow for the administration and dispensing of covered prescription drugs offsite, as well as onsite, as part of outpatient care, etc.

Authorizes thoroughbred permitholders to elect not to conduct live racing; specifying that such permitholders retain certain permits, eligibility, exemptions, & licenses; revising penalties for permitholders who do not pay specified taxes; revising requirements for thoroughbred permitholders who have certain slot machines & cardroom licenses.

Defines "smoke evacuation system" & "surgical smoke"; requires hospitals & ambulatory surgical centers to, by specified date, adopt & implement policies requiring use of smoke evacuation systems or any other appropriate measure under certain circumstances.

Provides that contractor is considered agent of this state in certain circumstances; requires contract documents to indemnify DOT for liability caused by negligence of contractor or its employees.

Granting the Florida Public Service Commission the sole authority to regulate advanced nuclear reactors in this state; requiring the commission, the Department of Health, and the Department of Environmental Protection to jointly establish criteria for the certification of laboratories that perform analysis on nuclear materials for certain purposes; revising the criteria the commission must consider in its preliminary study of electric utility 10-year site plans; revising requirements for the development of certain standards by electric utilities, etc.

Providing that, notwithstanding an exemption from supervision or regulation, certain pools are subject to annual inspections by the Department of Health to ensure compliance with specified standards; providing the Public Swimming Pool and Spa Technical Committee with the sole authority to review and approve certain variances; requiring certain department and county health department employees to obtain the Florida Public Pool Specialist Certification within a specified timeframe; deleting a certain advisory review board and replacing it with the Public Swimming Pool and Spa Technical Committee, etc.

Authorizes patient prescribed certain opioid drugs to qualify to receive marijuana or marijuana delivery device; requires qualified physician to conduct in-person or telehealth examination before issuing or renewing certification; requires qualified physician to submit certain documentation to Board of Medicine or Board of Osteopathic Medicine for patients prescribed certain opioid drugs; revises supply limits qualified physician may issue & frequency of patient evaluations required for issuance of new physician certification; revises penalties; requires medical marijuana use registry ID cards to be renewed biennially rather than annually; requires DOH to establish processes & procedures for issuance & registration of medical marijuana use registry ID cards for certain nonresidents; authorizes visiting qualified patients to engage in in all conduct authorized for qualified patient; requires waiver of certain fees for honorably discharged veterans.

Defines "blood pressure monitor & cuff;" requiring AHCA to provide coverage for blood pressure monitors & cuffs under Medicaid pharmacy benefit for certain persons; provides requirements for coverage; provides that coverage of blood pressure monitors & cuffs includes cost of any necessary repairs or replacement parts; provides coverage qualification requirements for Medicaid recipients; requires agency to seek federal approval for implementation of coverage & to include rate impact in Medicaid managed medical assistance program & long-term care managed care program rates beginning on specified date.

Creates First Grade Summer Reading Immersion Pilot Program.

Directs DHSMV to develop Florida Film Legacy license plate; provides for distribution & use of fees collected from sale of plate; requires annual financial report by specified date.

Requiring, rather than authorizing, parties in a property insurance claim dispute to participate in mediation; providing that mediation is a condition precedent to commencing litigation; requiring all insureds, or their representatives, to attend the mediation; requiring the policyholder to provide the insurer with any information and certain documents within a specified timeframe after mediation is invoked; revising the definition of the term "claim", etc.

Creating the "Right to Repair Act for Mobility Devices"; requiring original equipment manufacturers to make available documentation, parts, and tools required for the diagnosis, maintenance, or repair of mobility devices and parts for such devices; requiring original equipment manufacturers of mobility devices with electronic security locks to make available any special documentation, parts, and tools required to access and reset the locks when disabled in the course of diagnosis, maintenance, or repair; providing that violation of the act is an unlawful practice under the Florida Deceptive and Unfair Trade Practices Act, etc.

Requires operators of companion chatbot platforms to display specified information on any application, browser, or format used to access companion chatbots on platform & to prevent such chatbots from engaging with users unless specified protocols are maintained; requires such operators to verify age of users & to take specified actions for users who are minors; requires such operators to file specified reports with DLA; provides that violation constitutes unfair or deceptive act or practice; provides for civil actions.

Authorizing Florida College System institutions and state universities to sponsor job engine charter schools; requiring that specified tax funds be provided annually to the sponsor of a job engine charter school, etc.

Defining the terms "affordable" and "base rent"; prohibiting certain landlords of specified dwelling units from increasing the base rent of a unit during the term of a rental agreement, etc.

Revising the conditions upon which the Department of Highway Safety and Motor Vehicles must include a certain symbol on identification cards; requiring the department to issue original, renewal, or replacement identification cards that include a certain symbol in certain circumstances; authorizing the Fish and Wildlife Conservation Commission to provide the department with certain information relating to the applicant; providing a mandatory minimum sentence for a person who willfully commits such violation resulting in the death of another while boating under the influence (BUI), etc.

Requires booking officer to ask certain questions of arrested persons during booking process & take certain actions relating to arrested person's minor children.

Prohibiting a landlord from terminating a rental agreement or evicting a tenant because the tenant or the tenant's minor child is a victim of actual or threatened domestic violence, dating violence, sexual violence, or stalking; authorizing a victim of such actual or threatened violence or stalking to terminate a rental agreement under certain circumstances; providing for liability for rent for both the tenant and the perpetrator, if applicable; specifying that a tenant does not forfeit certain money paid to the landlord for terminating the rental agreement under certain circumstances, etc.
