Authorizing hospitals to disclose specified information about admitted patients to law enforcement agencies for a specified purpose and under certain circumstances; authorizing hospitals to search and use hospital records of admitted patients to identify potential matches to persons listed as missing on the Missing Endangered Persons Information Clearinghouse, etc.

Defining the terms "quintimodal transportation hub" and "spaceport director or commander"; requiring Space Florida, in coordination with specified entities, to enhance and promote the development and use of quintimodal transportation hubs in this state; providing powers and duties of spaceport operators, etc.

Defining the term "pediatric continuing care integrated community" for purposes of the state Medicaid program; requiring Medicaid managed care plans to reimburse licensed home health agencies for private duty nursing services provided in a community residential group home at a certain rate; requiring Medicaid managed care plans to negotiate rates with affiliated businesses at least annually, etc.

Authorizes insurer to use excess rates for specified percentage of its workers' compensation insurance policies; specifies workers' compensation policies that are excluded from such percentage; removes provisions relating to exclusion of specified commercial insurance policies from percentage of policies that are subject to excess rates; revises composition of board of directors of Florida Workers' Compensation Insurance Guaranty Association, Incorporated.

Deleting a provision authorizing a local government to charge an administrative fee when an owner or contractor retains a private provider for purposes of plans review or building inspection services, etc.

Prohibiting executive agencies from using racial or gender set-asides, preferences, or quotas when making certain decisions; revising factors local governments are authorized to consider in making decisions regarding local bids and contracts for public construction works; revising the criteria each agency uses to evaluate professional services; deleting a provision requiring consideration of minority and gender representation when making appointments to the statewide advisory board for the Florida Small Business Development Center Network; deleting provisions requiring that preferences be given to specified entities seeking to attract minority conventions to Florida, etc.

Proposes amendment to State Constitution to add a homestead exemption for levies other than school levies equal to 25 percent of the remaining assessed value after applying existing exemptions, provide construction, prohibit counties and municipalities from reducing total funding for law enforcement, and provide an effective date.

Requiring the reclassification of the penalty for a crime if the commission of the crime evidences prejudice based on the victim being a disabled adult; defining the term "disabled adult", etc.

Revising the definition of the term "practice of chiropractic medicine"; authorizing chiropractic physicians to possess, prescribe, and administer vitamins, nutrient preparations, homeopathic remedies, dietary supplements, and prescription epinephrine, by specified means; requiring chiropractic physicians to be certified by the Board of Chiropractic Medicine to administer by injection vitamins, nutrient preparations, homeopathic remedies, dietary supplements, and epinephrine, etc.

Repealing provisions which comprise the Florida Motor Vehicle No-Fault Law; revising garage liability insurance requirements for recreational vehicle dealer license applicants; revising minimum liability coverage requirements for motor vehicle owners or operators; revising requirements for motor vehicle liability policies relating to coverage, and exclusion from coverage, for certain drivers and vehicles; revising coverages that may provide for a reduction in motor vehicle insurance policy premium charges under certain circumstances; revising the legal liability of an uninsured motorist coverage insurer; providing a prohibition, requirements, applicability, and construction relating to motor vehicle insurance policies as of a certain date, etc.

Provides that condominium association's turnover certificate & annual report must be maintained as part of association's official records; requires board of administration of condominium association to file with Division of Condominiums, Timeshares, & Mobile Homes turnover certificate within specified timeframe; requires turnover certificate to include certain information; requires division to maintain publicly accessible online database of turnover certificates, which must include specified information; requires division to create & maintain searchable electronic database of turnover certificates.

Providing for the relief of Patricia Ermini by the Lee County Sheriff's Office; providing for an appropriation to compensate her for injuries sustained as a result of the negligence of the Lee County Sheriff's Office; providing a limitation on the payment of compensation and attorney fees, etc.

Providing that cost-of-living adjustments are for employees with direct student contact; deleting a limitation on such adjustments; deleting certain limitations for salary adjustments under the performance salary schedule, etc.

Revising requirements for certain written disposition agreements required between a commissioning couple and a treating physician; prohibiting health care providers from performing in vitro fertilization without first obtaining informed consent from the commissioning couple; prohibiting health care providers from discarding embryos for nonpayment unless certain conditions are met; requiring health care providers to provide informed consent in the patients' primary language or with a qualified interpreter, etc.

Defining the term "THC-infused beverage"; prohibiting a person from possessing an open container of a THC-infused beverage or consuming such beverage while operating a vehicle in this state, being a passenger in or on a vehicle being operated in this state, or while seated in or on a parked or stopped motor vehicle within a road in this state; prohibiting a person from selling, giving, serving, or permitting the service of THC-infused beverages to persons under 21 years of age; providing criminal penalties, etc.

Requires DOH to develop educational materials on drowning prevention safety measures & safe bathing practices for specified purposes; provides requirements for such materials; requires hospitals, birth centers, & home birth providers to provide educational materials to new parents & caregivers as part of their postpartum education & care; requires childbirth educators to provide informational materials to parents or caregivers receiving childbirth education from them.
