Provides exemption from public records requirements for personal identifying & location information of current emergency department physicians & spouses & certain children of such emergency department physicians; provides for retroactive application; requires certain agencies that are custodians of exempt information to maintain exempt status of such information under certain circumstances; specifies procedures for requesting agency to maintain exempt status of such information until exemption no longer applies to individual; provides for future legislative review & repeal of exemption; provides statement of public necessity.

Requiring insurers to reimburse homeowners for the cost of a specified roof inspection under certain circumstances; requiring insurers to make certain notifications to homeowners at a specified time, etc.

Revising the membership of the Big Cypress Basin governing board; requiring the South Florida Water Management District to revise the boundaries of the Big Cypress Basin based on a specified study at a specified time; requiring the South Florida Water Management District to ensure that basin ad valorem taxes collected within the Big Cypress Basin be used in a specified manner, etc.

Providing that licensed advanced practice registered nurses who hold specified degrees may use titles and abbreviations associated with those degrees in a specified manner; prohibiting such persons from holding themselves out to patients or prospective patients as a doctor in advertising without also clearly denoting their licensed profession, etc.

Requiring the Department of Health to adopt evidence-based parent education materials that describe the dangers of abusive head trauma, including shaken baby syndrome; specifying requirements for the distribution of the parent education materials, including a statewide public education campaign; requiring the department to implement a multi-year phase-in plan for the distribution of the parent education materials, etc.

Defining the term "marriage fraud"; creating a cause of action for an injunction for protection in cases of marriage fraud; authorizing a person who is the victim of marriage fraud to file a petition for such an injunction, regardless of any other available or pending petition, complaint, or cause of action; prohibiting the clerk of the court from charging a filing fee for such petitions; requiring a court to set a hearing upon the filing of such petition, etc.

Creates Department of Labor as new department of state government; provides for secretary of department to be appointed by Governor & confirmed by Senate; authorizes secretary to establish divisions & regional offices of department; provides purpose of department; revises requirements for notifying employees of certain rights; designates Department of Labor as state Agency for Workforce Innovation for purposes of implementing s. 24, Art. Authorizing licensees to reject the succession to interest in a franchise agreement of a motor vehicle dealer under certain circumstances; prohibiting a licensee from distributing more than a specified percentage of a specified number of motor vehicles of a particular line-make during a certain period to one motor vehicle dealer or dealers that share common ownership or control; authorizing a licensee to reject a sale, transfer, alienation, or other disposition of a franchise agreement or an equity interest in a motor vehicle dealer under certain circumstances, etc.

Requiring each homeowners' association that operates more than two parcels to pay to the Division of Florida Condominiums, Timeshares, and Mobile Homes an annual fee for each residential parcel operated by the association; requiring that the association be assessed a specified penalty of the amount due if the fee is not paid by a specified date; providing that, until the amount due, plus any penalty, is paid, an association is deemed delinquent and does not have standing to maintain or defend any action in the courts of this state; requiring that all fees the division collects be deposited in the Division of Florida Condominiums, Timeshares, and Mobile Homes Trust Fund, etc.

Prohibits counties, municipalities, & special districts, respectively, from substantially burdening free exercise of religion by adopting or enforcing certain ordinances, regulations, resolutions, rules, or other policies; prohibits local enforcement agency from denying issuance of certificate of occupancy to owner of residential or commercial property based on noncompliance with Florida-friendly landscaping ordinances; prohibits local enforcement agency from denying issuance of building permit for alteration, modification, or repair of single-family residential structure; prohibits local enforcement agency from requiring building permit for construction of playground equipment or fence on certain property; prohibits local governments from adopting or enforcing certain ordinances, regulations, resolutions, rules, charter provisions, or other policies or from taking any action to license or otherwise regulate mutual benefit corporations; revises criteria for business to be considered home-based business as it relates to local government regulation of parking.

Adds newly employed firefighters to Florida Law Enforcement Officer & Firefighter Recruitment Bonus Payment Program; requires Department of Commerce to consult with Division of State Fire Marshal to verify certain information; requires division to define firefighter misconduct by rule; revises date program expires; authorizes CFO to appoint review panel to assist in reviewing certain grants; provides for review panel membership; provides duties & responsibilities of each review panel; provides for general program support grants & specific fire program grants; requires CFO to review panel's recommendations and, beginning on specified date, include approved grant applicants in DFS' legislative budget request; requires certain projects to be funded until all appropriated funds are depleted; creates, subject to appropriation, Institute for Posttraumatic Stress Disorder within DFS for specified purpose; provides duties & responsibilities of institute; authorizes institute to collaborate with other entities to enhance program development & service delivery.
