Establishes a Veterans Dental Care Access Program administered by the Department of Veterans Affairs.

The bill establishes a program to assist eligible veterans in receiving certain dental services. Administered by the Department of Veterans Affairs, the program allows eligible veterans to receive up to $3,500 per year in dental services from participating providers. If a veteran's dental services exceed this amount, the commissioner will refer them to a state-wide organization that represents licensed dentists to explore alternative funding sources. The commissioner must consult with this organization to identify participating providers and coordinate program administration.
