To authorize municipalities to abate up to five hundred dollars per assessment year of property taxes for certain first-time homebuyers who obtain a loan from the Connecticut Housing Finance Authority.

To (1) provide for the availability of at least one method of rental payment at no cost to a residential tenant, (2) prohibit the increase of rental charges upon breaches of a rental agreement, (3) prohibit the use of rental agreement clauses providing that the tenant agrees to increased rental payments after the expiration of the lease, and (4) provide for disclosure of late fees.

To require payment of stipends to student teachers for each week of student teaching experience at a public school in the state.

To require P20 WIN to share data with a nonprofit organization that provides data and data support to other public entities, lower the maximum number of days for an in-school suspension during one school year, allow out-of-school suspension for violent behavior, acts of sexual misconduct or possession of a weapon or controlled substance and require the Department of Education to establish a Disconnected Youth Investment Grant program.

To require the Office of Policy and Management to establish a program to assist municipalities in publishing certain budget information online.

To establish various data security requirements applicable to certain financial institutions.

To require the Commissioner of Children and Families to conduct a study to evaluate the efficacy of the programs administered by the Department of Children and Families.

To require the establishment of the Connecticut Education Innovation Grant Program to fund educational innovations in schools in the state.

To (1) specify that all citizens and state residents intending to become United States citizens, between the ages of eighteen and forty-five, are subject to state military duty, (2) provide for greater discretion in the appointment of the Governor's military staff, and (3) rename the state military training facility in Niantic as Camp Nett.

To provide a mechanism for municipalities to submit claims to the Secretary of the Office of Policy and Management for reimbursement of the revenue lost due to the property tax exemption for veterans who have been determined by the United States Department of Veterans Affairs to be permanently and totally disabled based on a service-connected disability rating of one hundred per cent.

To establish a personal income tax deduction for pay received by National Guard members as a result of orders to active duty.

To support veterans and members of the armed forces in the transition from military life to the civilian workforce through information sharing of available resources relating to educational and employment opportunities.

To revise various provisions relating to (1) community reinvestment performance evaluation ratings and certain approvals by the Banking Commissioner, and (2) timeframes applicable to certain applications regarding Connecticut bank branches.

To prohibit the denial of a rental application on the basis of credit history when the applicant is a victim of domestic violence.

To define "mortgage loan" for purposes of certain notice provisions relating to flood damage and insurance.

To increase the rates paid to providers for birth-to-three services.

To establish a working group to evaluate payroll processing methods employed by financial institutions and the time required for payroll checks to clear.

To eliminate certain tax incentives for data centers in the state.

To increase housing unit-equivalent points for deed-restricted units and accessory apartments developed subject to summary review.

To require each Connecticut bank and Connecticut credit union to make available a secured credit card and account information for the secured credit card.

To require that personal property left behind after eviction be stored for fifteen days by the plaintiff and to permit the plaintiff to dispose of such property as such plaintiff sees fit following the expiration of fifteen days.

To establish that if the Banking Commissioner determines that any landlord has violated certain provisions concerning rental security deposits, the commissioner may, in accordance with sections 36a-50 and 36a-52 of the general statutes, order such landlord to pay a civil penalty not exceeding one hundred thousand dollars per violation, cease and desist from such practices and comply with certain provisions concerning rental security deposits.

To establish a climate change superfund to be used to fund certain adaptive infrastructure projects.

To establish that the State Treasurer may accept certain rates for investment-related services under the community bank and credit union investment program.
