To allow for a noncharge to an employer's experience account for employees who were paid benefits through the shared work program for claims filed in a week in which the state is in an extended benefit period or a high unemployment period.

To require mortgagees to accept mortgage payments tendered on a monthly, semimonthly or biweekly basis.

To (1) authorize additional nursing home beds in certain geographic areas of the state under certain conditions, (2) require licensed nursing homes to submit resident data to the Commissioner of Social Services in a timely fashion to ensure proper calculation of reimbursement rates, and (3) authorize the commissioner not to include related parties as employees when considering costs of a nursing home in rate determinations.

To: (1) Prohibit any homeowners insurance or tenants insurance policy from discriminating based on owning any dog that is a dog trained or being trained as a service animal to assist blind, deaf or mobility impaired persons or is a therapy animal, (2) allow the court to appoint an advocate in proceedings concerning the welfare or custody of companion animals, (3) expand assault in the third degree to include domestic animals, and (4) establish an animal abuse task force.

To establish certain exceptions to the presumption that demand or savings deposits made with banking organizations are presumed abandoned.

To permit the court to award reasonable attorney's fees in entry and detainer cases.

To require certain privately owned multifamily housing projects to install and maintain one or more emergency power generators.

To (1) establish a working group to study consumer fraud and protections against such fraud, and (2) require such working group to submit a report on its findings and recommendations to the joint standing committee of the General Assembly having cognizance of matters relating to banking.

To authorize the taking of certain wildlife that injure or kill livestock or that caused crop damage in the preceding growing season.

To revise the Farmers' Market Nutrition Program statutes to reflect procedures and terms currently used in the administration of such program.

To require home health aide agencies to provide personal protective equipment to home health aide employees.

To ensure volunteer fire departments and ambulance companies are considered under CONN-OSHA jurisdiction.

To require the Commissioner of Energy and Environmental Protection to conduct an assessment of the general and individual permitting processes and whether certain modifications are feasible or recommended.

To require the Department of Banking to (1) conduct a study to assess (A) the availability of signature guarantee programs at financial institutions in the state, and (B) any issues relating to the ability of consumers to access such programs in order to obtain a guarantee, and (2) submit a report concerning the results of such study to the joint standing committee of the General Assembly having cognizance of matters relating to banking.

To establish a Connecticut-India Trade Commission.

To expand the debt-free community college program to include workforce development and continuing education programs.

To prohibit providers from charging a patient for the furnishing of a health record, or part thereof, necessary for the purpose of supporting an application for disability retirement benefits under the state employees retirement system.

To (1) require municipal agents to (A) be free of any conflict of interest or perceived conflict of interest, (B) certify in writing the absence of any such conflict, and (C) inform the appointing authority of the existence of any such conflict if one arises, and (2) allow municipalities to jointly appoint municipal agents.

To make a contractor liable for unpaid wages owed to an employee of a subcontractor at any tier who performs work on any portion of a construction contract.

To establish the Academic Research Funding Commission to distribute research funds to faculty at institutions of higher education in the state.

To amend a bond authorization for the Connecticut Housing Finance Authority's emergency mortgage assistance program to permit the funds to also be used to capitalize down payment assistance under the homeownership loan program.

To require the Comptroller to conduct a study of health insurance for police officers and firefighters, including, but not limited to, any gaps in, or lack of, health insurance coverage, or diminished health insurance coverage for retired police officers and firefighters in the state.

To require the Division of Emergency Management and Homeland Security within the Department of Emergency Services and Public Protection to develop standardized extreme hot and cold weather protocols.

To require the Commissioner of Economic and Community Development to study workforce shortages, workforce development and workforce training availability.
