Establishes a climate change superfund to fund adaptive infrastructure projects.

The bill establishes a climate change superfund to be administered by the Department of Energy and Environmental Protection. The fund will be used to finance climate change adaptive infrastructure projects. The Department must complete a state-wide climate change adaptation master plan to guide the dispersal of funds. The plan will identify and consult relevant state agencies, assess adaptation needs, and provide opportunities for public engagement.
