Requires coverage for cleft lip and cleft palate treatment for children up to age 19.

West Virginia SB1019 mandates coverage for medically necessary treatment of cleft lip and cleft palate for children up to age 19. This includes oral and facial surgery, prosthetic treatment, orthodontic treatment, prosthodontic treatment, and otolaryngology treatment. The bill applies to all policies, contracts, plans, or agreements delivered, executed, issued, amended, adjusted, or renewed in the state on or after July 1, 2026. The coverage does not include cosmetic surgery to reshape facial structures.
