SB2403 amends Tennessee education laws by standardizing the use of the Tennessee universal reading screener for students in kindergarten through third grade. It allows teachers in non-tested grades to use the screener results as an alternative growth model. The bill also establishes an assessment review board to annually review Tennessee comprehensive assessment program (TCAP) tests. The board consists of nine public school teachers appointed by the governor, the speaker of the senate, and the speaker of the house of representatives.
